Contract GIS Specialist

Primus Software – Temple Terrace, FL March 2016

This project was for the Verizon Data Systems group near Tampa, which handles fiber optic lines between cities rather than the wireless service Verizon is best known for. Calculated the nearest locations of fiber optic network cables and central offices on the national Verizon network to compare it to assets in our recent acquisition, the former XO Networks fiber optic system. Determined specific distances from central offices, cables, and off-network facilities in Seattle and Dallas. This was accomplished using geocoding to assign latitude and longitude to street addresses, and ArcToolbox in ESRI ArcGIS mapmaking software to generate the nearest locations. Microsoft Excel and Notepad were used to work with the dBase and comma separated values formats, in order to create new shapefiles from limited or missing information.

Geospatial system server setup and design for ESRI ArcGIS for Server and Maximo Spatial mapping software products at Duke Energy, a Fortune 250 electric utility. This multi-threaded software was deployed on a VMWare server farm of over 50 virtualized servers. These solutions were developed using an event-driven geoprocessing and ETL system with SQL and stored procedure triggers derived from an IBM Maximo enterprise message service, using a tool built with Java Spring. Oracle on Red Hat Enterprise Linux, Windows Server 2012 and Citrix on 2008 R2 were used to support this Maximo work order system upgrade and the related Maximo Spatial implementation. The project integrates more than 50 technology systems, introduces mobile computing to daily workflow. Android and iOS mobile phones and tablets running on ESRI and IBM platforms are being used to improve data collection. IBM Maximo Spatial is being used to serve ESRI web map services and provide a bidirectional data flow from end users. My team also must integrate GE Smallworld, Intergraph G/Technology, TomTom, and TeleAtlas GIS data. Part of my work on ArcGIS for Server required tuning web map database queries for high performance by altering the map scale and hydrologic data.

AOS is an ESRI Silver Partner, with my role being sales of GIS services in the Dallas and Fort Worth region. GIS Developer

Contract Land Staff, LLC – Sugar Land, TX - July 2014 to January 2015

Python scripting and REST based web map service updates in ESRI ArcGIS for Server for a medium sized right of way consulting firm serving pipeline owners and electric utilities. Used both ModelBuilder and ArcPy scripting in IDLE to accomplish geoprocessing tasks and automate database versioning, map book updates, SQL queries, data driven pages, and web map maintenance. I regularly updated 150 JavaScript based web map viewers within ArcGIS for Server on a SQL Server database. Data was often derived from CAD, KML and Google Earth. Our projects used multiple coordinate systems in various EPSG and WKT formats. We ran five physical and VMWare servers to support right-of-way projects across the United States. Clients included Kinder Morgan, Energy Transfer, TransCanada, Sunoco, Buckeye, and AEP. Map services, geodatabase services, and feature services were updated nightly to reflect the edits of sixteen people based on input from over 600 field agents working with landowners. Mobile maps were supported on iOS phones and iPad tablets for constant use by ROW agents to ensure data quality. This high performance system was expected to have constant availability for engineers, right-of-way staff and landowners, so we had to script maintenance and update tasks for weekends and overnight hours.

Contract FME Developer

Shell - Houston, TX - March 2014 to June 2014

Contracted ETL and C# developer through Accenture and Iconma LLC in a software architecture group for an unconventional shale oil data warehouse and integration project at Royal Dutch Shell in the Houston area North American IT headquarters. The overall result was to get sixteen large databases arranged to provide content to a reporting system, as well as greater amounts of data exchange. There were servers and data warehouses containing Tobin, LandWorks, MDM, SQL tables and Oracle databases in Windows and Linux environments. FME is a spatial ETL software program for converting over 400 different GIS, CAD, and database formats. It is similar in nature to Informatica or the ESRI Data Interoperability Extension. I completed the transition of ESRI ArcGIS data to SSIS (SQL Server Integration Services) for logging after translation in FME. This was accomplished using REST and SOAP on FME Server. This process allowed us to create coordinate transformations in EPSG and WKT formats, and provide detailed email alerts to map editors and people maintaining each local data warehouse.

