Summary of Qualifications: 39 years of experience in process, project, and design engineering, project management, quality assurance and operations in areas from small O&M plant projects to programs covering several hundred employees. My most recent experiences include:

Last 2 years 9 months: Facility Construction Certification. This includes certification to the governing authorities of all documentation covering all facility construction and installation including review of all documentation covering building plans, materials, assemblies, erection, and finishing. Also certified was all installed equipment, including the design, engineering, construction, fabrication, QA, and configuration management, Piping, electrical, steam, air handling, lighting, HVAC balancing for vapor containment, and all other building systems for a major hazardous waste facility, and any other areas deemed RCRA related.

Preceding year: Process engineering. I sized and selected all pressure safety devices for steam, water, air, process systems, and all circulating systems in a major processing plant for rare earth magnet materials.

Preceding 15 years: Agent Furnace Systems Engineer. I was responsible engineer for operations and maintenance scheduling, planning, procurement, specification, and supervision in areas of piping, furnace rebrick and refractory restoration, major equipment rebuilds and modifications, including expansions of plan cooling system capacity, generator and UPS system maintenance, and other plant utilities, control systems, and structures. I was also lead ISO 9000 Certified Lead Auditor and QA engineer for all construction, operations, maintenance, control, and lab record management software, and outside auditor and vendor certification lead.

Other experiences I can provide include design, engineering, construction, QA, configuration management, scheduling, procurement, specification, and supervision in areas of piping, manufacturing, consulting, pulp and paper, water treatment, waste remediation, utilities, and fabrication of process, furnace, boiler, incinerator and waste water treatment equipment. I have also been retained as an expert witness and subject matter expert by local attorneys where my forensic investigation or testimony at deposition persuaded the opposing council to settle prior to court.

Professional Engineer Oversight and Support of RCRA Facilities Construction Certification (FCC)

FCC is a requirement of the RCRA Permit for any Hazardous Waste Processing or Disposal facility.

The purpose of FCC is to certification of Construction to Specification, QC, Document Control, and Configuration Management of the Designated Systems related to hazardous waste handling and processing (RCRA Systems). Primary attention is to the vessels and process piping, and main focus of certification is the welding and welding documentation to various protocols such as ASME Section IX, and API 650 for tanks and vessels, and ASME B31.1 and B31.3 for power and process piping. In that regard I examine and review all WPS, PQR, WPQ, and CWI documentation and credentials for the plant construction phase.

Contract Process Engineer for Robins & Morton, Process and Industrial Div.

In support of the modification and rebuilding of a major Rare Earth Mineral Mining and Processing facility

Prepared P&IDs for all areas of the project, checked Line lists, Equipment lists, and back checked drawings.

Calculated, sized, and prepared data sheets and packages for all project PSVs using Farris SizeMaster, all Rupture Discs using FIKE, all Tank Vents and Conservation Vents using Shand & Jur, and all other project tank and vessel protection devices.

Sized tanks, agitators, and pumps and prepared data sheets supporting equipment purchasing.

Prepared a survey of equipment requiring emergency power for the new calciner kiln installation for the Rare Earth Processing system, describing which equipment, controls, valves, motors, and utilities needed to operate in an emergency condition and described their process or coming to shut down condition while operated by emergency power.

Prepared all utility data sheets and balances for plant steam, air, water, and waste water.

URS Corp Federal Services Group, Anniston Chemical Agent Disposal Facility, Anniston, AL, 8/11/97 to 4/19/2012

Achievements:

Complete destruction of dangerous chemical nerve agents with a safety record of NO chemical releases or chemical exposures, during the entire operating history of the project.

Completed Chemical destruction operations approximately a year ahead of schedule.

Received a Team Quarterly Award for implementation of an emergency piping system for Brine Transfer System.

Acted as the Vendor POC and technical adviser for identification and removal of debris plugs in the Brine Transfer system.

Furnace System Engineer:

Technical expert for operations and maintenance of furnace and pollution abatement system (PAS) for the Liquid Agent Incinerator (LIC) at the ANCDF weapons destruction site. Temporary Team Lead for several months during operations.

Authored several white papers addressing program operation problems and providing solutions.

Successfully completed three furnace refractory repairs and rebrick evolutions all within schedule, in spite of delays such as out of date materials and delivery and availability issues.

Managed day to day furnace system operation and maintenance using D7i for work order and material management procurement and cataloging, and other packages for operations trending,

Wrote all engineering change requests, control system software changes, and control system testing for the PLCV based system.

Quality Assurance Senior Engineer/Lead Auditor:

Project level review of engineering design changes due to field and program modifications and scope and quantity review of modification bid packages

Review planning and procedures for start-up, testing, certification, and operation of process and air pollution control equipment. Enforced compliance with contract specifications and procedures in all phases of design, construction, operations, procurement.

Audited all construction, operations, and procurement activities for compliance with contract, specifications, codes and procedures. Conducted all off-site vendor audits for process materials and fabricated items inspection at vendor sites.

POC on site for Facilities Construction Certification, Construction, and Service suppliers.

POC for all Welder and welding process certification on site, including all approval of all WPS, PQR, WPQ, and CWIs

Lead Auditor of Trial Burn Sampling and Testing suppliers at the supplier’s home offices, and wrote Audit Procedures for WA/URS Trial Burn Contractor. Also wrote the WA/URS QA Project Plan for Trial Burns at WANCDF.

Supervised design engineers of all disciplines and directed fabrication of large packaged hazardous waste incinerator/air pollution control systems for installation in Pacific Rim, Southeast Asian, and South American markets.

Process Engineer:

Wrote and conducted a 2-phase client employee training program for a major waste water treatment system upgrade, and installation and start-up of a screw press primary solids dewatering system. Prepared all A&I lists/charts for class.

Sized and Specified equipment and piping and wrote design proposals for many areas of paper production facilities including brown stock washing, VOC odor control, NCG control, utilities such as steam, air, and water.

Study to correct effluent bottlenecks and manage flow surges by recommending appropriate equalization and correction of air entrainment for a 2.4MGD industrial waste water treatment plant serving a 600-700 TPD office waste recycle fiber mini-mill.

Sized and designed an open recirculation cooling water system including cooling tower, pumps, sumps, and controls for paper machine vacuum pumps resulting in a 600 GPM reduction in waste water loading.

Conducted a study and generated preliminary design to PFD stage for major improvements or leading to total recycle/zero discharge at three of clients 42 corrugating plants. New treatment systems were for flexographic ink wastes, corrugation starch systems, and utility waste water. Early completion and high quality of the design of the first three systems resulted in the award of a contract for the balance of the client's 42 corrugation plants.

Chemical Systems Engineer:

Wrote all MSFC O&M chemical treatment system and material specs and SOP's.

Directed operations and documentation of MSFC's NPDES permit and water treatment systems.

Managed all site Hazwaste remediation.

Managed all O&M HVAC, Chiller, Boiler, and pure water systems for MFSC.

Supervisor:

First-line supervisor of a ten-man union shop supporting lab, computer uninterruptable power systems, special power supplies, hazardous waste, industrial wastewater, and Boiler/Chiller/Circulating Water chemical treatment systems.

In entire tenure had only one grievance, which was settled at first step.
