Authority - Assure an uninterrupted flow of assigned vendor services by: understanding
needs of user departments; assisting with translating needs into a statement
of work or specification; developing competitive procurement documents on
a timely basis; identifying potential vendors and analyzing their capabilities;
analyzing competitive procurements, and facilitating selection of supplier;
