Developed legislative and communications products supporting the Army Distributed Common Ground System (DCGS-A), an enterprise system designed to improve Army intelligence. Training and Standardization Manager, March 1999 – August 2001 National Missile Defense Directorate, National Guard Bureau (Major) Created initial manning documents and developed training plans and certification requirements for 350 personnel assigned to the $35 billion National Guard Ground-Based Missile Defense System. Coordinated with Army and Department of Defense training directorates to ensure consistent qualification standards for missile system crews. Air Defense Organizational and Systems Integrator, March 1997 – March 1999 Army National Guard Force Management Directorate, National Guard Bureau (Major) Managed total force structure for National Guard air defense systems. Analyzed, developed and implemented distribution plans and manning documents for 58,000 personnel and $2 billion in equipment ensuring compliance with Army strategy and budget policies. Assistant Operations Officer, 1st Battalion, 200th Air Defense Artillery, Jan. 1993 – Mar. 1997 Headquarters, New Mexico Army National Guard (Captain) Planned and executed $56 million annual operating budget for a 650-person Chaparral Missile Defense battalion.
