Project Management- PM for the Formerly Used Defense Sites Records Management Database (FRMD) Project. Captured information associated with environmental documents created under the Formerly Used Defense Sites (FUDS) and organized database containing tables of specific information about FUDS environmental documents. This database was the official repository of information related to documentation collected for environmental project decisions. Responsible for implementing corporate decisions, guidance laws, regulations and policy in the development and support of assigned projects. Experience in developing, implementing and executing effective quality management program for the following actions; coordinating responses to the correspondence, inquiries (FOIA). Completed directives requiring multiple element action, analyze/interpret directives and correspondence to determine applicability.

Management- As part of the EM-Assist environmental team, my responsibilities varied from environmental project management to supervising field work under the FUDS/HTRW (Formally Used Defense Site/Hazard Toxic Radiological Waste) program. Projects included Benicia, Titan 1A, 1B and 1C, Santa Rosa, and Tiburon Island. Experienced in the following environmental clean-up activities; soil and ground water remediation. Oversight of general construction of wastewater treatment plants to include all activities required to accomplish Army installation disposal.

Contract Administration- Responsible for preparing and completing pre and post award environmental contract documents for 10 to 12 contracts and working in coordination with the Department of Human Health Services. Responsible for the research and preparation of documents for de-obligation of funds. Served as liaison between contractor’s clients, developed contracts, invoices and record keeping sheets. Assisted PMs with tracking budgets, tracking balance sheets, and allocating funding. Responsible for the execution of day-to-day duties for acquisitions and procurement of services.

Community Relations- Fluent in writing and speaking Spanish participated in Public meetings as a Hispanic facilitator for USACE. Developed newsletters and public announcements for the Hispanic community for several environmental FUDS projects. I was presented a letter of recognition from USACE for facilitating translation to the official Mexican Delegation at a conference for bridge and building earthquake retrofitting. Also, I was issued a letter of recognition from USACE for facilitating an Armed Forces training, “Communicating with Native American Tribes”. Responsible for updating Community Relations Plans for all assigned sites.

Engineering Technician- Worked closely with USACE and project managers in executing day–to-day duties. Conducted and supervised environmental field work that included underground tank removals and water/soil sampling. Conducted environmental preliminary site assessments and site visits to obtain GPS coordinates for FUDS data collection. Reviewed technical and environmental documents to ensure documentation reflected field findings.

Information Systems Management- Member of the Cost-to-Complete/Life Cycle team for four years using Cost-to-Complete computer programs. Managed a team of contractors that were responsible for updating the Life Cycle Plan in the FUDSMIS (Formerly Used Defense Sites Management Information System) database. Active member of the FIIP (Formerly Used Defense Sites Information Improvement Plan) Quality Assurance team performing QA3 index creation and QA4 verification of work in Project Information Retrieval System (PIRS) and FUDSMIS. Responsible for the updating FUDSMIS database, creating new projects, updating site documentation, and running reports.

1986 - 1998: Product Planner, NEC Electronics, Roseville, CA.

Planning- Forecasted the monthly flow of product, produced and presented graphs/updates to upper management on a daily/weekly schedule. Used variety of communication tools and information systems to define actual resource requirements and administrative support. Responsible for communicating with all other departments to ensure on-time product delivery. Supervised and coordinated the off-site plating process project.

Administrative Support III- Responsible for daily graphs presented to upper management. Responsible for daily reports and report distribution for work allocation. Product tracking and other order fill ups. Implemented the FIFO (first-in, first-out) system requirements throughout the assembly floor. Supervision duties including all general office procedures, tracking daily operator attendance, and operator productivity.
