5.Sindh Basic Education Program - Milestone Monitoring Services for Construction of Schools in Flood Affected Areas of Sindh:

Scope of Works:

The Sindh Basic Education Program (SBEP) aims to improve the educational system and related infrastructure in Sindh. Under an agreement signed with the Government of Sindh (GoS) in September 2011, USAID will provide US$ 81 million to GoS for the construction of around 150 schools in various districts of Sindh.

The planning and design of the new schools is being undertaken by M/s. Halcrow, who is designated as the Architect-Engineer Services Task Order Contractor (AETOC). The AETOC will also be providing construction supervision services and act as the “Engineer” during execution of construction contracts. Fourteen construction packages are anticipated with each package consisting of a number of schools.

In order to verify and monitor the achievement of payment milestones, identified in fixed amount reimbursement agreements (FARAs) between USAID and GoS, USIAD has appointed NESPAK as its contractor to provide the requisite architect-engineer services. NESPAK will perform the services in association with Associates in Development (AiD) and Technology & Resource Development Pvt. Ltd. (TECHRED).

NESPAK’s scope of work comprises of verification and monitoring of construction milestones for the schools to be constructed under the SBEP. Each school in each construction package will have pre-determined milestones, mutually agreed upon by USAID and the GoS. Project is ongoing and Consultancy Fee is Rs. 143.5 million.

NESPAK's scope covers design and tender documents for 12 construction packages and Field Design Support Services for all airside and landside infrastructure works for this project which includes Departure Level Bridge, Under Passes, Retaining Walls, PTB Link Bridge, Water Works, Reservoirs, Treatment Plant, Lift Stations, Water Tower, ATC Complex, FCR Building, Radar & Radio Building, Airfield Lighting, Vault Stations, Sub Stations, Hydrant Refueling System, NAVAIDS & ATC Equipment Landside Roads, Drainage and other Infrastructure Facilities. Project estimated cost is approx. Rs. 90 billion. Airside Infrastructure, Landside Infrastructure and other work packages are under construction while few packages are nearing completion. Also provided construction supervision services for a period of 3 years. Presently providing Field Design Support Services to CAA. Fee for Consultancy Services is around Rs. 260 million.

Scope of Works:

The earlier planned expansion works, in year 2013, were not implemented by Civil Aviation Authority (CAA). In year 2015, CAA has again planned the expansion of Existing Passenger Terminal Building (PTB) at AIIAP Lahore. The main objective of this expansion is to undertake major expansion of the existing Passenger Terminal Building (PTB) to enhance its annual passenger handling capacity from 6.5million to around 20million with world class facilities to cater for the requirements for the next 15 to 20 years.

The scope of works includes Master Planning, Detailed Design and Supervision Services the expansion of Passenger Terminal Building and Allied Facilities, Pavement Works including Link Taxiway & Apron, Passenger Boarding Bridges, Airfield & Apron Lighting, Car Park and other related Infrastructure facilities including storm drainage, water, sewerage, fire fighting, electrical and communication networks.

NESPAK in JV with Foreign Consultants, UK based, is provisionally pre-qualified and presently developing schemes/options for Expansion of Terminal Building for being approved by Competent Authorities which is mandatory for pre-qualification procedure.

Scope of Works:

Bacha Khan International Airport (BKIAP) Peshawar is a major CAA airport, serving the provincial capital and surrounding region. Its Passenger Terminal is congested and is inadequate for proper and smooth operations. The passengers and functionaries are facing difficulties due to shortage of space. Therefore, CAA has decided to expand the facilities at the existing Terminal Building to provide relief to the passengers and functionaries for smooth operations.

CAA has awarded the Consultancy Services for planning, design and supervisions of Renovation and Expansion works at BKIAP Peshawar to NESPAK which includes development of new Domestic Departure and Arrival Areas and conversion of existing Terminal Building into International Departures and Arrivals with Expansion of Arrival Lounge/Departure Lounges, Check-in Area, existing Public Concourse on the Landside and remodeling of Toilets and Offices/Facilities/Services, remodeling of Baggage Conveyor Belts, relocation of existing utilities etc. NESPAK completed Design and submitted Final Bid Documents to the Client. Project Cost was Rs. 2 billion and Design Fee was Rs. 25 million.

