Project Development and support for the Metering, Billing And Collections

(MB&C) System used by the Armenian Energy Distribution Companies and Georgian Gas Company, funded by USAID. Duties The MB&C System is a multi-feature program for entering and maintaining current and historical data for different type of energy or gas customers, making calculations of the balance of meters and bills for customers, as well as for creating a large variety of reports required by administrative, accounting, technical departments. The data entry can be performed in any language. The system is designed to work in a multi-user environment supporting data exchange between branch and central offices through replications. It has utilities to download information from data loggers. There are several major groups of operations the users of the MB&C System can accomplish, including:

Create a database of all type junctions and customers for a given territorial energy, water or gas supplier in a ‘tree’ form;

Use different criteria such as physical, administrative, logical connections to group customers and produce reports for the specified group;

Store customer payments and meter readings to prepare bills and customer history;

Monitor visually the debts age, amount and status of customer, prepare reports for authorities;

Create reports for technical and accounting departments;

Define schedule and routes for meter readings collection as well as energy limit of customers;
