As the Contracts Manager of the 5+ year FMS PROS IV Contract (approx. $1 Billion) awarded by the US Air Force (AFSAC), I’m responsible for the overall administration and compliance of this contracts Performance Work Statement (PWS – aka Scope of Work) which has historically (PROS I, II, III) resulted in over 50,000 individual Supply and Maintenance subcontracts. I provide interpretation and analysis of contract documents and review and evaluate Vendor requests for modifications or amendments in or revisions to contracts that involve technical specifications, cost, or schedule impact. I’m the authorized representative and responsible for the negotiation and approval of the Terms and Conditions for all contracts and bid instructions with all OEMs and Distributors on behalf of the US Air Force and over 90 countries. I review for compliance all FAR/DFAR/AFFAR flow down clauses as well as IATA compliance and cost data and pricing analysis. I am also tasked with conducting continuous random audits; reviewing and preparing for USAF/USG audits, training, liability mitigation, Formal Remedies, Strategic Sourcing and Certifications, Disputes, Claims, and Terminations, compliance with Certified Cost and Pricing Data (TINA requirements) and verification of justification of awards. My review, approval and signature is required for any procurement over $750K and I hold discussions with anyone needing clarification regarding Domestic or Foreign Military Sales (FMS). I’m also tasked with the management responsibilities of the contracting staff - conducting interviews, hiring, workload analysis, assignment, payroll and timesheet approvals and contract close out. I also provide clarification for any disputes between vendors and the Finance Office, prepare, solicit, post, review and award all BPAs and Assist in developing Task orders when necessary.

In addition to my responsibilities as the Contracts Manager and Compliance Officer, I was temporarily assigned additional duties as the Manager overseeing the newly created OEM team which handles all requirements from foreign governments whereby their needed assets would most likely be required to be obtained from a large OEM (GE, Lockheed, Pratt-Whitney, Northrop Grumman, BAE, etc…) and all contractual compliance would need to be carefully coordinated because of the high dollar and large volume of assets being procured. In this position I negotiated Terms and Conditions with OEMs for numerous nationwide locations and for each platform.

I am also currently tasked with developing the ISO procedure for training new and established staff in Federal Acquisition in accordance with the Prime Contract, the FAR, DFAR and AFFAR and conduct multi-tiered training in modules that address writing acceptable cradle to grave PCM/PNMs, acceptable narratives and establishing basic negotiations techniques; and determine fair and reasonable pricing.

Provide assistance in the archiving of federal documents and other administrative matters as appropriate. Maintain working files, directories, and other materials, and retrieve immediately upon request; prepare contract files in accordance with established procedures Arrange for appropriate conference rooms/facilities and prepare meeting places to follow acceptable protocol procedures.
