ADCO North Rumaitha CO2/BAB Injection Pilot Project - March 2015 to April 2016

HSE Manager – ADCO - PMC

Abu Dhabi, United Arab Emirates

As the ADCO HSE - PMC Manager for the Abu Dhabi Company for Onshore Petroleum Operations Ltd (ADCO) on the North Rumaitha CO2/BAB Injection Project. I manage the project HSE activities meet the requirements of ADCO’s HSE Policy and reduce HSE risks from the Project in all phases, including the operational phase, demonstrably to a level that is low as reasonable practicable (ALARP).

I provide HSE advice and support for FEED phase, and loss prevention aspects were addressed in various documents and drawings. Develop the HSE Plan as a living document it will updated during the following phases. Consisting of Detail Engineering and Procurement, Construction, Pre-Commissioning and Commissioning.

Conducted a detailed HAZOP review and a SIMOPS study to identify all simultaneous operations, tie-ins and interface requirements.

Focus on the support of HSE critical activities including high risk activities such as construction, pre-commissioning and commissioning, start-ups, shutdowns, civil, mechanical, electrical, instruments and process engineering activities. Key HSE support activities are included in the worksite hazard management and Emergency Response processes.

Implementing additional risk controls for managing Safety performance through work procedures. Providing coaching and awareness on Safety matters to employees new to the industry and project.

The prime objective of BFN CO2 Injection Pilot Project is to reduce the CO2 emission in the environment by utilization of recovered CO2 Gas by MASDAR as a part of UAE future plans.

The long term objective for this pilot project is to collect the necessary technical data to assess CO2 injection effectiveness for enhanced oil recovery from TH ’B’ which will be used to carry out feasibility study of a full scale CO2 EOR development in BAB.

There are seven major areas to the project (1) North Flank (2) East Flank (3) Rumaitha Launcher Area (4) RDS 8 (5) Eight inch carbon steel CO2 Pipeline running approximately 74 Klm (6) Flow Lines * Six inch carbon steel cladded Oil Producer Pipeline * Four inch carbon steel Water Injection Pipeline. (7) Installation of a 33kv Overhead Power Line.

As the Shell Projects HSE Operations Lead in the Majnoon Field Iraq I provided HSE advice and support for the company’s operations activities, appraisal and development phase in project implementation.

Majnoon Field Iraq

As the EPCM Integrated Lead HSSE Manager in the Majnoon Field Iraq I am responsible Health, Safety and Security of approximately 3,500 project staff team members at peak. I am also responsible for assurance that the project is kept in compliance with all Occupational Safety, Health and Security Regulations, established basic project safety/security rules and regulations. Oversee work of the project HSSE Managers, Security Managers, Training Managers, Doctors, nurses and ambulance drivers. In addition as the EPCM Integrated Lead HSSE Manager I am responsible for the oversight and coaching of the Client (Shell) and Contractors HSSE Managers, Security Managers, Training Managers, Doctors, nurses and ambulance drivers.

The project objective is to achieve earliest First Commercial Production (FCP) by debottlenecking existing facilities and providing new facilities designed for 100kbopd. Existing infrastructure will be upgraded and expanded. Crude export from the processing facilities will be through a pipeline to be tied-in to the existing crude export. Early Production facilities needs to be developed, consisting of the installation of new wells, well pads, infield flow lines and pipelines and new Central processing facilities along with up grading of existing degassing stations DS1 and DS2.

Also acted as HSSE Coach to the HSSE Manager for the main Iraqi Contractor (Al Yamma) to develop and guide both the HSSE and Construction teams.

contractor would be eliminated from the process or coached up to Texas Instruments

Establish weekly safety meeting notes to be followed by all craft supervision. Keep good relations between the client company and project management. Inspect work of company subcontractors to be sure they are in compliance with Brown & Root safety regulations along with federal regulations. Conduct new employee orientation for all new hires and keep records of such. Keep all permits for entering belowground level pits, holes, pipe, and vessels up to date, including hot and cold working permits. Keep good relations with the client company personnel.

Shell Geismar Polymer Projects; Geismar, Louisiana

Corterra Polymers (PDO/PTT) and Carilon (PK-1) and shared common facilities. Geismar Polymers includes the following process units; Propanediol (PDO) plant with ultimate capacity of 160 MMPPY, Polytrimethylene Terepthalate (PTT) plant with a capacity of 200 MMPPY, Polyketone (PK-1) plant with initial capacity of 55 MMPPY and common facilities to support the process units. The overall construction activity is estimated at 3.5 MM man-hours of field labor.

Arco Products Company; Carson, California

Cat Cracker turnaround and expansion

Oxychem Line 7 Expansion Project; Pasadena, Texas

Major expansion/debottleneck project to Oxychem’s existing PVC plant located in Pasadena, Texas. The Line 7 Expansion increased the plant’s capacity from 1.35 billion PPY to 1.8 billion PPY. Construction activities included the placement of 137 new pieces of equipment with all associated concrete, steel, pipe, instrumentation and electrical activities.

