As a senior HR professional, I have provided expertise and support to a variety of organizations on a full time basis for over 25 years. National Research Council May 2014-Current

As member of labor relations team, manage difficult labor relations files including providing guidance, consultation and advice to management on a full range of labor/employee relations issues (employee performance, attendance, discipline, harassment, discrimination, duty to accommodate disabled persons, lay-off etc). Interpret and apply collective bargaining agreement, employer policy, law, jurisprudence and regulations. Represent the Council in grievance hearings, mediation, and arbitration hearings. In addition, acting as Chief Negotiator, Collective Bargaining (first chair) manage all aspects of labor negotiations and represent the Council in collective bargaining matters for 4000 employees under 6 collective agreements. Draft employer proposals and counter proposals. Key Accomplishment: Bargaining is still in progress: key accomplishment to date is development of strike management governance and approach and employer proposals.

Treasury Board Of Canada Secretariat June 2012-April 2014

Provide HR expertise to development and implementation of new Employee Performance Management Program covering the Core Public Administration (200,000+ employees). Develop tools and guidelines to ensure common approach to employee performance management. Participate in union consultation. Design and deliver two separate workshops to assist managers and employees in the new requirements and to develop skills for effective performance management. Provide guidance, consultation and advice to managers on implementation of effective performance improvement plans under the program. As a subject matter expert, speak about employee performance management at large events to develop and maintain engagement among both manager and employee audiences. Key Accomplishment: Delivered training to 1500+ managers across the country with exceptionally high satisfaction ratings.

Public Prosecutions Service Canada October 2013 – August 2015

Provide guidance, consultation and advice to senior management in the resolution of complex human resources issues within a specific directorate. Issues involve multiple harassment and human (civil) rights complaints. Advise and represent management in both formal and informal conflict resolution efforts (grievances, mediation, arbitration). Prepare management responses and briefs to human rights and harassment complaints before third parties. More specific details on request. Status of Women Canada February 2013 – April 2015

Ongoing coaching to senior manager in resolution of difficult human resources issues including chronic absenteeism, poor performance, harassment, and duty to accommodate disabled employees. Develop and provide training sessions on employee performance management. Deliver follow on coaching to managers dealing with specific performance issues, including performance improvement plans. Natural Resources Canada January 2012 – June 2013

Provided support in the establishment of the new Workplace Health Branch. Develop business case for new organization and advise on organizational structure. Revise employer policies on health and safety, informal conflict management, awards and recognition, and duty to accommodate persons with disabilities and provide managers with assistance in applying new requirements. Develop new policy and directives for department Awards and Recognition program. Establish performance measurement and accountability framework for branch. Key Accomplishment: Developed and implemented new, well regarded employer directive on Automated External Defibrillators in the workplace.

Public Health Agency April 2010 – October 2012

Provided both operational and corporate employee relations support to the Agency at a senior level. Work included conduct of harassment, disciplinary, and administrative investigations and preparation of reports and recommendations, as well as disciplinary and termination actions. Advise, counsel and support managers in performance and attendance management, duty to accommodate disabled employees, collective bargaining application and policy and procedures, Prepare employer proposals and counter proposals for resolution of specific labor relations related issues. Developed and provided workshops on managing poor performers, duty to accommodate, and attendance and leave management and employee discipline. Parks Canada Agency November 2007 – March 2010

In 2007, represented the agency in efforts to conclude first essential services agreement including drafting proposals and counter proposals. Joined the Agency in 2008 as Manager of Corporate Labor and Employee Relations. In that capacity, managed team responsible for policy development and implementation, advice and recommendations on complex human resources issues, collective agreement interpretation, final level grievances and arbitration, national union consultation, development and monitoring of employee relations metrics. Supervision of corporate labor and employee relations staff. Key Accomplishment: Development of expedited complaint process for resolution of backlog of over 1000 outstanding job description complaints.

Department of Foreign Affairs and International Trade. November 2007 – June 2008

Draft new policies pertaining to employee complaint handling, leave without pay, employee discipline and performance management. Interpret and apply policy and guidelines. Prepare grievance briefings and response, and prepare materials for adjudication. Key Accomplishment: Developed new program and guidelines for the management of extended employee sick leave.

