During the past four years I have worked mainly with clients involved in complicated and often politically difficult projects to help them through the initial project stages and to secure all necessary permits and approvals then manage the construction of each project to its end.

Worked with Jim Klecker in South Florida to form a owners representative firm that oversees major construction projects. ..Two key projects being the 350 million dollar Miami Art Museum and the Belleview Biltmore Resort and Spa in Belleair Florida.

Was hired by a Brazilian/Miami Beach investment group to formulate a strategy to develop assets they had purchased in America including the famous Belleview Biltmore Resort and Spa. The Belleview Biltmore Golf Club and the Belleview Biltmore Beach Cabana property. Hired all legal, all construction,all design, engineering, and operations personel. Developed strategy to change town ordinances and orchestrated all presentations to all local city and county officials and town residents. Was given ownership position in the resort and have title of Managing Member of the Belleview Biltmore Hotel. As a result of my efforts the properties have tripled in value and all three properties have altready been sold for a substaintial profit and the hotel property itself has quadrupled in value.

As a consultant for client development firms I have been responsible for overseeing projects from acquisition to initial design and engineering, permit approvals through all construction and final certification and community turnover. Responsible for the successful delivery of new projects through the use of construction schedules,contract documents, land development budgets, environmental studies, geotechnical reports,

engineering and architectural construction plans and permit compliance reports all the way through final turn key.

Presently directed all design and engineering and securing all approvals for a client that is building a ten acre medical campus, clinic and wellness center and boutique hotel in Tampa. I also negotiated on a client’s behalf on a Eminent Domain case.

RE Development

Worked directly with Leon Heron as his senior project manager helping him direct the entire predevelopment team for Live Oak Preserve, a large scale residential resort and retirement community on the Texas coastal bend near Corpus Christi, Texas. This 1,800 acre development consists of 3,600 mixed-use housing units, a Bobby Weed golf course, ( Bobby was the in-house designer for Pete Dye and redesigned the TPC stadium course at Sawgrass among other TPC courses nationally), a town center including 400,000 sf of retail commercial space, two hotels, NFL related shops and businesses, fantasy camps, a 350 slip marina, a sports medicine facility, wellness center and health spa.

Secured TIF ( tax incremental financing ) totaling 75 million dollars from the state of Texas. Prepared PUD submittals and secured all approvals. Negotiated the final deal with the National Football League for the licensing and national marketing program as the first NFL Alumni residential resort development in the nation. Developed national marketing co-op program with the NFL and various resort related hotel, golfing, boating and retail organizations.

Was asked to return to Sciaba by the owner in order to help the him during a significant restructuring of the company. Established contacts and business relationships with major clients ranging from colleges and universities to Fortune Five Hundred companies. Secured over 300 million dollars in new business. Negotiated several commercial public and private projects from Boston to Detroit with major achitectural firms and engineering firms in the Boston area. I was in charge of multiple development and general construction projects. Directed all project personel. directed significant restucturing of a HUD housing project in Charlestown Mass that is now solvent, I oversaw the design and construction of the new state of the art Hyannis high school on Cape Cod and three new state of the art police stations and several senior living facilities. I created a successful construction, sales and marketing program for a small luxury housing project we built on Cape Cod (56 homes).

Left to pursue NFL Alumni projects after being asked by NFL Alumni president to oversee entire process.

Lincoln Road Revitalization Project

Served as owners representative for the City of Miami Beach during the 10 city block historic renovation of this world class Art Deco district. I was also owners liaison for hotels and retail establishments on the road. I was responsible for entire project oversight and selection and managing all consultants from initial planning of the design and scope of the project and creation of the self taxing district to final research and approval of contractor bids. I reviewed, approved and implemented architectural design changes, worked to insure project met all engineering directives and had final approval/disapproval responsibilty for all general contractor requisitions. I chaired negotiations with all public and private agencies involved, conducted town meetings and served as project spokesperson for all media. I was liaison between merchants, property owners, and all city-wide officials.

When project was finished the funding for my position was also finished.

Matthew Cummings Consulting (MC2) was recognized as one of the nations leading business development consulting firms. I specialized in helping all size firms in construction, architecture, engineering and development to secure major private contracts through negotiation, team building, joint ventures, bonding, and financing.

Major clients included Ellerbe Becket Architects in Santa Monica, CA and the Kiewit Companies of Omaha. I worked on a contract basis for several other clients such as Fuji Bank, New York, N.Y. and Charlie Daniels Western World. I am affiliated with Spectrum Group in Washington DC, one of the largest lobbying firms in the Capital that was contracted to develop scenarios for the conversion of all US military base closings

Served as both senior marketing executive and as director of construction services. I secured several construction projects ranging from schools and housing projects to road building and bridge building from New England to the Carambola Beach Resort on St. Croix in the Caribbean.

Involved in many projects from Maine to the Vigin Islands and helped develop government assisted housing plan now in place in Aruba. Another unique project was the USVI Government Center. Projects ranged from 1 million to 96 million dollars.

Left company to pursue development of my own consulting firm.

Radice Corporation

Responsible for the acquisition of land, hiring and overseeing masterplanners and planning processes, securing of all approvals, securing of contracts, hiring of all marketing sales and construction staff for several mixed use developments for the west coast division of Radice Corporation. Company radically changed direction during the late 80’s and started Radice Care Nursing Facilities.

Projects included: Feather Sound Corporate Center, an eight story twin glass office complex in Feather Sound, Feather Sounds residential projects totaled 2,150 units of housing. I had the same responsibility for Summertree Retirement Village and Golf Course, approximately 380 million, and a condominium and office complex on contract for Shearson Lehman, approximately 56 million.
