KEITH BENFORD
For the past **+ years I have been actively involved in the management of HSE aspects of various different types of operations. My previous position was working in Kurdistan as the ORYX Drilling and Construction Safety Consultant until October 2015 culminating in a 1yr without an LTI with one of the contractors (Petroweld) consisting of various nationalities achieving half a million manhours without an LTI. I was then transferred to the construction contract from start-up (road construction/pad construction, steel erecting etc), completion of 5 wells, through to commissioning (pressure testing, hydro testing, electrical testing, confined space etc). Close supervision of all contractors led to an accident free campaign.
A general statement of my duties and responsibilities with the companies I have worked with is coordinating and the implementation of the clients HSE requirements on their sites worldwide ensuring that all contractors understood and comply.
I have vast experience in auditing, accident investigation and risk assessment of major operations as well as personal involvement in the formulation and implementation of site procedures, PUWER, LOLER, LOTO, PTW, COSHH, ISO 14001, Confined Space, Scaffolding, WAH, Hazardous materials, CDM regs etc plus control of all site personnel (600+). My work ethics is a “hands on” approach to all aspects of safety working closely with all nationalities on location.

Sept 2016 – Present: H&S Advisor. McAleer and Rushe Construction, Wembley.
Construction of a 13 storey, 312 bedroomed hotel. Civil works, excavation, crane work, excavator and dump truck etc. Responsible for the Health and Safety of the entire site and contractors. All documentation documented and distributed to management (training certificates, RAMS, procedures, Inspections, Audits, muster drills, TBT’s, chairing weekly safety meeting etc).

After completion of 4 wells the drilling campaign was halted. I was then transferred acros to the start of the construction phase. My duties included supervising and ensuring all contractors (7 in total) comply with all site HSE rules and best practices during the Drilling and Construction phase. All personnel entering the site receive a full induction and site orientation. The main focus was ensuring that all personnel adhered to the following: Wearing of Full PPE (inclusive of specialised PPE), working at height, Heavy lifts, Confined Space, excavation, welding, Environmental controls and complying to the contractors signed contract obligations and conducting training in pertinent aspects of specific tasks in respect to the risks involved, formulating Risk Assessments, holding pre shift and weekly safety meetings and collation of daily/weekly documentation. One of the main aspects to my approach to a safe operation is experience in working within a multi-cultural site and using a “hands on” approach to all aspects of site work resulting in over 1yr without an LTI and one of the contractors (Petroweld) consisting of various nationalities achieving half a million manhours without an LTI. Completion of daily and weekly reports, chairing safety meetings and collation of contractor safety input/figures. Daily communication with in town management to keep them informed of the progress.

Building working relationships with contractor and local workers from 2 villages, training in Risk Assessments and measures to minimize the risks involved, conducting inspections and audits of work areas, Permit To Work control, control of vehicles on location (loading and unloading), working at height, confined space, COSHH regarding the mixing of chemicals, wearing of correct PPE at all times, holding safety meetings, weekly meetings with contract safety management/representatives, liaising with local government and village elders/management, Surveying routes to and from locations and organising road works.

August 2011 – Jan 2012 Drilling HSE Advisor: Talisman in Kurdistan
Due to distance from the camp to the site the emphasis was placed on security and monitoring the condition of all roads. Site responsibilities included ensuring that all personnel complied with the client’s safety regulations and were aware of their duties and obligations. Concentration was placed on high risks involved in the ongoing work involving working at height, manual handling, PPE, hot works, movement of vehicles, auditing contractor HSE advisers and their documentation, collation of weekly/monthly HSE statistics and reporting to upper management via daily telephone calls and weekly link up calls via phone.
Sept 2008 – March 2011 Drilling EHS Specialist: Petro- Canada in Libya
I was seconded out by Petro-Canada to work with their partners Harouge Oil as their Rig Drilling HSE Specialist to raise the safety standards and improve the safety culture within their field in Libya. I spent most of my time on rig NWD 123. This rig achieved 2 years without an LTI which for Harouge was a milestone. Constant monitoring and being visual is the key to a successful and safe operation. Auditing of PTW, procedures, JSA’s, organising safety drills etc was critical in ensuring that the drilling contractor maintained a good standard and mentoring their safety officer’s proved to be successful. I formulised a tracking system which was accepted by Harouge which incorporated the documentation supplied by the contractor to ensure all actions noted from inspections and audits were controlled. This document was discussed on a weekly basis with the client and contractor representatives. Weekly safety meetings were conducted by me with the assistance of the contract HSE Officer combined with a weekly camp meeting attended by the Camp Boss (to discuss hygiene inspections, work practices etc). During these meetings safety alerts, lessons learned and items from inspections, safety cards etc were discussed with the crews. This initiated crew involvement and worked extremely well. The NWD 123 rig was an Indian national rig and my work involved communicating and working with various nationalities and religions (Muslim, Hindu, and Catholic etc). An understanding of different nationalities is important to enable to gain respect and trust etc from all concerned. Training and work environment awareness was an ongoing daily project which enabled the crew to recognise safety hazards etc and participate in the reporting process. Regular drills were also conducted and monitored to ensure competence from all concerned. Having worked on the rig floor myself meant I could associate the work and risks with the crews and communicate easily with them. During the latter part of my term with Petro Canada and Harouge I was heavily involved in the set up of Environmental controls and awareness discussions with all site personnel. The Environmental controls were not just on the rig site but also combined the routes to and from each location and site cleanup when the work was completed. Daily site walks were conducted along with the clients and contractor’s representatives and also other site personnel (mechanic, well tester’s, Floorman etc), obviously operations permitting.
I was also involved with working with the workover completions team involving the approach and method of safe working with H2S. These involved regular drill/exercises to ensure all personnel were competent and knew what was expected from them. I attended numerous meetings at the head office in Tripoli to discuss the contractual requirements of the drilling contractor, shortcomings and non compliances. Reviewing documentation and HSE plans for contractors.
May 2005 – Sept 2008 Drilling HSE Advisor: REMSA Libya
My area of responsibility involved coordinating the safety of 3 rigs. This entailed a week on each rig (dependent on ongoing work program) and ensuring all documentation, tracking sheets, audits, PTW etc were being completed in a satisfactory way by the appropriate drilling contractor. The personnel on the rigs concerned were of German, Libyan and Chinese nationality. Working with different nationalities and beliefs, combined with various celebrations throughout the years was excellent. It was also an opportunity for the crews to understand different beliefs and was educational for all concerned. I regularly completed camp inspections (hygiene, medical facility etc) to ensure standards were maintained. Daily walks around the site were conducted as I believe that to be visual is imperative to gaining the confidence and trust of the site personnel. During the final stages I was actively involved in initiating the Environmental standards on each rig regarding ISO 14001 to which REMSA achieved the accreditation after the first year of implementation. Environmental auditing and controls were implemented and maintained throughout my period with REMSA. All inspections, audits and findings were conveyed to the HSE department on a daily basis for feedback and suggestions/opinions. Every trip encompassed 4 days in the main office to discuss the way ahead, non compliances and all findings on the rigs.
Jan 2004 – April. 2005. Construction HSE Supervisor / Trainer. Shell Salym Petroleum Development (SDP).
The first 7 months of the contract I was heavily involved with the construction of the 36k ComCor road connecting all the drilling pads to the main Russian Federal Highway, cutting down the forest to lay the road foundations, building bridges across 3 rivers, control of all vehicles and contractors. During this period, I trained 4 – 6 nationals to SHELL standards with the understanding that they would take over when the main drilling contractor had completed its first well. I was actively involved in ERP exercises, Road Transport Safety and Camp safety/hygiene inspections. Environmental issues were immense and challenging with continual auditing and monitoring. This position was balanced between field observations and office responsibilities (meetings, reviews, findings of inspections, audits etc).
July 2003 – Dec 2003 Drilling HSE Superintendent: Anadarko, Tunisia.
A 3 well drilling campaign with Anadarko was carried out by CROSCO and it was my responsibility to complete all documentation and arrange weekly ERP exercises with the onsite Company Man. Training of the Tunisian locals was the main drive from Anadarko and was carried out safely during this campaign without any LTI’s or serious injuries.
Feb 2003 – June 2003 Drilling HSE Superintendent: TotalFinaElf (TFE), Offshore Gabon.
My brief stay with TotalFinaElf (TFE) was predominantly to ensure that all personnel on the CTU (Coiled Tubing Unit) complied with the TFE safety standards and documented all relevant information. Periodically I carried out audits of satellite platforms in preparation for future work.
Nov 2001 – Jan 2003 HSE Advisor: BHP, Algeria.
During the campaign with BHP Billiton and ENTP we safely completed 13 workovers’. During the start up it was essential to install all safety related information and documentation as the content from ENTP was minimal. During this period I coached a national HSE trainee to continue the HSE system when the campaign with ENTP was completed. Monitoring the safety of all rig moves due to the quick completion of workovers was a priority ensuring all personnel and equipment carried
out their duties safely.
Feb 1996 – Oct 2001 HSE Advisor/Coach: BP Wytch Farm, United Kingdom
I worked on T47 and T65 land rigs. During the latter part of my time at Wytch Farm T65 was awarded the silver cup for safest BP rig in BP Europe for year 2000
