CHIEF OF STAFF, JOINT TERRORISM ANALYSIS CENTRE (JTAC) JUL 12 - MAY 14

Senior JTAC Management team member and Senior Military Representative within the UK Security Service in London. (JTAC independently sets UK Threat levels for British interests, both at home and abroad).

Regularly briefed and advised on potential terrorist threats and incidents at senior UK Government level, including the Home Secretary, in COBR.

Led the UK’s risk based terrorist threat assessment special projects teams for the Para Olympics London 2012, the Sochi Winter Olympics 2014, the G8 and the NATO summits in Wales and the Commonwealth Games in Glasgow in 2014. Accurately set realistic UK threat levels, reducing expenditure on security for all these events, and for Team GB involvement in them, by circa £12 million.

Successfully managed, the manning, training, development and personal performance of 120 staff from 14 different security and security related organisations, all with different HR systems.

Lead JTAC’s IT, Duty Officer and security teams, successfully introducing two new IT systems.

Sound management of a budget if £2.5 M and the legal aspects of the organisation.

Owned, exercised, developed and revised JTAC’s Crises Management and Business Continuity plans and successfully introduced the new UK security marking system into the organisation.

Acted as a key interlocutor with similar organisations from the ‘5 eyes’ intelligence community.

MOD Strategic regional lead for N Africa. Responsible for the Defence Engagement and development of bi-lateral relations with the countries of the Maghreb, including Counter Terrorism.

Played a key advisory role to the UK Chief of the Defence Staff during the planning and execution of operations in Libya during the Arab Spring, including the initial extraction of UK oil and gas workers in both Libya and Tunisia.

Led the UK MOD Strategic SWOT analysis for Libya to guide the development of the UK strategic military operational plan, which resulted in the removal of the Gaddafi regime.

Provided responses to Parliamentary Questions concerning UK’s Defence relationship with the Gaddafi regime prior to the Arab Spring.

Liaised and worked in close collaboration with UK and in-country national security services to provide Counter Terrorist capacity building training and help rebuild the UK’s Intelligence and Security relationship with the countries of the Maghreb.

BRITISH DEFENCE ATTACHÉ ALGERIA, LIBYA AND TUNISIA AUG 05 -NOV 09

Chief of Defence Staff’s in-country representative for Defence Intelligence, Defence Diplomacy and Defence Sales. Role to rebuild UK’s Intelligence and Security relationship with Algeria, Tunisia and Libya after 30 years’ representational absence.

Successfully facilitated UK overseas security service access to the Algerian, Libyan and Tunisian internal and external security services.

Re-established the British Defence Staff within the British Embassy in Algeria.

Rebuilt the UK’s Defence and Defence Sales relationship (enabling award of a key contract for Augusta Westland).

Acted as the Embassy Post Aviation Security Officer (PASO), during the initial ban on liquids on aircraft.

REGIMENTAL SERVICE - OFFICER ROYAL MARINES COMMANDOS AUG 05- MAY 85

Command of up to 170 Royal Marines both on deployed operations in Kosovo, Northern Ireland and Iraq and on training deployments worldwide, including inside the Arctic Circle in Northern Norway, the Bruneian and Belizean jungles.

Languages - French (fluent), Italian (colloquial), Arabic (basic).
