I am a self-motivated and disciplined professional with training and program management experience. I thrive on challenges and receive great satisfaction from helping others. My objectives are to find a position that allows me to exercise and hone my skills and abilities.

My job experience includes 37+ years in the Air National Guard (ANG) during which I excelled at developing new policies and programs to improve functional and safety processes. I interacted with other branches of the military, as well as various government and civilian agencies regarding the implementation of policies. I have consistently met established deadlines and am adept at multitasking. I have a thorough understanding of aircraft maintenance functions, as well as in-depth experience of putting together teams to meet critical maintenance needs across the Air National Guard and the US Air Force. These teams have consisted of aerospace specialists and civilian contractors that have provided either surge capability or specialized focus for maintenance needs. I developed the Air National Guard Crash Damaged, Disabled, Aircraft Recovery program (CDDAR), which has been singled out as a benchmark program that is now a known U.S. Air Force standard. The Air National Guard CDDAR program has trained over 300 students a year since 2008. In conjunction with the CDDAR program, my education as an Emergency Manager has provided me with a unique overview of establishing specialized teams to meet specific needs.

I hold a current Secret Security clearance. I am trained and certified as a Contracting Officer Representative (COR) and worked closely with NGB Contracting for implementation and monitoring of assigned contracts with a value of over $6 mil. I have extensive experience in building Statements of Work (SOW) and preparing financial plans for various aircraft maintenance programs. I was also responsible for creating and managing the ANG Regional Paint Facility in Sioux City, IA. This facility was needed due to increasing environmental restriction that limited individual locations the ability to paint large areas. This facility has saved the ANG over $35mil since 2001, mainly due to the savings from the previous costs of utilizing the AF Maintenance Depots. Michael Terwilliger

MAJCOM Functional Manager (MFM)/Functional Area Manager (FAM) for Fabrication/Egress, Propulsion Career Fields

• Developed the standard for ANG Aircraft Maintenance Manager and oversight of all personnel and equipment in the assigned functional area

• Write and review policy

• Create education and training materials and policies for aircraft maintenance personnel.

• Provided maintenance assistance and guidance to 88 ANG flying units.

• Developed and monitored command policies and procedures through compliance of Occupational Safety and Health Association (OSHA) requirements.

• Ensured units had proper facilities and equipment, to comply with environmental regulations.

• Represented NGB/A4M on the Hazardous Material Management Program (HMMP) Team.

NON-DESTRUCTIVE INSPECTION TECHNICIAN

• Performed technical non-destructive inspection by examination of equipment, parts, components, and pressurized systems of aircraft, helicopters, engines, and aerospace ground equipment.

• Operated infrared, ultraviolet, fluorescent, penetrating liquid, electrical current, magnetic field, x-radiographic and ultrasonic equipment and techniques to observe, measure, and detect discontinuities, flaws, and other defects such as cracks, inclusions, voids, blow holes, seams, and laps not discernible by orthodox visual methods.

• Evaluated physical state of materials, sort metals according to alloy, temper, conductivity, and other metallurgical factors. Inspected metals and/or composites to discover very fine discontinuities near surface, flaws or defects in substance or composition and/or structure of substances, relative depth of flaws, integrity of pressurized systems, and to measure thickness of materials. Maybe required to maintain inspection equipment.

• Interpreted and evaluated inspection methods in terms of parts, components, or pressurized system serviceability by analysis of indications such as ultrasonic wave radiation travelling through, or being reflected, refracted, or absorbed by metallic or non-metallic material to detect discontinuities and relative depth of discontinuities, variation in electrical characteristics, and/or energy losses. Interpreted visual results of seepage, dye colors, or fluorescence. Measured fire and heat damage by conductivity application and recommends rework of electromagnetic metals.

• Performed inspection and evaluation in the NDI laboratory, using a wide variety of NDI methods of various types of aircraft, associated equipment, and components. Utilized methods such as penetrates, magnetic particle, eddy currents, ultrasonics, radiation, and theory of standards. Evaluated test results and methods as to compliance with applicable specifications.

• Established new techniques and methods of inspection for application of Non-Destruct Inspection (NDI) procedures by extensive study of inspection techniques and methods, which may be applied to a given problem.

• Observed strict safety precautions, procedures and practices while conducting inspections using radioisotopes or x-radiation. Responsible for the safety of all personnel while conducting inspections and recorded all radiation emission levels.

• Accomplished process control inspection of all NDI methods to insure compliance with military specification standards.

• Maintained strict adherence to EPA requirements, including local and State regulations, for the maintenance and disposal of potentially hazardous waste products.
