Pierre “Rocky” Landry

Rocky has been a FEMA veteran since Hurricanes Katrina and Rita of 2005. Hired as a debris monitor he quickly assumed the position of Project Officer for the southwestern area of Louisiana specializing in Category A, debris removal and private property demolition. From November 2005 to May 2006 he wrote over thirty Cat. A PW’s for over $3,500,000. With the completion of the Cat. A PW’s, Rocky was tasked to the appeals group of FEMA to review debris appeals from several public entities across the southern part of Louisiana reviewing documentation from sub-applicants to determine legitimate claims reimbursement. His contribution to the recovery efforts was noted by the FEMA Debris lead after the completion of his work. Rocky was then assigned to the position of Technical Assistance Contractor Coordinator, working with FEMA’s staffing group to maintain relations between the federal agency and the three contracted TACs.

His next task was the Texas floods of 2007 (TX 1709). Working from the very top of Interstate 35 to the Austin area and across the northern part of the state from Bonham to Wichita Falls in a ninety day period he wrote nine debris PW’s for over $250,000.00.

Following that stint Rocky was assigned to a pilot project as the Federal Representative in Mississippi from Katrina (MS 1604) to determine the eligibility of removing standing dead trees from private property in Hancock County, MS. He was recognized for his outstanding contributions.

His last task was the severe winter storms, record-to-near record snow storms, landslides, mudslides and flooding in Washington State (WA 1817, WA 1825) where he wrote over 30 PWs for all categories in a ninety day assignment for over $500,000.

Rocky has a bachelor’s degree from the University of Southwestern Louisiana in Behavioral Sciences and Political Science. He is also an oil and gas abstractor, determining surface and mineral ownership of potential oil and gas properties. He has worked in Pennsylvania, Texas and Louisiana. His previous work history was in production management and sales management. He possesses a DHS Contractor Security badge good thru November 2020 and is in good standing.
