DAVID RAE – SENIOR CONSULTANT – ECM SDLC QA
Objectives:
1.“Senior” Consultant wishes to provide effective and timely SDLC/ECM/QA support and solutions for teams using applications built with iterative release processes. (e.g. Agile/Scrum/Iterative etc.)
(Note: During the last few healthcare projects, candidate’s analysis tasks provided evidence that approximately 2% of data/documents in repositories cannot be retrieved based on “unrecognized” metadata issues.)
2.Services to be provided as a contractor or as an employee - as needed – in support of current team members.
3.Assist Agency Management in developing modular OOTB solutions for process modifications/improvements.
TEN TASKS that Candidate is equipped to deliver: Tasks valid with ALL Applications that input retrieve data and documents
1. Execute necessary non-disclosure agreements
2. Log Analyze Current User tasks and processes
3. Based on user task analysis test integrity of “Retrieval Needs” processes for database(s) repositories
4. Analyze “non – user” data document content input processes as they occur. (EDI Fax Scan etc.)
5. Analyze “basic integrity” of total database repository content and provide “reports of anomalies”
6. Develop data dictionaries repository profiles for team use
7. Develop test cases test scripts tools for: (1) user acceptance testing and (2) operational acceptance testing
8. Compare analysis of input and user retrieval processes to assist with ECM management options (e.g. Archive)
9. Provide Requirements and Code Management teams with analysis results
10. Provide Process recommendations and consultation on new CMS modular implementation processes

For specific examples of the results obtained using the tasks described above – See the BC Analysis summary. Logging was used, IP addresses identified users, SQL Repository(s) scripts and other tools were used to specifically identify all ECM processes and contents.

Integration of EHR data between applications
(During the development and implementation of my iMResponsible.com site, thousands of test cases and scripts were developed to insure that the complex web processes all worked as needed. The nature of these healthcare processes requires absolute integrity and accuracy of data.) This web site was designed to provide intense monitoring of post treatment client and team tasks.
Electronic data input and output has been built into the site processes. My experience and skills have assisted in the development of these processes and the inclusion of new mobile processes. (e.g. automated SMS/text and verbal case data input)

Market Business Development – My corporate and consulting experience has provided a unique and effective insight into “real” customer needs. It has also developed perspectives on how these needs can be simply and effectively met. Marketing efforts can be enhanced via an understanding of: (1) customer priorities and real needs, (2) current application capabilities and (3) how to provide simple and modular solutions. An understanding of user needs also assists in defining suitable solutions and rational implementation processes.
Pre-consulting corporate management and marketing experience
15 Years corporate management experience – (American Western – Marketing Manager, Boise Cascade - General Manager, Mobil Plastics – Marketing Manager)
5 Years installation and support of enterprise accounting applications – (Great Plains, ACCPAC, IBM Platinum, Quickbooks)
Solution Development Experience and Skills
ECM - Enterprise Content Management - Analysis, Design, ETL, Implementation, Testing and Training
SDLC - System/Software Design, Development and Managed Deployment (Agile/Scrum/Iterative Release management)
ETL - Data Analysis, Mapping, Extraction, Integration and QA/QC (Quality Assurance)
Modular process modifications – Insure existing tools are understood and being used. Guide development scope..
Database Experience:
Database Tasks:
Data analysis, mapping, migration, integration and testing included in all engagements.
Taxonomy/Metadata analysis - comparing input results and retrieval needs
Managed unique database ingredients - ECM Applications – IBM, FileNet, Documentum, DocFinity, OnBase, et.al .
(Note: FileNet originally used a Xerox based database – a few modules still use this configuration.)
Worked with Mainframe, Sybase, Informix, Oracle, SQLServer, Access data to provide ETL solutions.
Reporting Tools: SQL, Reporting Services, Visual Studio, Access, Excel, Crystal Reports and a variety of applications..
Testing Summary: 12 Projects have included all SDLC components – including ETL Tasks. (Tasks = Analysis of legacy and new databases, Analysis of current User Retrieval tasks, Data Document mapping and Integration, Manual Scripted Testing, Input Retrieval metadata analysis and final database integrity analysis.)
Tools: SQL, MS/Oracle tools, Access, Excel, Toad, Visio, Application Options and others
Legacy repositories analyzed and profiles developed
User retrieval tasks analyzed to develop required data metadata requirements. Logs and Analysis = no work interruption
Input data document processes are defined and analyzed
Repository content is continually analyzed and automated scripts developed
As Iterative Agile programming has grown, new automated/scripted testing processes were designed and reused
Code Release and Requirements management were enhanced (Tools: DOORS, JIRA and Custom)
User Acceptance Testing (UAT) and Operational Acceptance Testing (OAT) = all projects.
Extensive experience building use cases and extensive test cases.
As OOTB Applications were modified, supplemental testing processes were designed and implemented.
As Web based applications have grown, some structured testing elements have been used. (Atlassian Bamboo Custom)
Healthcare applications present unique ECM and testing issues. EHR requirements mandate that “all” documents input must be retrieved. (HIPAA/OCR fines/penalties thus far = $39,989,200.00)
