Position Title: Sr. System Administrator/Engineer/Team Lead/Developer

Working with the MetaStorm BPM7 software to create Business Process Management "Roundtrip" process life-cycles for current applications existing or in the process of being developed by the "Office of the Chief Technology Officer, Systems Management Division, Software Branch (DS/EX/CTO/SMD/SFW)" for the use of and to protect employees of Department of State both domestically and world-wide. A side from working with the BPM working with the BPM software suite, he also is in the process of development of multiple vbscripts to be used to lockdown the network systems for DoS and verifies that all actions have taken place. Task changes are being put into place at the current time to add to his responsibility the duties of System Administrator for all domain systems within the DoS Diplomatic Security (DS) IT Network both domestic and overseas. He also oversees the development and maintenance of the Logistics Re-engineering Application (LRA), which was designed to assist the DS/FSE/FSB bureau to complete their daily tasks of supporting and protecting U S interests and embassies overseas and domestic offices. This involves ordering and shipping the correct needed security equipment to the post for installation. Since the development of the prototype system, have developed and oversee a classified version of the same software modified to fit the needs of the classified data. (DS/CTO/SFW) located in Rosslyn, Virginia who oversees all software development and distribution for the bureau of Diplomatic Security for the U.S. Department of State. Future plans are to redevelop all existing software applications into a Web Suite allowing a single entry into the front-end and allowing the users to have the access to the needed areas inside that suite of software. Previously supported the U.S. Department of State, Office of Logistics Management (AILM) contract responsible for technical support of database applications, using the ResponseR RDBMS, COBOL, Wang Procedure Language and RULE on Wang VS and Wang OIS platforms, Micro focus Cobol, Visual Basic, Access, PowerPoint, and NT Servers. Support includes providing ongoing technical and programming support for diverse applications, including the analysis of the departments newly created AESOP programs developed throughout the world at U.S. Embassy posts. This was the beginning of bringing the department and its developed program applications up into the next generation of relational databases to allow all department programs to be able to share information and data elements between themselves. As Senior Programmer/Analyst and Application Team Leader for the Non- Expendable Property application (NEPA) for the Department of State, I was responsible for overall management and reporting for the contract task, which applies to this software application. Directly manage the responsibility for more than 283 State Department Overseas Posts/Embassies or Domestic Bureaus throughout the world. Developed project plan and estimates for the release of the new software version release of NEPA. Initiated and implemented system document changes1improvements to the existing software. Recommended an easier and more modernized approach to software development for the NEPA System. This recommendation was reviewed and accepted for use by the State Department's Analysts. A major weekly duty is to document and prepare the status report showing the current status, any problems/solutions, and ideas concerning the NEPA System and is presented to the State Department. Perform analysis, design, and coding on the modules for the Non-Expendable Property Application into a LAN/WAN compatible application. Currently, the NEPA version for the LANIWAN environment was the first in the department to be Year 2000 compliant. I also tracked and documented any trouble reports presented to the State Department concerning NEPA or the actions of the staff. Maintained the analysis and testing on the departments Expendable Supply tracking system which was a COTS product known as Stock Control. Recently began the testing and analysis of the new AESOP Expendable application developed at the Embassy in Cairo. The department was looking at this in-house application to possibly replace the Stock Control COTS package. Participated in the development of the Standard Operating Procedures to be used both at the State Department Participated as part of the Analysis Team to redevelop the departments existing (23) property management systems down into one Integrated Logistics Management System (ILMS). Participated and performed on the departments Y2K End to End Testing Team to perform a complete end to end test on all systems, which were redeveloped as Y2K applications. I was the liaison for the Property Management Branch between the Embassies/Bureaus and Washington. Other duties involved working on the redevelopment requirements to rewrite the NEPA application from Micro focus to Visual Basic/SQL using Access as the data table. Assisted the branch in the efforts to merge the Department of State, USIA, USIS, and AID together as one agency.
