I am charged with developing and managing the asset management program from acquisition to disposal of assets owned, leased or maintained by the Maritime Administration Headquarters, U.S. Merchant Marine Academy, New York, three Division Operations Offices, Atlantic, Gulf, and Pacific, National Defense Reserve Fleets Field Operations Offices, James River, Virginia, Beaumont, Texas, Suisan Bay, California, and Fire Training Center, Ohio.
The types of assets include Computer Equipment, Furnishings, Motor Vehicles, Cranes, U.S. Coast Guard Utility Boats, Barges, Supply Ships, Container and Freighter Vessels. Managing and maintaining the monthly inventory reporting activity for asset accountability including fixed, capitalized and constructions In Progress (CIP) as well as Plant Property and Equipment (PP&E) A-123 for reconciliations.
Initiated and led meetings with multiple entities including MAR groups (internal Maritime Administrative offices) Acquisitions, Accounting, Office of Secretary of Transportation (OST) CENOTRACK the Agencies Personal Property database administrators in addition to ESC representatives of DELPHI the Agencies financial database. Attendees include, Executive Director, Associate Administrators, Directors, Chiefs of Divisions, Supervisors and Staff. I have a direct report from 63 Property Custodians.
Developed training programs and provided training in the classroom environment and via Webcast in addition to organizing and leading Webcast meetings. I have supervised and evaluated existing and anticipated staffing needs based on organizational goals and objectives while providing asset management training in receipt, adding, transferring, removing excessing and disposal of property and equipment. I have developed and implemented short-term and long-term staffing plans.
I have assessed asset management programs, identified issues, systems errors in tracking and accountability as well as the lack of alternatives and options and provided sound immediate, simplistic solutions which have resulted in significant strides in accurately accounting for inventory of personal property and identifying millions of dollars in excess Property, Plant, and Equipment and its removal from departmental annual financial statements.
Researched, recommended and presently leading an effort to migrate the current tracking and accountability database into a new accountable tracking system which offers the Agency a greater level of accuracy, efficiency, effectiveness and reliability at a fraction of its current cost.
Developed updates of Maritime Administrative Orders (MAOs) and establishing Standard Operating Procedures (SOPs).
I have established performance standards and held staff accountable for meeting those standards. I have ensured work was appropriately delegated and staff received regular constructive feedback and coaching toward goal attainment while providing staff with appropriate opportunities for career development and/or advancement and encouraging the active participation of staff in planning, decision-making, identified and implementing methods to improve manager and staff productivity through annual Headquarters program areas and field offices visitation.
Developed the Agency seating assignment; AutoCAD Floor Plan realignment, office, cubicle designation and Access employee, facilities and storage listings database. Developed both buy-back and computers for learning programs and utilized state, federal and non-profit organizations to provide the Maritime Administration with assistance for best practice in reducing the Agencies electronic, computer, vessels, furnishings and equipment footprint through GSA's Excess, Green program, Exchange Sales, Inter-Agency Transfers, State Agency for Surplus Property (SASP), UNICORE, USPS and the Stevenson-Wyler Technology Innovation Act which provides for the needs of the laboratory, agency, or department to an educational institution or nonprofit organization to conduct technical and scientific education and research activities.

Inventory Management Specialist logistics
Duties, Accomplishments and Related Skills:
Responsible for inventory control and logistics operations for the National Library Services ft/ BPH, Inventory Management Section (IMS). Participate
in evaluating criteria to assess program effectiveness in order to identify problems, deficiencies, user capabilities and needs.
For example, monitor effectiveness of automated systems for tracking local, international and global transactions and recommend changes or adjustments for operational improvement. Provide technical and procedural guidance for well precedent logistics issues, in compliance with Federal regulations and OSHA approved policies and procedures.
Recommend approval of payment. Regularly schedule briefings to keep staff informed on issues related to commercial carriers. Resolve problems related to shipments. Coordinate activities with carrier services and various commercial express freight and trucking firms.
Provide detailed logistical support for assigned programs, prepare and maintain all records relating to the logistic activities of the NLS. Inspect property and equipment items for damage, missing parts and assign control numbers (bar codes) to serialized equipment and controlled items. Coordinate clerical staff assistance and administrative support in preparing a variety of documents or projects related to logistics operations.
