May 2013 to September 13, 2016 – Truman L Flatt & Sons

Project Manager, Estimator, and Concrete Superintendent

Airport Paving, Curb & Gutter, Sidewalks, Plant Foundations

Responsible for concrete projects, bidding, purchasing, construction, start to finish, punch list and acceptance.

Scheduled and supervised crews on IDOT, Airport, Municipal, County, and private paving operations, structure, and inlet repair/replacement.

May 2010 to September 2012 – South Sangamon Water Commission

Resident Engineer and Owner’s Representative on a new $12,000,000 water treatment plant and well system for the Villages of Chatham and New Berlin, Illinois.

Responsibilities included: (but not limited to)

Document Review for constructability, cost saving, engineering conflicts

Change Order review and implementation

Liaison between the Owner, contractors, vendors and the Engineer.

Assist the engineer in permitting applications

Monitor the project schedule and collaborate with the contractors to improve milestones and insure that all parties move in the same direction towards a common goal.

Process RFQs, estimate their value, and negotiate the resulting COs for cost and conditions.

Process payment applications, verify lien waivers, review certified payrolls, WIP percentages and stored material value.

Co-ordinate the delivery and storage of owner supplied equipment.

Provide QC inspections and arrange for various testing lab services

Document and log all RFPs, Field Orders, and Change Orders as well as daily logs for project data (weather, on site manpower, etc.)

1996-2010 – Vancil Contracting, Inc.

President and General Project Manager for construction projects that included General, Civil, Historic Renovation & Municipal/Industrial fields. VanCon self performed demolition, excavation, concrete, structural steel, Tilt Up walls and interior finishes. Supervised 20 to 40 union laborers, carpenters, ironworkers, cement masons, and operating engineers.

Operated and maintained large fleet of equipment including cranes, telehandlers, excavators, loader/backhoes, compressors, welders, etc.

1965-1996 – Reilly Construction, BRH Builders

Foreman to Vice-President and President. Civil and Heavy Projects, Office Buildings and Hospitality, Big Box, Pre-Engineered, Tilt-Up.

Technical Skills

All phases of building construction and heavy highway from demolition and infrastructure through commissioning.

Ability to pre-conceive problems, avoid clashes and stumbles by pro-active involvement with trades at base level.

Always look for “a better way” to complete a task and with collaboration, figure out how to implement changes without disrupting the flow of work. Problem solving has always been an asset.

Employ Excel, MS Project and Primavera in spreadsheet and scheduling applications. Have utilized CPM project management and documentation software as well as Timberline, Winest, Paydirt Quick Point, Vertigraph Bid Screen, HCSS Heavy Bid and Heavy Field software.

Have the ability to conceptual estimate costs with little or no documentation. Have kept and recorded unit costs and production rates for years.
