Summary

Having started out as a Software Developer and Systems Engineer, I have seen, and experienced, first-hand the explosive and exiting growth in the Systems/Software/Application sector. From working on a UNIX PWB 7 system running on a DEC PDP 11/45 to running a Linux system on my home laptop computers the rate of progress boggles the mind. I have moved through Software Development, into Software Quality, notably focusing on Software Complexity Metrics such as McCabe Cyclomatics Complexity and Halstead Software Science, to lead development teams into a more process-centric, a 'la Edwards Deming, quality program. From there, it was an easy step into Computer Aided Software Engineering (CASE) and Object Oriented design and development. Software systems also control manage or control other systems such as Avionics, Flight Control, Healthcare/Hospital Information Systems, and telecommunications as well as provide guidance and reporting functionality to business, banking, insurance and traffic control. It is imperative that everyone associated with such systems understand the technology, risks and bottom-line costs to create, implement and maintain these complex entities.

My career since leaving the development/Quality Systems sectors has concentrated on Project Management. I apply my experience, lessons learned and education to successfully lead projects as varied as replacing an antiquated Main Frame based text only system with a modern Graphic User Interface based system to migrating/consolidating whole Data Centers. In such projects, I have worked with Cognitive Design and networking engineers, Java/C#/C++ developers, business stakeholders and sub-contractors in direct report or matrix organizations.

My career has also included business oriented assignments including, but not limited to, writing responses to Request For Proposal(s), writing/reviewing Statement(s) of Work, creating and managing to budgets, gathering and translating Business Functional and Non-Functional Requirements.

Assigned to guide a Waterfall based project to configure a Service Oriented Architecture platform for a Property Insurance company which operates in an Agile-like methodology. Created Project Charter, Master Project Schedule and coordinated Business Analysis and Development activities to refine business requirements into more specific technical specifications. Worked with the customer Program and Project personnel to ensure good communication was maintained throughout the project.

Contract Program/Project Management and Quality Management Consultant

Contracted to provide guidance and assistance to Libera, Inc. in their efforts to create and implement Program Management and Quality Management Offices including, but not limited to:

Establish Project Management Policies, Processes and Procedures to standardize the activities used to produce:

Master Schedules (Gantt, Critical Path, PERT, WBS, Resources & Forecasts, etc.) using Microsoft Project Server,

1994 – Authored a paper entitled “Software Maintenance vs. Maintaining Software” resulting in an invitation to present the paper and lead a workshop at the October 1995 Quality Assurance Institute’s Manager Conference.

1990 - Co-authored and presented paper entitled “On the Formal Methods for Proving System Correctness of Concurrent Processing Using Asynchronous Communications” at the Fourth International Workshop on Computer Aided Software Engineering, December 5-8, 1990.

1989 - Co-authored the document describing a Formal Language (i.e., a language in which a symbol is interpreted in only one (1) way) used in support of Requirements Elicitation, System/Software Design and Source Code generation. Assisted in developing methodology used to decompose system level requirements into actionable agents.

1988 - Conducted and delivered a comprehensive analysis of three (3) million lines of source code. The analysis, utilizing McCabe and Halstead complexity theories, prevented a customer from releasing un-maintainable and/or un-testable software products. By not releasing this unstable product, the customer saved $3.0 million.

1988 - Thesis “Software Complexity: Inevitable or Preventable?” discussing how software developers cognitively associate new software languages with previously assimilated experience and how that assimilation leads to unnecessary increases in software design complexity.

1986 – Developed a unique method for conducting Software Quality Assurance for the Avionics and Flight Control Systems of the V-22 Osprey Tilt-Rotor aircraft.

1981 - Co-authored a published Johns Hopkins University Applied Physics Laboratory (JHU/APL) concept paper entitled: “Training and Readiness Information Management (TRIM) System”.
