Project Manager, Power Plant Commissioning – Watts Bar 2 Nuclear Power Plant began commercial operation supplying 1284MWe shortly after my contribution to Power Ascension Testing work management in the Outage Control Center and the I&C Maintenance Department. (Tennessee Valley Authority, 2016)

Project Specialist, Extended Power Uprate – Nuclear power generation 7% EPU required increasing feed water heater capacity by 30%. My crew maintained a 24-hour schedule lead, thus avoiding critical path. Greater autonomy also brought personality conflicts which I resolved through individual and group counseling. Resolution formed a more cohesive unit yielding higher quality output. (South Texas Project, 2015)

Project Lead, Training Simulator – Training new hires had been conducted on training instrumentation. My 3-member project team designed a $1M integrated flow loop plant simulator with identical plant equipment reducing outage schedule by 3 days. (San Onofre Nuclear Generating Station, 2012)

Project Manager / I&C Engineer, Tennessee Valley Authority – Spring City, TN 2015 – 2016

Watts Bar 2 Nuclear Generating Station Startup

Commissioned $6.5B power generation project progressed through Hot Functional Testing, Initial Fuel Loading, Power Ascension Testing, and Commercial Operation supplying 1184MWe to the grid. As Maintenance Coordinator for the Outage Control Center, I managed schedule adherence among Mechanical, Electrical, I&C, and Planning departments to control risk and fast track the schedule.

In the I&C Work Management group, I coordinated activities for 46 technicians, 7 lead foremen, 3 supervisors, and vendor representatives commissioning plant DCS and instrumentation systems. Schedule deviations had led to increasing backlog and emergent issues for which I led a restructuring of the work management approach. This reduced schedule delays by 2 hours per shift.

I worked closely with the Chemistry Manager to develop, validate, and establish new acceptance criteria and test methods for the oxygen analysis system based on major stakeholder requirements as the Hach-Lange oxygen analyzer Subject Matter Expert.

Maintenance Outages

Instrumentation and Controls Professional on a contract basis at the following locations: South Texas Project, Duane Arnold, Seabrook, Fermi, Salem, Vermont Yankee, Ft. Calhoun, Nine Mile Point, Calvert Cliffs, Waterford, and Cooper Nuclear Generating Stations.

EPU to increase generation capacity by 7%, STP Nuclear replaced the existing feed water heaters to raise Full Operating Weight from 124,900 pounds to 155,600 pounds. This required like-for-like replacement of instrumentation and upgrades where permissible. I led a 4 person night shift crew to evaluate and plan equipment replacement and control costs with Just-in-Time procurement while validating deliverables.

Turbine controls upgrade to Triconex and Ovation DCS required 34 days, but this Seabrook outage duration was 30 days. By implementing resource leveling and fast-tracking the schedule, duration was reduced to 30 days.

Member of the Calvert Cliffs Fix It Now (FIN) Team, operating in dynamic environments with a high volume of priority changes. Demonstrated the ability to excel in an environment which requires the balancing of multiple changing priorities and use of effective change management.

Methanol Production Turnaround

Monthly revenue from methanol production is $5M. This short 6-week turnaround suffered a 75% attrition rate due to environmental issues. I redistributed priority items and postponed low priorities based on risk occurrence probability to meet schedule dates.

Power Plant Flood Recovery

Fort Calhoun Nuclear Generating Station spent $180M to repair the 450 corrective items issued by the NRC. I worked with project planners, I&C management, and the Work Control Center to track and status work package progress in Asset Suite (formerly named Passport) to generate work package information for input to Earned Value Analysis.

Led design team creating new Instrumentation & Control loop simulator and redesign of training lab. Obtained buy-in from Training Manager including $340,000 funding. As internal resources were unavailable, construction was outsourced to independent contractors. Developed scope and decomposed Work Breakdown Structure into work packages.

Installed new systems for Construction Services.

Utilized Kepner-Tregoe Method for Analytical Troubleshooting.

DCS Test Engineer, Burns & McDonnell – Crystal River, FL 2009

Crystal River Flue Gas Desulphurization (FGD) Project

Supported verification and testing of control and process loops to the DCS.

Installed / calibrated instrumentation communicating on DeviceNet and Foundation Fieldbus systems.

Verified proper calibration / operation of pressure detectors, switches, and temperature instruments.

Coordinated interdepartmental communication for system turnover from startup to operations.

PLC / DCS Test Engineer, American Electric Power – Marshall County, WV 2008

Conner’s Run Slurry Booster Pump Facility Project

Designed and commissioned $15M Conner’s Run Slurry Booster Pumping Facility.

Supported the review of an Allen Bradley program that controlled the pump system, which interfaced with the plant Ovation control and HMI system. Effort resulted in over 280 RFI’s and the eventual complete redesign of the entire control program. Led and was responsible for the PLC programming and HMI graphic testing.

Installed / tested programming on Allen-Bradley ControlLogix 1756 PLC via RSLogix, RSNetworx, RSView.

Supported the final design and installation of the PowerFlex variable frequency drives (VFD).

Troubleshot DCS, PLC, instrumentation, and mechanical component systems for stable operation.

PLC/DCS Test Engineer, AEP Clifty Creek FGD Project

Member of Project Team that reviewed the design of Instrumentation & Controls for a $380M FGD project.
