EXPERIENCE:

C. J. Betters Enterprises, Chief Operations Officer (2010 – Present)

Direct corporate positions in real estate, finance (equity/debt), overhead, and compensation for employees;

Control all aspects of construction, demolition, land development, and property management divisions. Prioritize and negotiate contracts and real estate acquisitions with a focus on maximizing profitability;

Oversee all aspects of information technology including hardware allocations, software, licenses, and communication infrastructure to support corporate needs;

FirstEnergy Corporation – Negotiated Master Services Agreement; presided over transmission projects with a combined value in excess of $300,000,000; and collaborated with FirstEnergy’s executive team to secure contracts for the demolition of the Burger Power Plant in Shadyside, Ohio and Lake Shore Power Plant in Cleveland, Ohio;

NVR, Inc. – Negotiated and managed “green field” land development contracts with Ryan Homes and Heartland Homes that generated more than $100,000,000 in residential lot sales. Supervised all aspects of market research, real estate acquisition, design, land plan approvals, land development and infrastructure, and lot absorption;

Uniroyal Land Development – Negotiated an Agreement to Purchase and Develop Land with the City of Detroit for a former 43-acre waterfront industrial complex known as the Uniroyal site, which incorporates the remediation of all environmental and geotechnical issues and redeveloping the site for mixed-use. Worked with the State of Michigan, Department of Environmental Quality to develop an Interim Response Designed to Meet Criteria (i.e., Remedial Action Plan) to establish limits of remediation of environmental contaminants to facilitate a mixed-use development with a primary residential component. Negotiated agreements with DTE Energy, Michelin North America, and DuPont (i.e., “Responsible Parties”) to fund a $40,000,000 + environmental cleanup implemented at the site. Worked with Detroit City Council on the development and approval of a Brownfield Plan that provides Tax Increment Financing (“TIF”) to facilitate redevelopment. Currently working with development partners to finalize land development plans, infrastructure requirements, architecture, and ultimate end uses for the site; 2 P a g e

LTV Steel Aliquippa Works – Redevelopment of 1,100-acre “Brownfield” site on which stood the former LTV Steel Aliquippa Works located along a 5-mile stretch of the Ohio River in Aliquippa, Pennsylvania. Negotiated a Consent Order & Agreement (“CO&A”) with the Pennsylvania Department of Environmental Protection, obtained Pennsylvania Act 2 approval and Special Industrial Area (“SIA”) designation for the site, secured multi-million dollar grants from the Commonwealth of Pennsylvania through the Redevelopment Assistance Capital Program

(“RACP”) for infrastructure improvements and the construction of a 1,000’ dock facility. Successful developments include the formation of Beaver Valley Slag, a new gypsum manufacturing facility operated by United States Gypsum (“USG”), and the new Beaver County Jail.

C. J. Betters Enterprises, Senior Operations Manager (2004 – 2010)

Real Estate Portfolio – Develop and implement corporate policies for real estate holdings including multi-family rental units, commercial/retail space, and industrial facilities. Secure additional land acquisitions and work with governing bodies to develop land development plans, zoning changes/variances, and permit approvals to facilitate future development;

FirstEnergy Corporation – Managed the demolition of four (4) coal-fired power plants for FirstEnergy Corporation with a total contract value of $55,000,000. Tasks included proposal preparation, contract negotiation, management of abatement (i.e., asbestos containing materials, polychlorinated biphenyls, mercury switches, etc.), wrecking contracts, and the disposition of all scrap metals;

School District of Philadelphia – Managed the construction of two (2) elementary schools for the School District of Philadelphia with a total contract value of $30,000,000. The project encompassed the renovation of all classrooms, auditoriums, gymnasiums and offices as well as the construction of new additions and site improvements; Bet-Tech Construction Co., Inc., Project Manager (1999 – 2004)

The Pointe at Adams Ridge – Managed the construction of the Pointe at Adams Ridge, a 385-unit award winning multi-family development in Adams Township, Pennsylvania. The project included the construction of two (2) swimming pools, walking trails, playgrounds, and a 20,000 square foot clubhouse complete with a fitness center, indoor basketball court, movie theater, business center, and management offices;

The Club at Shadow Lakes – Managed the renovation and construction of three (3) new additions for the Club at Shadow Lakes in Aliquippa, Pennsylvania. The project included a comprehensive modernization of the former Beaver Lakes Country Club including a new restaurant, kitchen, ballrooms, and pro shop; Bet-Tech Construction Co., Inc., Contract Administrator (1995 – 1999)

Cranberry Square Plaza – Managed the development and construction of Cranberry Square Plaza in Cranberry Township, Pennsylvania. This project was completed on a critical path to facilitate occupancy for Dick’s Sporting Goods, Barnes and Noble, Toys R Us, Michael’s Arts & Crafts and numerous outparcels.

Cuyahoga Metropolitan Housing Authority – Managed four (4) multi-family housing projects for the Cuyahoga Metropolitan Housing Authority in Cleveland, OH with a total value of $50,000,000. EDUCATION:
