I earned my bachelor of arts degree in zoology from the University of Hawaii at Manoa in 1981. I have over 30 years of experience in the field of laboratory analysis, environmental operations and wastewater management in both the governmental and private sectors. For 16 years, I served as the Sanitary Chemist and Operations Superintendent for the County of Maui wherein I was instrumental in developing the Pretreatment Program, the Wastewater Reuse Program, Sludge Disposal Program (precursor to the Federal Code of Regulations Chapter 503), Laboratory Quality Assurance and Quality Control Program, and was a team negotiator on behalf of the County of Maui in negotiations with the U.S. Environmental Protection Agency and the State of Hawaii Department of Health regarding regulatory issues relating to an issued Administrative Order by the State of Hawaii and a Consent Decree issued by the EPA and the State of Hawaii. I also served a six month term as the interim Division Chief of the Wastewater Division for the Public Works Department for the County of Maui. I have extensive knowledge in the areas of environmental regulations and sit on the State of Hawaii’s Department of Health’s Ad Hoc Technical Advisory Committee and Ad Hoc Health Committee, and represent the private sector as a Board member on the State Department of Health’s Statewide Training Center. I was actively involved in the formation of the State’s Guidelines for reuse of treated wastewater effluent which is now a part of the Hawaii Administrative Rules, Chapter 11-62. Wastewater Systems. After my employment with the County of Maui, I served as Operations Manager for Aqua Engineer’s Inc. where I oversaw 28 wastewater and water treatment systems and managed a staff of approximately 50 employees statewide.

I held the position of Vice President/Operations of the South Kohala Water Corporation from august 2002 to June 2014 where my role covers all aspects of managing the operations of the Company. I have also held the position of Vice President/Operations of the Company’s former affiliate PUC-regulated wastewater company Makena Wastewater Corp. I currently work with the South Kohala Water Corporation as their consultant through my business, J2NC Environmental Solutions LLC (Founded in 2002) Interests:

1. Raising tropical fruit trees for consumption – Numerous fruit trees (30+) from exotics to local varieties.

2. Bred and raised tortoises and turtles for 2 decades. 3. Avid spearfisherman (40+ years)

4. Fitness practitioner.

5. Table tennis.

6. Metal fabrication, welding, blacksmithing, machine work. 7. Love riding my Harley.
