Supervise multiple management and development staff that mainly work on the JAVA platform.
Responsible for the Project and Software Development Management for contracts varying in size from a few thousand dollars to several million dollars with multiple years. Mainly focused on Medicare, Medicaid and Health related contracts working closely with the Centers for Medicare and Medicaid in Washington DC. Managed two Department Managers, 3 administrative staff, 12 technical employees, and up to 35 applications development permanent and contract staff. Spearheaded relevant activities for the IT infrastructure and software architecture groups focused on ensuring the cost effective delivery of IT services and applications. Tracked and controlled an $8,300,000.00 IT budget that included subsidies from the US DoL. Established corporate goals related to technological implementations, development efforts, and systems integration. Initiated planning processes, strategies, and policies to assure effective utilization of resources and technology, as well as introducing Customer Service Methodologies. Championed the effort to become the first agency in the state to go virtual for both servers and desktops.
Led the development and implementation of a new Unemployment Tax system that was procured from the State of Minnesota and rewritten to Iowa standards and infrastructure.
This application was converted in-house from mainframe DB2 to client server Oracle, and completed within 24 months on a budget of $10,000,000.00, saving $10,000,000.00 to $20,000,000.00 over outside vendor implementation cost.
Applications Development team was twice recognized by the US Department of Labor as first in nation to have Federal DOL changes made for Unemployment extensions.
