Strategic Planning. Recruited by the General Manager to fill the newly created position of Manager,
Corporate Planning, and Analysis.
Directed a team of senior managers and external advisors in a strategically cross-functional business
project that developed options and plans to position the two North Carolina Power Agencies
for pending electric industry restructuring. Responsibilities included:
The identification of strategic options to limit stranded cost exposure, the analysis of generation and
distribution values in a market based environment.
The identification and analysis of divestiture and alliance/merger opportunities.
Developed the first competitive intelligence system to support the strategic initiatives of the organization.
Appointed by the Administrator of Southeastern Power Administration to represent Public Power on the
Southern Governor's Task Force on Restructuring the Electric Utility Industry.
Recruited by the Chairman of the Southeastern Electric Reliability Council and to be the first joint action
representative on its Executive Committee.

Power Supply Operations: Managed the development of the agencies:
Load forecasts and integrated resource plans.
Directed the analysis of benefits and risks associated with changes to the existing power supply contracts verses market pricing options.
Analysis of the potential market power exposure of recent investor owned utility mergers with
natural gas concerns.
Business Operations: Directed the development and implementation of the first integrated business
plan and budget system for the Agencies. The combined annual operating budgets for the two
agencies exceed $800 million dollars and are supported by a professional staff of 85 people. This
project reduced the man hours required to produce the annual budgets by 30, saving approximately
$3 million dollars annually.
Internal Auditor-Operations: 1990-1992
Manager responsible for operational audits, process analysis, and re-engineering studies.
Developed the first business plan and budget system that utilized Activity Based Management.
This work provided the platform that supports the annual business, budget, and strategic planning systems.
Administrator, Member Services: 1983-1989
Responsible for the development and management of the first member services provided to the
stakeholders of ElectriCities. Accomplishments include:
Developed the first preventative maintenance program for members and their industrial customers.
The development of the first statewide emergency response program for storm restoration,
implementation of the first municipal hazardous waste disposal, compliance audit program, and the first municipal lineman-training program.
Directed the expansion of the member services to the municipal electric systems located in Virginia and South Carolina.

Directed energy auditing services for municipal, cooperative, and industrial clients in Massachusetts,
Pennsylvania, and North Carolina.
Managed technicians located in North Carolina and Pennsylvania providing infra-red inspection
services to electric utility clients.
