project represents a complete technology stack re-architecting and business process re-engineering effort designed to

updates to existing activities, and retired activities. The Registry is part of a nationwide approach to biosurveillance that

enhances the United States' ability to detect and respond to emerging health threats, as mandated by legislation and

presidential directives. Surveillance Subject Matter Experts (SMEs) are able to easily view and share information about

surveillance activities at CDC and can better coordinate their efforts to identify and implement appropriate prevention and

intervention strategies.

Division of Global Migration and Quarantine (September 2007 to May 2011)

System Architect for re-design of the Quarantine Activity Reporting System (QARS) OLTP system to provide enhanced

data access efficiencies, large scale potential and better reporting capabilities. Engaged leadership to gather functional

requirements and present the technical vision. Communicated both technical and functional requirements in SLDC

documentation that included Business Requirements, Technical Design and Deployment plan. Design tools included

Embarcadero E/R Studio, SQL Server 2008, SSRS and ASP.NET.

Conceived, designed and built reporting data mart (QARSDM) to provide management and medical officers with

Commercial Off-the-Shelf (COTS) ad-hoc analytical tools that enhance their ability to spot emerging disease trends.

Identified leaderships need for advanced reporting, then collaborated to define requirements by collecting presentations and

other work products. Technical stack was developed using SQL Server 2008 star schemas, ETL data loading using SSIS and

reporting with SSRS.

Designed and developed the Maritime Illness/Death Reporting System (MIDRS) which facilitates the entire cruise ship

industry to report the illness or death of passengers and crew through a single portal. Reports are then parsed and

electronically sent to the appropriate state health departments. Gathered and coordinated functional requirements across two

governmental agencies and the largest cruise ship lines. Generated the SLDC documentation, including Business

Requirements, Technical Design and Deployment Plan. Developed system using SQL Server 2005/2008 linked servers,

stored procedures, triggers and SSIS for ETL.

System Architect and Team Lead on the Quality Assessment Program (QAP) OLTP system, which ensures the quality of

the overseas medical screening examinations conducted by physician panel sites. Met with leadership and functional users

to gather technical requirements. Produced the SLDC documentation including Technical Design and Deployment plan.

Developed using Embarcadero E/R Studio, SQL Server 2008 stored procedures, triggers, views and audit tables.

Bio-Terrorism Division-Countermeasures Response Administration System (September, 2004 to September 2007)

As Database Architect / Database Administrator (DBA) / Database Developer, responsible for OLTP and reporting database

architecture used to track mass inoculation against terrorist-distributed diseases including smallpox, anthrax and flu. This

system is used by over thirty state and local jurisdictions. Used E/R Studio data modeling tools to generate scripts to automate

creation of all CRUD and auditing operations for the physical model. Wrote custom SQL triggers, stored procedures, views

and functions, which facilitated reporting, data extracts, as well as ETL to an operational data store. Performed capacity

planning analysis to forecast and plan for growth to support recording two flu vaccinations and patient demographics for every

person in the United States.

Data Warehouse Database Architect, responsible for database architecture and ETL process definition for data warehouse

used for analysis on Bio-Terrorism case investigation and sample analysis. Responsibilities included data modeling and

generation of the physical database DDL. ETL process was constructed using MS SQL Sever stored procedures run as

scheduled batch jobs. Secondary transformations, error processing and final loading were done using Pervasive Business and

Data Integrator. This data warehouse was built to respond to emergency disease outbreaks to facilitate epidemiological vector

analysis. Conducted capacity planning for server and data sizing in order to accommodate multi-terabyte data stores.

Bio-Terrorism Division/ Smallpox Pre-Event Vaccination System (February 2003 to September 2004)

Senior Database Administrator/Developer, responsible for database development and administration of system that tracked

smallpox vaccinations in the United States. This new system allows the CDC to track and allocate potential healthcare

respondents in case of a Smallpox Bio-Terrorism event. Designed and coded all the database elements. Stored procedures

were used for all CRUD, auditing and standard search operations. These stored procedures many times relied on custom

coded views and functions as data sources. This system collected approximately 40,000 Smallpox vaccinations of healthcare

workers in the United States.

Systems Integration Specialist/Manager/ERP Application Architect

Systems Integration Specialist to Oracle 11i ERP project (January, 2001 to February, 2003)

Responsible for implementation of an ERP system as a Functional and Technical Team Leader, integrating three separate

business units and eliminating four previous systems. The project included a redesign and standardization of all financial,

procure-to-pay and order-to-cash processes. Responsible for integration and data migration from legacy systems to Oracle 11i

applications and Oracle Financials systems using SQL and PL/SQL based tools. In this position, functioned as both a Subject

Matter Expert on the legacy financial systems and participated in coding many Oracle PL/SQL stored procedures to

accomplish data migration efforts. This new Oracle 11i ERP system positioned Huber to operate and grow the business more

effectively and allows for easy integration of future business acquisitions.

Accomplishments:

Year-Over-Year costs in raw material purchases were reduced 5%, distribution cost were reduced 10%.

Year-Over-Year SG&A costs were reduced 5%.

Reduced the number of days of sales outstanding (DSO) by nine days resulting in an incremental cash flow of $12 million.

Reduced number of Credit/Debit memos by 15%.

Identified over $600,000 of duplicate or incorrect freight bills in a single year which were being paid in the past.

Manager-Financial Applications Development and Support (August, 1999 to January, 2001)

Responsible for strategic planning and implementation of global data warehousing projects using web-based reporting and

analysis tools. Hired and managed a team of five systems analysts, developers, and report writers including performance

appraisal and career mentoring. After leading the technical team in the ERP implementation, I began to focus on production

of reporting artifacts to support day-to-day and strategic management decision making, the outgrowth of which turned into a

data warehouse system. Performed managerial and technical architecture duties as the Manager-Financial Applications

Development and Support. Was responsible for the department-level budget and resource allocation. The Kimball-based data

warehouse was constructed using Oracle 8i with PL/SQL based stored procedures performing ETL tasks and Brio Reporting

as a web-based front-end for management reporting. The data warehouse also included an operational data store that held the

three most current year's sales and financial data.

Accomplishments:

Integrated feeds from 14 distinct data sources including three ERP systems to provide global reporting and analysis of

price/volume/mix, variance, gross margin and prior year comparisons.

Data warehousing effort provided J.M. Huber's initial ability to perform global operational analysis by global business

leaders on three continents.

Developed global salesperson assignment and incentive database/application using Microsoft SQL Server 7.0

Operational DBA for Oracle 8i data warehouse serving global community on a 24x7 basis.

ERP System Architect (May, 1997 to August, 1999)

Functional and technical team architect for implementation of the ERP system: Adage. Served as architect for enterprise

system infrastructure including plants, warehouses, products, items, packaging, customers, and accounting systems.

Developed and managed the technical projects plan detailing the project's phased implementation, accounts receivable and

sales order migration. Managed Oracle database infrastructure for Adage ERP system.

Designed and developed interfaces from ERP system to Lawson Payables and General Ledger accounting systems, for

logistics, A/P and A/R transactions using UNIX/SQL. Created custom PL/SQL stored procedures to translate accounting

data from the ERP system's chart of accounts to Lawson's chart of accounts. Also created UNIX scripting to schedule many

ERP accounting processes.

Designed core accounting reports including cash reconciliation, aged trial balance and general ledger analysis. Developed

Oracle database triggers, views, and stored procedures to support reporting, and accounting controls.

Functional and technical liaison between sales and operations to maintain business process consistency per stated

implementation objectives. Developed consolidated revenue and volume reporting operational data store used for
