Objective:

I worked for the State of Maine for 26 years before choosing an early retirement. For 26 years I grew as a government employee working solely for the Department of the Secretary of State, Bureau of Motor Vehicles. My job experience began in clerical positions, promoting to administrative work, and finishing the last several years in a management position. I now am seeking a new professional challenge.

History:

May 2008 to September 2014 – Branch Manager

In this manager position for the State of Maine I was responsible for the creation, launch, enhancements, and continued maintenance of all motor vehicle related online services available to the citizens of Maine. In this position I was also responsible for the management of the Bureau’s switchboard staff members and roving coverage of the staff in 13 motor vehicle branch offices throughout the State. I was also responsible for the Bureau’s website maintenance.

Tasks/skills include, but are not limited to:

Gather requirements for the online project and provide a written proposal to the business owners of the project.

Using Dreamweaver updated and maintained the State’s motor vehicle website.

Work with vendor to create, test and approve all phases of the service to include the development of the prototype, test environment, development of training, administration of training, implementation of the program, and maintaining historical data.

Develop interview guidelines for positions within the Bureau to be posted on the web, working closely with the State’s Bureau of Human Resources.

Develop job descriptions and edit as needed for Bureau’s switchboard staff; create interview questions, select an interview team and interview candidates to fill vacancies. All candidate results are compiled and a recommendation submitted for approval.

Managed the switchboard staff and if necessary, use the State’s progressive discipline process. Periodic reviews, to include an annual performance evaluation were conducted.

Implemented the “Train the Trainer” concept to BMV management teams.

As needed, covered as manager at a motor vehicle branch office to include processing of BMV credentials and completed the daily financial and staffing reports.

September 1994 to May 2008 – Administrative Assistant - Supervisor

As the Administrative Assistant I provided support to the one of the Bureau of Motor Vehicle’s Division Directors and supervised a clerical staff of 13. I chose to stay in this position for 14 years because the Division Director was able to provide me opportunity to achieve substantial growth during this period.

Task/skills include, but are not limited to:

Prepared documents and correspondence for the signature of the Director.

Developed Bureau policies, procedures and notifications for the Division, Bureau, and affected agencies (other State agencies, municipalities, law enforcement, etc.)

Developed personnel plans, job descriptions, job duties, etc. for most positions within the Division.

Planned, organized, and evaluated the work of the 13 registration staff members as well as other units within the Division. Made crucial decisions affecting the daily operations of the staff.

Served on Legislative and Secretary of State appointed committees and projects, responsible for compiling data and making recommendations.

Tracked and retained legislation for each session, amending statute affecting the Division or preparing responses based on processes and current law for the Director.

Interpreted and explained BMV laws, policies and procedures for internal and external BMV customers.

Maintained and updated Department Policies.

Instrumental in the implementation of several new Maine specialty license plates and was the lead on the plate redesign and implementation of 1.5 million vehicles. Created time lines, budgets, guidelines, statute changes, training procedures and memos, etc.

Responsible for creating and ordering motor vehicle handouts, brochures, and veteran license plate decals, as well as handicap credentials.

Liaison with Department of Veterans Affairs, working to ensure Veterans receive all motor vehicle related benefits.

Responsible for maintaining confidential registration records for municipal, state, county and federal law enforcement agencies.

Created the State of Maine web based services: Rapid Renewal Registration, Online Driver’s License Service, Online Lien Release Program, Online Duplicate Title Service, Online AAA Service, Online Duplicate Registration, Online Organ Donor Service, as well as multiple interfaces for these services, or others, to link to the BMV databases.
