Project Coordinator for a wide range of applications. As coordinator was responsible for analysis, design and ensuring that the final product met the needs of the users. Worked closely with the users during all phase of their project. At various times assigned and managed the work of eight programmer/analysts. Some major projects were:

Did a systematic write-off of income tax accounts receivable. Designed and implemented new subsystem to remove old inactive accounts from current accounts receivable according to user supplied criteria. Supervised team of four programmer/analysts for project.

Allowed taxpayers to specify a direct deposit option for their income tax refunds. Specified changes to IL1040 system. Coordinated data flow from the electronic filing system, through the income tax front-end system, into the IL1040 system, and then on to the State Comptroller’s refund generation system.

Coordinated year 2000 changes in IL1040 system. Selected year 2000 conversion method, assigned program and file conversions, and documented issues for year 2000 committee. Supervised team of eight programmer/analysts for project.

Designed and implemented system to compare IL1040 records with US1040 records. System identifies non-filers and under-reporters, generates correspondence, and provides management reporting. Supervised team of six programmer/analysts for project. Project used DB2 database and APS on-line CICS code generation.

Designed and implemented a time keeping reporting system for personnel department. System received input from State time keeping system and stored it in a DB2 database. Reporting was accomplished using QMF tool.

Coordinated conversion of refund warrants from paper into microfiche. Handled all communications between State Comptroller’s office who wanted records on microfiche, the Secretary of State’s office who generates the microfiche, and Revenue who generates the refund warrants.

Designed and implemented a system to gather information from various State and Federal sources for use in collection of delinquent taxes. System took data from these sources, stored it in VSAM files, and accessed it for batch and on-line reporting. System used APS for on-line CICS code generation.

Designed and implemented a PC/Mainframe system to systematically handle bad checks for income tax. PC system was written using dBase IV and provided data entry, batch balancing, data storage, correspondence, and management reporting. Mainframe system provided editing and systematic offset of payments. Interface between the two systems was done through bulk file transfer.

Designed and wrote a program to calculate unreported interest owed on sales tax accounts for management research. This was the first systematic calculation of sales tax accounts. Program was written using APS batch code generation and used a DB2 database as the information source.

Designed and implemented a test data generation system for sales tax. Project used APS on-line CICS code generation.

Participated in pilot project for APS product and DB2 database. Was solely responsible for the DB2 database design and implementation. Also did half the APS on-line and batch programming.

Worked on three separate hardware conversion projects. Was responsible for the program conversion of the IL1040 system when it was migrated from a Univac 90/80 system to an Amdahl system using the MVS/XA operating system. Supervised seven programmer/analysts for this project. Converted the sales tax JCL for the same hardware conversion. Was responsible for the entire conversion of an accounts receivable reporting system from a Univac 1100 system to the MVS system.

Was part of the technical team investigating new hardware and software to replace aging Revenue computer systems. Attended presentations and reviewed documentation from six computer vendors. The vendors were Burroughs, Univac, NCR, Digital, Honeywell, and IBM. Wrote findings on suitability of proposals, concentrating on issues involving data structures and COBOL.

During this time-frame have also been responsible for programming complex systems using COBOL II, CICS, DB2, VSAM, and APS.