Navy Region Midwest - federal contract through Capstone Corporation - Naval Station Great Lakes, IL - November 2012 to March 2014

Cartographer and GIS lead at Navy Region Midwest in the Regional Operations Center. This was an emergency operations center at the executive level, overseeing 911 and emergency management operations and plans in 12 states. I shared responsibility for public safety emergency response data maintenance, emergency visual messaging, and disaster planning maps. Used idvSolutions Visual Fusion for Silverlight to host web maps, a SharePoint repository for high performance data storage in KML and Google formats, and ESRI ArcGIS for Server to share data warehouses with the civil engineering and GIS functions of the Navy within NAVFAC. My operation was within another Navy branch called CNIC.

Contract Geospatial Analyst, United States Air Force, Air Combat Command

AECOM Technology Corporation, federal GeoBase contract holder- June 2008 to November 2012

From June 2012 until October 2012, I served as the Dyess Air Force Base Geographic Information Systems Analyst under a federal contract. The duties were similar to Whiteman Air Force Base below. Before that, from July 2011 until June 2012, I was the Database Operations Lead for Air Force Central Command domestic headquarters at Shaw Air Force Base in Sumter, SC. I was responsible for ArcServer and ArcSDE data warehouse maintenance, user support, and interaction with other database and system administrators. AFCENT directly supports airmen at several Air Force bases in the Middle East and Asia. Used and answer questions about ArcGIS 10, AutoCAD Map 3D, and AutoCAD Civil 3D as well as aerial imagery, airfield obstruction, and aircraft parking software. Several coordinate systems and software programs were used. My initial assignment was from July 2008 to June 2011. I was the Whiteman AFB GIS Analyst on base at Knob Noster, Missouri. Created electronic maps, provided ESRI ArcGIS and Trimble GPS user assistance, and provided relational database maintenance on ESRI ArcSDE and ArcServer at Whiteman Air Force Base just east of Kansas City. Air Combat Command GeoBase used a mixture of Bentley MicroStation, AutoCAD Map 2010, and ArcGIS 9.31 from ESRI running on ArcGIS Server in a multiuser relational database via ArcSDE. Oracle 10g was used for our data warehouse which had 17 servers and multiple backups using database replication and SAN network storage. My team of enlisted and civilian personnel helped support many large environmental and real estate initiatives that required considerable adaptability to new software, and readiness for changing tasks and decisions.

GIS Technician contracted by a small MBE to work at the Nashville Electric Service GIS and Mapping Department. Added many new subdivisions from AutoCAD files and also scanned and added subdivision data from paper maps. Provided ESRI ArcGIS 9.1 and IBM CICS mainframe data warehouse entry and quality control of the GIS system, mainly on multifamily housing addresses and new subdivisions. Edited maps and mainframe to reflect power poles that had been looked at in the field to see if pole numbers had fallen off and whether each pole had electric secondary, service, light, or phone attachments. Used an Oce copier and plotter to scan drawings from vault files and our work order system, which was in the process of being converted to ArcFM and Eclipse.

Contract employee at American Transmission Company in the real estate department. Finished mapping of high voltage electric power lines in northern Michigan and Wisconsin using ESRI ArcGIS 8.3 and aerial photographs to populate a data warehouse that helped my team create web maps. These maps led to the successful construction of over $10 million worth of badly needed electric transmission lines connecting the power grid and plants in Minnesota, Michigan, Iowa, Illinois, and Wisconsin. I was then loaned to the ATC Madison area office to help with MicroStation CAD.

Collected GPS data in the field for Ameren, a large power company based in St. Louis. The data was about electric poles and the attached equipment from the power, cable, fiber optic, and telephone companies. Worked in remote rural areas alone with a Trimble backpack GPS to provide map data to data dictionaries, which were then uploaded nightly to Buffalo area GIS staff at Osmose headquarters via FTP for inclusion in an ESRI ArcGIS database.
