Project HSSE ADVISOR I– ASSURANCE COMPLIANCE LEAD

Khazzan Gas Project, Muscat, Oman

The scope of work will include engineering, procurement and construction (EPC) of the central processing facility (CPF) at the Khazzan field. The CPF will include two process trains, each having a capacity of 525 MM. The project also includes an associated condensate processing system, power generation plant, water treatment system and all associated utilities and infrastructure.

Duties included but were not limited to: -

• Assist the Project HSE Manager in the development, research and implementation of the HSSE program policies, procedures and practices.

• Provide advice for day-to-day HSSE activities in accordance with designated areas of responsibility.

• Provide required HSSE support for the project activities (Construction and Commissioning) in their area of responsibility.

• Ensure to implement Petrofac HSSE initiatives (PAI, SAO, S.S.E, STEP etc.,) in their respective areas.

• Coordinate with Construction/ Commissioning teams and ensure implementation of Project HSSE Plan and Operational control procedures requirements in their area of responsibility.

• Conduct HSSE Audits and Inspections in all areas as per self-verification audits and inspection schedule, and ensure corrective actions are taken with in the agreed time frame.

• Ensure Golden Rules of Safety requirements are communicated and implemented.

• Mentor Line supervision in Petrofac Assurance Index (PAI) and Safe Act observation programmes.

• Participate in Tool box talks and other stand down talks with work force.

• Participate in development of Task Based Risk Assessments / JSA for project activities and ensure control measures are in place.

• Ensure that all actions arising from HSE audits, incident investigations, risk assessments, HSSEIA, Risk registers, HSSE Meetings, etc. are entered into the centralized HSSE actions tracking system, accountable parties are assigned and actions are tracked till closure.

• Provide expert support to HSSE-Operations advisors and accountable parties in identifying and prioritizing action items based on risk ranking.

• Ensure the quality of input and update in the Action Tracking Module (HSSE-IMS) and ensure regular progress reports on action closure status are communicated to the action parties.

• Monitor and follow-up to ensure timely closure of actions and identify critical issues and flag areas of concerns well in advance and update the Management accordingly.

• Develop and implement process for verifying closure of action items inclusive of reviewing related evidence and documents.

• Ensure Subcontractors comply with the statutory responsibilities in the field of health and safety set forth in the Project HSE procedures, policies, standards and local requirements.

Barzan is a joint venture project between Qatar Petroleum and ExxonMobil, to be operated by RasGas Operating Company Limited. Peak workforce is ca. 22,000 from 40+ nationalities with 15+ languages. Project to date lagging statistics are LTIR of 0.04 and TRIR of 0.10 with ca. 60 million man-hrs. completed and only one LTI project to date. Projected man-hours to complete project is ca.110 million man-hrs.
