I have been working in the construction / development industry for 46 years. Since 1968 my position has been that of Development - Construction Project Manager on many forms of projects. I have been involved in the following forms of construction: -
High-rise frame (concrete, steel, precast), Mid-rise (brick / block, concrete, steel and wood frame), 6 story wood frame construction, Low-rise (brick, wood frame), Multiple single family, High quality internal finishing and fitting out, Multi service finishing’s, Tenant improvement works, Seismic upgrading, Structural remodeling, Heritage preservation work, Geothermal energy systems, Commercial buildings, industrial, Heavy Civil Engineering, Subdivision Civil Engineering work, Bridge and Power House construction, Specialty foundation construction, renovation works. I have an all round knowledge of the construction / development industry, am technically competent in computer technology and have practical experience in all aspects of development and construction. .1 Development stage
Establish preliminary time and cost objectives for the project Prepare preliminary budget and schedule
Control of the Consultants, Designers and Clients to match the agreed plan proposals. 1
Manage the timing to meet schedule.
Status of meetings with design team and Clients to coordinate discrepancies.
.2 Pre Constructions
Establish Clients Time and Cost Objectives for the contract Review preliminary budget and schedule and update. Assist the Consultants, Designer in information gathering from the Clients user Groups Study user concepts and criteria and comment on cost and schedule Assist the Client and his design team in all matters relating to the project Interface with Developers or others on requirements to be built in to structure Establish regular meetings with the Client and consultants, designer for co-ordination Prepare master budget and schedule
Assist Designer in applying for permits
Obtain Construction Permits
Assist in reviewing the design plans for the Client Initiate value-engineering studies.
Prior to tender, review the master budget and schedule, expand with the Design Team prepare the various contract strategies to ensure the work is correctly packaged for completeness, timing, logic, full scope of work coverage and most effective cost benefit.
Prepare SOW for all sections of work.
Prepare contract terms for approval
Prepare bid form and construction to bidders
Pre- qualify the intended bidders
Monitor progress throughout time frame from master schedule. Initiate direct negotiations with major trades / suppliers, whom because of restrictions will affect the schedule (i.e. boilers, elevators, emergency generators)
Co-ordinate Design Team to be available for document clarification and / or addendum Pre order long-term delivery items
Prepare bid analysis and recommendations for approval by Client Establish contractor bonding, insurance, WCB requirements Prepare contract documents between Client and Contractor. Award of contracts as agreed with owner.
.3 The Construction Phase
Planning, organization and control of all activities of the project, including designer resolution of drawing errors. Attend all site meetings, resolve all issues, ensure safety and security requirements are met. Site management as required with site superintendent, coordinators, including direction and deadline maintenance. Review and approve contractor work schedules
Review and approve contractor payment schedules and verify cash flow Establish the approval process for progressing claims Solve co-ordination, schedule, cost and labor problems as they arise and be in daily Communication with the site, the Client and the Design team
Prepare monthly status reports for issuance to the Design Team Initiate requests for contemplated changes
Review and submit change orders from contractors / clients. Prepare monthly cost reports
Forecast cost to completion based on to date cost plus estimated to go Monitor progress against the schedule and advise on alternative courses of action Control of approval by Consultants of submitted trade shop drawings Initiate design team inspections
Fiscally finalize all contracts with relevant holdback Personal direction of work schedules on job site through project management team 2
.4 Post Construction Phase
Obtain as built drawings
Finalize all deficiencies
Arrange training for maintenance staff
Secure all guarantees, warranties
Finalize all bond release documentation.
The job that I am seeking is one which can utilize my skills and experience and which offers a challenge to complete due to time restraints, financial or labor issues and one in which I can mentor the next generation of management and which involves communication at all levels, and representation of the employer to the highest standards. My success to date has been by team building and positive leadership, irrespective of the challenges we have been faced with. Irrespective of the market economy in 21 years all the projects that I have been responsible for have been completed on time and within /under budget, (due to team commitment). My experience in Development and Construction ensures that the construction work is very economic since issues are resolved in the design. However if the job is for a Construction Co. if acceptable I can resolve potential issues with the Developer at an early stage.
It was my experience which enabled BC to accept 6 storey wood frame, which I successfully completed the complete redesign, preconstruction, construction and warranty to the first 3 buildings in BC (saving approx. $4.9M from the original proposal.) Michael L Cooper