Public Service Management Agency June 2007 – September 2007

Provide advice and support to Public Service Modernization Act project office in assessing effectiveness of legislative change and preparing for legislative review. Key Accomplishment: Articulated performance indicators for labour relations programs.

Supreme Court of Canada May 2001 – December 2006 as needed

Conducted an audit of the staff relations function of the Human Resources directorate, including analysis of gaps and preparation of action plan to address them. Drafted new grievance policy and delegation of human resources authority to meet the Court's needs, and designed and conducted training sessions to support their implementation. Provision of general staff relations advice and counsel to the Director of Human Resources as well as directly to the Registrar, on matters such as exclusions and designations, strike management, and general staff relations issues pertaining to difficult and complex cases including several leading to termination of employment. Subject matter presentations to senior management committee on staff relations matters of interest such as absenteeism and employee performance management. Developed policies on Informal Conflict Resolution and new Supreme Court Awards and Recognition program. Policy review and amendment as required by Public Service Labor Relations Act. Completed HR Business Continuity Plans. Key Accomplishment: New policy and guidelines for the hiring and management of articling students.

Canadian Nuclear Safety Commission Various periods between June 2003 – January 2007

Research and advice to the employer in a first application for union certification: bargaining unit inclusion/exclusion, structure, etc. After union certification, designed and presented “Managing in a Unionized Environment” mini-course for managers. Training to senior management staff on new, first collective agreement. Provided advice and support in handling of specific, difficult labor relations cases.

Indian Residential Schools Resolution Canada August 2004 – April 2005

Advice and support to new federal government department. Proposed organizational structure for Human Resources Branch. Developed Departmental Delegation of Personnel Authorities and grievance procedure. Established employee performance policy and conducted associated training. Created departmental awards and recognition policy and program. Key Accomplishment: Equipped department with policy suite and tools for effective HR management.

National Energy Board January 2001 – April 2003

Provide research, advice and support in the conduct of a review of collective bargaining certificates. With legal counsel, recommended course of action that included filing for a review of the bargaining certificates. Determined best bargaining unit configuration based on community of interest criteria. Provided support to bargaining unit determination hearings. Key Accomplishment Matter decided in favour of the NEB.

Canadian Radio and Television Commission April - November 2000

Provided staff relations advice and support in the context of several difficult individual staff relations cases, one leading to termination. File review, jurisprudence research and case analysis, and the preparation of a management strategy and action plan to resolve the cases and move them forward. Monitored the action plan to ensure implementation and made adjustments to strategy as required by circumstances. Both cases successfully resolved.

Parks Canada Agency February 1999 - August 2000

Provided advice and support in the establishment of the new Parks Canada collective bargaining regime. Conducted detailed research and analysis on the nature and structure of work at Parks Canada in order to recommend strategic options for bargaining unit review. Identified proposed bargaining unit structure based on community of interest. With legal counsel, drafted application and proposed bargaining certificate wording, identified and prepared supporting evidence, and provided testimony in support of the application. Key Accomplishment: Favourable bargaining unit structure awarded.

Canadian Blood Services Transition Bureau 1998

Analysis and advice pertaining to bargaining unit determination, inclusion/exclusion, and bargaining certificate amendment process and requirements in 8 jurisdictions, in the context of the transfer of Blood Program from Canadian Red Cross to Canadian Blood Services. General research, analysis, and recommendations on a variety of human resource issues.

Prior to establishing my career as a contracted specialist, I held positions as follows:

Public Service Alliance of Canada 1992-97

Negotiate bargaining unit exclusions and essential services agreements in context of new legislative requirements/provisions. Represent the Bargaining Agent in mediation and arbitration of disputes. On behalf of the Environment Component, represented unionized employees in two government departments in consultation, grievance and complaints processes. Key Accomplishment: Brought first essential service case under new legislation: decision in favour of bargaining agent.

Canada Post Corporation 1987-1992

Labour Relations Advisor to five rounds of collective bargaining settled at different points of the negotiations process (direct negotiations, conciliation, strike, interest arbitration).
