I am a PMI certified Project Management Professional (PMP) and Certified ScrumMaster (CSM) with over 20 years of experience overseeing development and deployment of software solutions for healthcare, insurance and financial management organizations. I have experience managing successful projects following both waterfall, agile (SCRUM) and Agile-waterfall hybrid methodologies. Manager of Project Managers / Program Manager (2 years)

Manager of 10 direct report project managers overseeing a $20 million medical management software application program encompassing 200+ team members as well as multiple internal and external stakeholders. Directly created and managed program and project plans and other project artifacts following PMI best practices. Responsible for program and project communications targeting different stakeholders from C-level to project-level.

Led Scrum teams to produce the product backlog which was continually refined, sprint backlogs and most important artifact, the product increment. Provided transparency to the product owner and development team through daily sprint meetings, sprint reviews and sprint retrospective. The team was focused and committed to continuously improve productivity on each sprint. Emphasize the value of collaboration between development and operations staff throughout all stages of the development lifecycle when creating and operating a service (DevOps).

Contributed and led process improvement initiatives including implementing a PMO portal to enhance project collaboration using Sharepoint for project dashboards and other project artifacts. Created templates and processes to improve consistency and efficiency. Streamlined onboarding process for new project managers and new project members.

Replanned and delivered an existing program that was plagued with multiple issues. Established a realistic timeline based on resource capacity. Clearly documented, defined and communicated a plan to address all issues. Worked closely with product owner to reduce scope yet provide critical features keeping client value in mind.

AETNA, Blue Bell, PA 1998 - 2014

Application Development Manager / Project Manager (3 years)

Manager of a geographically-dispersed staff of 2 architects, 10 developers, and 5 QA personnel responsible for analysis, design, development, testing, deployment, and ongoing maintenance for various web services and application systems.

Secured funding with business managers, balanced workload by prioritizing work and reported the health of projects to executive management. Worked with Vendor partners and Finance team to get contracts approved for upcoming work, kept projects on track, and within budget based on these contracts.

Developed and maintained a Quickbase application and supporting reports to track all real and forecasted work to balance resource and budget allocations. This was used as an executive dashboard reducing the need for status meetings, leading to higher productivity and the ability to focus on important risks and issues.

Resource Manager / Professional Development Manager (5 years)

Staff management of resource teams ranging from 150-250 in size consisting of full time and vendor supplied resources. Developed resource plans in alignment with the overall strategic company goals.

Developed and maintained an excel spreadsheet that provided a dashboard view of resource and capacity planning to assist delivery leads across all organizations to assign resources. This dashboard helped to identify staffing options, staffing pipeline, monitor staffing targets and recommend corrective actions to resolve resource over/under allocation issues.

Developed and maintained a Quickbase application to capture resource skills to identify gaps and prepare long range training plans.

Application Technical Specialist (7 years)

Lead development teams consisting of 3 - 4 developers responsible for designing, coding, testing, and deploying multiple releases in support of strategic applications that housed medical service codes, medical contract rates and automated payment of medical and worker compensation claims.

Continually improved claim adjudication rates without manual intervention by creating strategic pricing services on time and within budget. These complex services impacted 20 applications and required 84 man-weeks of effort to develop, test, and deploy.

Championed a requirements management process based on use cases and Rational’s RequisitePro. This significantly improved our ability to deliver software on time and meet the various stakeholders’ needs.

HEALTH PARTNERS, Philadelphia, PA 1994 - 1998

Software Project Manager (4 years)

Managed a team of developers that maintained an authorization and claim management system to assure deliverables complied with company goals and software standards, and were completed on schedule and within budget. I was responsible for release date and maintenance cost forecasts, and monitoring and reporting progress based on those plans.
