Terms of Reference:
Provide administrative, technical and support services in compliance with the FDA & BFAR’s rules and regulations for the implementation of GMP & HACCP of a processing plant facilities for success implementation of the company in Importing and Exporting the company’s Eel product.
Supervise and provide all technical support services in the project as well as the processing of Export permits and all important documentation of the project;
Conduct monitoring of plant personnel and all facilities, training, dissemination of information, and general administration of the CARC site assignment in coordination with the Japanese supervisors and project over-all Operations Manager;
Conduct and prepare daily monitoring of Eel in accordance with the Japan Accreditation System (JAS) for product export compliance during shipment period as required before exporting our Eel product to Japan;
Preparation of all project reports and all technical concerns queries needed by the Japanese Board, JAS, Public & Private partners and Buyers in connection with the project implementation and other concerns;
Perform all project job and other functions as may be assigned by the Project superiors and Japanese Boards

Terms of Reference:
Provide administrative, technical and support services in coordination with BFAR XIII & Provincial office for the success implementation of Philippine National Aquasilviculture Program (PNAP) of the following project components;
-Rehabilitation of Mangrove Resources
-Establishment of Aquasilviculture
-Establishment of Community-Based Hatchery
-Stock Assessment and Monitoring of Lying-in Hatchery of Blue Swimming Crabs in Butuan Bay (Research component).
Provide support services in the organization and documentation of project team and other special meetings;
Conduct training, dissemination of information, and general administration of the Aqua silviculture site assignment;
Promote environmental awareness, value formation, team building, gender awareness and related technical aspects in the project implementation;
Help ensure the appropriate, accurate, and timely payment of financial obligations to project beneficiaries;
Conduct monitoring of crustacean catch and documents other related technical aspects in the project implementation (research component);
Preparation of all project reports and all queries needed by the funding agency and CSU in connection with the project implementation;
Conduct monitoring and canvassing in coordination with CSU supply office of all purchased request equipment tools & materials needed to ensure/fast ruck the procurement process and project implementation.
Prepare/present annual project report accomplishment for yearly status update forum by the BFAR regional and National division.
Assist all project monitoring and assessment as requested by the DA-BFAR-funding agency, CSU-implementers and other related agencies.
Perform tasks related to the preparation of the consortium’s promotional materials, reports and other materials.
Preparation of Project Terminal/Final report for submission and publication.
Perform all project job and other functions as may be assigned by the Project Coordinator/CSU VP Research from time to time.

DUTIES AND RESPONSIBILITIES:
Responsible for the procurement of Site/Office Required resources i.e. the Construction Materials, Construction Equipment, Tools, Site & office Supplies and other Engineering Services directly & indirectly intended to carry out civil works for the construction of the Project.
In general, the purchasing is made responsible for maintaining the major procurement factors which should be considered in all purchases;
1. Quality – the kind of good desired that meet specifications required.
2. Quantity – the amount or volume to purchased.
3. Time – lead time allowed for the delivery. The target date which the items required
should be considered.
4. Price – which is considered as fair price.
5. Vendors/Suppliers – which can provide the four aforementioned factors.
Project Managers and/or Japanese Managers may recommend which vendors to
choose from.
Procurement
Preparation/Receives approved Materials Requisition Form from end-users.
Responsible for obtaining price quotations/price canvassing of materials, other inquiries and for sourcing of potential suppliers (Local/ Foreign Purchase)
Analyze/negotiate supplier/vendor on the right price, material specifications in accordance with the DPWH standards set both by the company and assigned Consultant inspectorate team for quality control of needed materials and other terms and conditions of the procurement.
Suppliers/Vendors Selection (Base on approved canvass by the Project Manager/Japanese Staff
Prepare/Places Purchase Orders.
Follow up Orders/Incoming deliveries, Coordinating with Warehousemen/ receiving clerk for proper reconciliation of deliveries of P.O issued to the vendor/supplier.
Coordinating with the inventory clerk in ensuring that level of inventory for the fast moving items is maintained at desired minimum.
Process/follow-up Purchased materials Invoice, Receipts, Mill certificates to Accounting In charge for timely payment according to its vendors credit term.
Prepare outgoing communication letters to supplier regarding materials and other concern matters.
Maintain updates on price escalation records of purchased items, constant evaluation/assessment on vendor’s performance and filling of all important purchasing files incoming & outgoing records.
Attend regular meetings for the status update of materials needed and work closely with the end-user and other Japanese staff/in-charge.
Arrange meeting and appointment schedules for The Japanese staffs as well as hotel and flight booking if needed.
Acts as liaison with the Japanese staff and prepares and maintains important records both departmental and personnel for safe keeping.
