Leadership: Provide an effective leadership and direction to the top management on various offshore projects, acceptable standards.
Policy, Target & Objectives: Ensure that the marine department Policy, targets and objectives for the year are formulated and reviewed for shipboard officers, crew and onshore support staff.
Maritime Regulations: Ensure that the local and international regulations such as SOLAS, MARPOL, STCW, ILO (MLC), IMO Conventions, classification, flag administration rules and other applicable regulations are properly and timely implemented on board and onshore. Ensure that the marine vessels are operated with the best maritime practice in compliance with the company and client rules and procedures, and in accordance with the local and international laws and regulations; to ensure compliance with the company procedures and policies in accordance with the requirements of the ISM Code and the ISO Standards.
Vessel Movement Procedure: Review and approve vessel movement procedure in coordination with ADMA/Other authorities before finalizing Passage or voyage plan by the shipboard officers in command.
Shipboard Management Procedure: Review and approve shipboard management procedure both technical and administration for different types of marine vessels to regulate uniformity and discipline onboard.
Risk Assessment (RA): Review and approve risk assessment for the various operations onboard besides offshore marine construction operation with various equipment sea fastened onboard.
ISM/ISPS/MLC: Analyzing working practices, writing reports, detecting deficiencies and non-conformities. Ensure proper implementation of the ISM/ISPS codes both on board and onshore. Ensure a reliable connection between the top management of the company and shipboard management and supervise operation of ships, monitoring ship safety and pollution prevention aspects of the operation; Ensure that an adequate resources and shore based support are provided to maintain international standard for the safe management and operation of ships and for pollution prevention; Introducing and monitoring corrective measures in cooperation with the operation management including Marine superintendent, port Master, port engineer, and ship’s command; On board inspection, careful assessment of ISM Forms received from different vessels, revisions of the safety management system Manual, checklists to conform to new requirements, follow up on ratification progress of upcoming regulations and development of training tools to assist shipboard officers and crew besides arrangement for the continuous familiarization of shore support staff on new regulation. Provide necessary support for the investigation of marine incidents and accidents or near miss conducted by Designated Person Ashore (DPA) and HSE Manager.
ADNOC/ADMA/FLAG/CLASS/Other Surveys: Keeping track of vessels inspections and the upkeep of an auditable database of all inspections. Demonstrated ability in strategic planning and successful implementation of startup projects in Middle East, Abu Dhabi (SARB ISLAND) liaising and coordinating between Owners, Managers. Ship Document Audit: Conduct ship document audit onboard and onshore from time to time in order to ensure that the ship documents are revalidated and obsolete documents are removed from the ship document file.
Internal/External SMS Audit: Ensure that the internal/External Safety Management System Audit is conducted as scheduled in coordination with the Designated Person Ashore (DPA) Office.
Planned Maintenance System (PMS): Provides support to marine & technical related matters with prime function for planning and coordinating the inspections requirements of all our fleet vessels, tugs and the barges utilized on the company business. Regularly supervise on-going maintenance schedule of all propelled vessels and ensure weekly reports are provided on timely basis;
