Professional Experience

BAL INSPECTION SERVICES, Norman, OK. 2013 – PRESENT

OWNER / OPERATOR

Complete inspection services of residential and commercial properties for a variety of clients, Insurance policy survey, lending institutions local and National clients.

Actively involved in the development of new business, P&L, Policies and Procedures. Successfully grew the business customer base from initial start up to annual sales of $65,000.

Conduct various types of residential property inspections for numerous lending institutions to include occupancy verification, basic property condition (exterior and interior), insurance loss, and delivery of various customer generated documents including notices of eviction.

AECOM GOVERNMENT SERVICES, Fort Worth, TX 2008 – 2012

DIRECTOR OF OPERATIONS, PROMOTED TO GENERAL MANAGER, FIELD SERVICES (Retired)

Reported to the President and Chief Operations Officer for all P&L related issues, maintained effective supervisory methods and controls to ensure the delivery of a quality product in the most efficient, cost effective manner.

Led the proposal team; acted as the Capture Manager of various successful contract awards in excess of $200M.

Developed business client and financial base from Contract award to $500M in less than 36 months.

As a start-up division of AECOM, received an award of Contract Field Teams (CFT) in October 2008. Successfully priced a contract and was awarded six (6) Task orders within the first 120 days of Operations valued at $75M. The current contract value is at $280M.

Supervised a team consisting of two Program Managers, Human Resources Manager, Safety Manager, Quality Manager, and 2200 field employees at 17 locations worldwide.

Supervised 21 employees in the corporate Headquarters located in Fr. Worth, TX. Task orders include in excess of 2000 field employees conducting aviation maintenance on a variety of DoD platforms. Some examples include SWA Comb at Maintenance Operations in Afghanistan, Egypt, and Kuwait. Maintenance of Leave Behind Equipment in Kuwait,G-130 PDM, F18, T-39, T-38, A-10 UH 60, AV 8 Harrier, AH-64 Apache, CH-47, C-130, and CH-53, to name a few.

Reduced Workers Compensation Claim rate from 9.75% to 3.5% through extensive safety training, resulting in $3.5-million-dollar cost savings to employer. Also took the initiative to complete a 10-hour OSHA course further reducing Worker Comp cost.

Ensured that all field team work requirements were completed consistently and within established policies, contract regulations, schedules, quality, and safety standards.

Assigned and transferred qualified Managers and Technical personnel to build a team of experts that fulfilled all contract requirements.

Ensured that on-site production activities where in line with the customer representative and implementation of corporate policies.

Responsible for writing of all operating procedures to include Human Resources, Quality Assurance, and Safety Program policies / procedures, as well as ISO compliance and Flight and Ground Manuals.

L-3 COMMUNICATIONS, Oklahoma City, OK 1995 – 2008

SR. PROGRAM MANAGER

Held various positions including Site Location Manager, promoted thru the Quality Manager, Safety Manager, Program Manager, and Senior Program Manager positions.

Grew business base by no less than 12% annually while maintaining 16% margin. Successfully increased margins from 4% to 16% in less than 25 months, as well a significantly reduced Workers Compensation costs as there were no catastrophic events despite working many locations worldwide.

Oversaw the annual budget in excess of $300 million dollars including payroll and Contractor Acquired Property.

Increased revenue from a $10 million small site project in Kuwait to a $300-million-dollar program throughout the Middle East.

Managed and supported the US Army Supply Support Activity completing 250,000 supply actions a year.

Secured $20-million-dollar contract for the B-2 Bomber maintenance contract.

Ensured compliance of FAR’s, DFAR, and Coalition Forces requirements handling Time and Material, Firm Fix Price, and Cost Plus contracts.

Supervised the efforts of over 1500 L-3 Communications contract field team employees in Afghanistan, Kuwait, Egypt and Iraq; providing maintenance support to coalition aircraft deployed in the Third US Army / ARCENT (US CENTCOM Area of Responsibility (AOR)), while engaged in Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF).

Provided support to in excess of 480 US Army Centcom aircraft with an OPTEMPO of 90-110 flight hours per aircraft / month while maintaining a mission cap ability rate in the upper 80th percentile.

Monitored and controlled CAPR, Contractor and Government acquired property valued at $120M, including reporting to the Project Officer any abnormalities within the contract.

Provided management oversight for CAB support within Iraq and Afghanistan to include AH-64, UH-60, A.L.M. models, Ch-47 D’F and all OH-58, AH-1, CH-46 and CH-53.

Stateside operations included contract management of weapons systems such as the B-2, F-22 low

Observable coatings, large numbers of C-130 modification teams to include ALE 144, Missile warning

systems and Chaff and Flare, SCNS, PDM. Site management contained two AH-64 Apache sites to include Fort Know and Conroe, others included UH models.

Managed the maintenance of a variety of Army ground tactical vehicles at FT. Hood, Ft. Irwin and Ft. Bliss.
