Job Position: QHSSE - Pre MOB & Logistics Coordinator

Date: October 2012 till date.

Present working for Shell Petroleum Development Company Nig Ltd, to deliver on the SoDA (SSAGS & FoDA) Projects Portfolio.

SODA Projects Portfolio comprise of FoDA and SSAGS Projects. The projects include the Engineering Design, Procurement, Manufacture, Fabrication, Testing, Transportation, Installation, Site Construction, Commissioning and Startup of a new oil - & gas – handling facilities. Installation sites are in both swamp and dry – land onshore locations, adjacent to existing SHELL oil & gas production facilities throughout the Niger delta.

Responsibilities:

Support the HSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the Projects objectives are met.

Provide support to Project and Operation team in all aspects of safety, occupational health, safety and environmental issues.

Support the HSE Manager in ensuring HSE compliance onshore and shallow offshore and perform regular HSE audits in the areas of construction and vessel operations.

Attend pre-job, planning and Projects meetings as required on HSE related matters.

Provide support to the dept on the implementation of Company-wide HSE initiatives eg. ISO 14001, OHSAS 18001, etc

Assist with developing HSE plans that comply with SPDC policies and procedures as well as Projects requirements

Ensure training, tool box meetings, and drills are implemented as part of the company’s onshore and shallow offshore training and HSE program, i.e. emergency response systems, etc.

Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the Regional HSE Manager for promulgation to the management

Manage Safety Statistic reporting within SSAGS / FoDA Projects Portfolio, Track and provide regular HSE performance reporting to the SSAGS / FoDA Projects head.

Provide HSE aspects of Company Bid Submissions as requested

Assist in the development of project specific HSE procedures.

Conduct HSE trainings and orientation to all new employees.

Ensure all worksites are HSE compliant with Company policies and safety standards.

Support onshore and shallow HSE personnel’s in the development of work site HSE campaigns and good practices.

Assist in ad-hoc HSE tasks/projects as required.

Responsible to organize the pre-mob visit and involve in all the parts of Pre-mob survey

Ensure that all equipments needed on the operations is in compliance with the SPDC HSE policy

Issue equipment inspection and HSE reports

Collect all equipment’s certification from the services company and verify certificates are valid.

Organize the pre-mob visit with the HSE people and the services company in concordance with the equipment mobilization date.

Visit and inspect the equipment in the services company base to be sure that the equipment is in conformance with the certification.

Validate the inspection and ensure appropriate tag are applied on the equipment

Report this validation to the designated site Superintendent to confirm that the equipment is ready for mobilization.

Inform the services company why the equipment is not in conformity and what they need to do to be in conformance.

In charge of General Equipment Pro-Mobilization Plan, Management, Supervision, Coordination/Administration in all SSAGA / FoDA operational areas.

Ensuring HSE compliance in line with Project procedural requirements and in accordance with local/international legislations and standards.

Manage, Coordinate and Supervise all SSAGA / FoDA project sites (onshore, swamp and offshore) to ensure that Projects/ Corporate HSE needs and requirements are met and complied to.

Personnel Training, conduct HAZID/ Job Risk Assessment/Analysis, Generating specific project HSE documents, Conduct periodic HSE site inspections, Audits and Management Walkabout.

Worked for Exxon Mobil on Satellite Fields Development Phase 1 (SFDP-1) Project; The Scope of work involved are inspection of the fabrication weldments, installation and testing process piping spools, risers, manifold, pig launchers and receivers, utility gas skid, manifold skids, chemical injection skids, sump tanks, test separators and vent scrubbers (Pressure Vessels).

Key Responsibilities/Accountabilities:

Serves as a resource for line management to develop and administer a proactive prevention program for accidents and illnesses.

Provides technical assistance to project team operations to ensure compliance with applicable international, and/or company environmental, safety, and health regulations.

Keeps abreast of any changes to laws and regulations that impact the organization.

Conducts compliance evaluations of equipment, structures, and work in progress to ensure that regulatory environmental, safety, and health standards of the company and all applicable codes are followed.