BASF AA-E3 Project; Freeport, Texas

The BASF AA-E3 project consisted of a 160,000 metric tons per year Acrylic Acid Monomer process unit, a new cooling tower and refrigeration unit, a new tank farm and John Zink incineration and waste heat boiler unit. The Acrylic Acid process is a proprietary BASF process which utilizes a two stage, two train reaction process. Brown & Root performed construction and executed subcontracts for insulation, electric heat tracing, sheet piling, epoxy coatings and fire protection. The commercial basis was a fixed unit price contract with lump sum overhead and indirects. Engineering was performed by BASF in Germany. Procurement of major equipment, prefabricated steel and pipe, high voltage electrical gear, instrumentation, DCS and initial bulk materials was by BASF. The major towers, reactors and compressors were fabricated in Germany. Brown & Root purchased the remaining bulk materials as well as all civil material.

Assistant Safety Manager

Responsible for overseeing and coordinating up to five inspectors and for Safety audits, area permits for confined space, hot work and excavations. Managed the OSHA Lead Standard program for the project and manage the Safety Department in the absence of the Safety Supervisor. As a certified Emergency Medical Technician, served as a back-up medic for the project. I have conducted employee training for Hazardous Communication (HAZCOM),

Project Orientation for Brown & Root employees and subcontractors, Benzene Respirator Fit Class, OSHA Lead Standard, Hydrofluoric Acid, Confined Space, 100% Fall Prevention and Driver Safety. Serve as the Safety Department Facilitator for the Total Safety Task Force (TSTF) Committee, and the acting editor for the project's TSTF News Letter. Responsible for project's Lead Standard Program by consolidating employee files, increasing monitoring and training front line supervisors. Also have been the project's Blood Drive Coordinator for the last four years, meeting or surpassing the project goal each year.

Amoco Oil Company; Texas City, Texas

ARC Waste Water Treat Plant

A benzene NESHAP compliance project, a modification of existing refinery sewer system which brought the sewers into compliance with NESHAP regulations. There was construction of a new equalization tank to replace the equalization basin and reroute all pipe from the equalization basin into the new tank. A new surge tank was constructed to handle the surge from the prefilter pumps.

ARC Power Supply

Upgrade of electrical power distribution system from Power Plant 4. This upgrade included the installation of a new 138 KV feeder from Power 4 to Switch House #2 and a new MVA-138 KV-13.8 KV step down transformer.

Distillate Desulfurization

Modifications to an existing 100/200 Train and a new construction of a 300 Train which increased production by 400,000 BBLD processing unit. Construction began in January 1992, and completed in July, 1993.

Effluent Relocation

Construction of a 45' diameter storage tank 4 transfer pumps and approximately 3 miles of 36' pipe to discharge effluent water to the Texas City Ship Channel via a sparger mounted 31' below mean low tide under Dock 38, thus eliminating the current open channel system.

MTBE Import

Installation of a 16' pipe line to support import of MTBE from Dock 38 to blending tanks 1040 and 1043 via a product meter station.

Process Water Facilities Project

Construction of piping system to convey process water from existing process units, future process units, decant from tanks and tank turnaround flows to API Separators 1, 2 and 3. Project was subdivided into 3 projects: West Plant; East Plant; and West Plant Tank Turnaround.

QUALITRON AERO - 1989-1990

Aviation Fuel Technician

Responsible for daily inspections of the aviation bulk fuel storage facility, conducted safety inspections and documented discrepancies and recommendations to company management for their fuel storage area. Inspections included all instrumentation, pumps, piping and switching stations. I also performed all aircraft handling accident investigations and reported findings to company management.

UNITED STATES NAVY, CV-61 USS RANGER - 1984-1988

Progressed from E-1 Airman Recruit t E-5 Second Class Petty Officer, served as an Aviation Fuel Maintenance Technician, Work Center Supervisor and Divisional Safety Petty Officer. I directed coordination and scheduling of all maintenance performed as well as administration support for the JP-5 fuel system. I conducted on-the-job and formal training for all work center subordinate workers. As Divisional Safety Petty Officer, duties included inspecting and managing the steam, electrical, and pressurized liquid and gas systems. Assisted the Gas-Free Engineering Department inspecting and testing all confined spaces for toxic or explosive vapors. Responsible for issuing work authorizations and "hot-work" permits. Conducted and filed formal written reports of accidents and near-miss incidents and was directly accountable for resolution of problems outlined in those reports. Served as primary Safety and Quality Assurance Liaison for V-4 Division between the Department of the Navy and the Civilian contractors during all phases of repairs in shipyard re-construction.
