Human Resources Specialist

Oversee all administrative responsibilities; develop standard operating procedures, records management, logistics, asset management, training, and planning and coordination of all integrated support system to El Paso County, City of El Paso, Fort Bliss, Texas, and other agencies in need of the city’s only reference lab.

Concurrently serve as supporting staffer to the Bioterrorism Surveillance Laboratory program and assist the Sexually Transmitted Diseases lab section as needed.

Manage the budget administration and funding activities for a set operating budget including the acceptance, disbursement, and accounting of monies for all of laboratory chemicals, supplies and equipment; participate in the establishment of budget objectives, analyze needs for operations, and develop current and long-range plans for purchases and requests.

Oversee the quality of purchasing processes; manage the procurement, validation, and accountability of equipment and tools needed, and in conformance with all requirements; direct the purchasing functions and contractor sourcing for equipment, inventory, and materials for support to maintain operational readiness posture.