9.Expansion of Lounges in Passenger Terminal Building at Allama Iqbal International Airport (AIIAP) Lahore (2013):

Scope of Works:

Allama Iqbal International Airport, Lahore is the country’s second busiest airport. In case more than one flight arrival at the same time, extensive overcrowding, congestion and long queues are noted in the Immigration Hall. This causes passenger discomfort and inconvenience.

In order to resolve the problems at the Immigration Hall, Pakistan Civil Aviation Authority plans to extend the International wing of the Terminal Building. Civil Aviation Authority (CAA) has awarded NESPAK the Consultancy Services for Planning & Designing of Expansion of Lounges at Allama Iqbal International Airport (AIIAP), Lahore. NESPAK has prepared design and bid documents for Extension of Terminal Building (Arrival & Departure Lounges). This additional area will greatly enhance the comfort level at the Immigration Hall and result in a smooth processing of international arriving passengers. The extension at Level 2 will provide additional space for Immigration counters for departures as well as for security control. NESPAK has prepared and submitted Final Bid Documents to CAA but the project was not implemented. Project Cost was 225 million and Design Fee was Rs. 8.0 million.

First phase i.e. site protection works have already been completed in 2015. NESPAK has completed design and submitted Bid Documents to CAA. NESPAK Fee for Design Services is Rs. 131 million.

This project was also being carried out in joint venture with ADPi, France. Scope of works consists of complete and comprehensive development of new Air Traffic Control Tower Complex at Jinnah International Airport, Karachi from inception of design to commissioning of the project for full scale regular operations. The project scope in actual terms would be two-fold:

Planning, Design & Construction supervision.

Hooking-up of the New ATC Complex with other existing services/components.

For providing above specified services, CAA advised NESPAK to carry out detailed study & analysis of existing related services, detailed programming for hook-up with the new complex including Air Field Lighting, CNS/ATM equipment. Project NESPAK has prepared and submitted Concept Designs to CAA after which the project was abandoned by the Client. Design Fee was Rs. 7.2 million.

1.Pakistan International Container Terminal (PICT), East Wharf, Karachi Port:

Scope of Works:

PICT is the only private container terminal in Pakistan sponsored and owned by Pakistanis. It is the first port infrastructure project in Pakistan financed by International Finance Corporation (IFC) the private sector arm of World Bank.

PICT Container Terminal is a fully established and modern Container Terminal having an approx area of 200, 000 Sq.m and has a quay wall of 600m. PICT is located at Berths 6-9, East Wharf, Karachi Port. PICT Container Terminal is developed in three phases.

The Terminal is being operated in the private sector on Built, Operate & Transfer (BOT) basis. The Terminal is spread over an area of 210,000 m2 and has 600 m of quay frontage. The Terminal is designed to handle 150,000 TEU’s per annum in the first phase of its development. Ultimately, it will be able to handle over 350,000 TEU’s per annum.

The terminal is equipped with modern container handling equipments including 06 nos. of ship to shore (STS) quay side gantries, 20nos. rubber tyred gantries (RTG), 15 nos. reach stackers and other container handling equipments. The terminal has 250 fixed reefer outlets for handling refrigerated containers.

Also acted as Engineer’s Representative for a brief period of time.

Activities:

As Construction Engineer responsible to supervise, check and monitor quality of works as per drawings & specifications. The responsibilities also included preparation of progress reports, Assessment of Quantum of works, checking of claims & extra items and preparation of physical as well as financial status of works. Construction of PICT Container Terminal carried out in three different phases. I have joined PICT at beginning of Phase-II works and continued working on this project till completion of final phase i.e. Phase-III works.
