PROFESSIONAL PROFILE

A leader and educator with 33 years of experience as a military officer and Project Manager as well as 25 years of experience in public schools who has been recognized by the United States Army for creating and leading an “Institution of Excellence”, as the commander of the 426th Regional Training Institution. Ethics, integrity, cultural awareness, and a desire to improve drive my decisions.

Human Resources: Collaboratively created a new organization within The Wisconsin Army National Guard called Pre-Mobilization and Training Assistance (PTAE). This involved recruiting and hiring 60 personnel within a 90 day window to train and document training for over 4,000 Wisconsin soldiers deploying to overseas combat zones. As a Battalion and Brigade Commander managed a unit of 520 soldiers and a staff of eight.

Fiscal Management: Managed a budget of approximately $10 million. Made fiscal decisions based upon course quotas, needs of the military, and students to instructor ratios with the objective of keeping the maximum number of military courses the unit could teach in a constrained resource environment. As Project manager for the Lebanese Comprehensive Training Program (CTP), responsible for a budget of $2.2 million. Also responsible for the in-country financial and operational management of the project to include Estimate at Complete (EAC), and Real Time Projection (RTP) reports in addition to verifying payroll.

Professional Development: Developed an officer development plan which required military officers to set professional goals which nested with the unit’s strategic vision to be the premier training institution in the nation. This also required them to do a book study from a selected list provided by the Army War College to analyze leadership principles. Attended the SATTOC course at Ft Bragg North Carolina.

Supervision and Evaluation: Directly supervised educational instructors in both military and public school environments. Served as Commandant for the Wisconsin Army National Guard’s 426th Regional Training Institute (RTI) from September 2010 through September 2013. Served as Line Manager for AMERICAN SYSTEMS in-country office. Directly hired and evaluated instructors as project manager in Lebanon.

Curriculum, Instruction, and Assessment: Developed professional learning community-collaboration teams within the Social Studies department which focused on evaluating and revising our entire curriculum, and discussing and creating formative and summative assessments which would nest into a common semester assessment. Developed and implemented Student Learning Objectives (SLO’s) which reflected and measured student learning as it related to a standards based curriculum. Assisted North Atlantic Treaty Organization (NATO), by leading a coalition in establishing and building a curriculum for the Afghan Strategic Command Staff College while serving overseas. Validated Points of Instruction (POI’s) and PWS’s Performance Work Statements, for courses being taught in the Lebanese Comprehensive Training Program.

Policy Development: Developed and wrote a standardized Operating Procedures (SOP) manual for Counterinsurgency operation in Afghanistan and Anti-Terrorist training for the Afghan National Police (ANP), and the Afghan National Army (ANA). Developed a quality control program which ensured accountability of instructor certification, test control, and curriculum points of instruction were being followed. This resulted in the 426th Regiment receiving an “Institute of Excellence “for the first time in its 20 year history.

Contract Negotiations: Union negotiator for four years. Served as a member of the compensation committee to determine new salary schedules. Responsible for all contract deliverables to include monthly and quarterly reports.

Leadership and Team Building: Served as an embedded trainer with the Afghan national police and Afghan national Army. Specifically taught them the military decision making process and strategic planning for their national security. Served as project manager for the Lebanese Comprehensive Training Program (CTP).

Built team consisting of multi-cultural ethnic and religious backgrounds.
