Summary
I have a wide range of mechanical, electrical and civil experience.
This includes :- pumps, compressors, heat exchangers, fire mains, water and sewage systems, generators, sub-stations, switchgear and controls.
Mechanical and Electrical
Design, specification writing, installation, commissioning, operations and maintenance experience with sewage treatment plants and pump stations from very small to 480 MGD
Worked on the design and or installation of a wide range of industrial equipment, air compressors, air lines, gas lines, fire mains, vacuum systems, pump systems including pumping corrosive hazardous waste, installation of various tooling.
Familiar with many NFPA standards, including NEC, and several flammable hazard standards.
Design, specification writing, installation, commissioning, operations and maintenance experience with power generation, sub-stations etc, for operation 24/7, peaking and stand-by.
Design, specification writing, installation, operations and maintenance experience with heating, air-conditioning and odor control ventilation.
Experienced with all aspects of computer based control and telemetry systems, including SCADAs, Distributed Control Systems and PLCs. This experience includes specification, programming, operation and troubleshooting. Also attended several manufacturers' training courses for SCADA Systems.
Contractual, Budgetary and Financial
I was one of the original creators of the MoPEP (Missouri Public Energy Pool) organization; later one of the six member committee who produced the terms of association for MoPEP 1, Missouri's first public power group. This power pool will be the mainstay of power supply of twenty Missouri cities well into the 21st century.
Chairman of the sub committee responsible for setting, reliability standards, information exchange protocols etc. for the MoPEP 1 group.
Preparation of budgetary estimates prior to issuance of tender documents.
Preparation of valuations for interim payment for both construction contracts and for operation and maintenance contracts.
Auditing of contractors' valuation submissions prior to issuing recommendations for payment.
Auditing of City’s request for SRF (State Revolving Fund) payments.

Management and Supervision
Revised city utility departmental financial reporting procedures to get a cost allocation for each activity. This was in order to establish priorities for cost saving in the short term, to help identify long range goals and set a cost based pricing structure for electricity, water and sewage.
Responsible for the operation, maintenance, budget preparation, power supply contract negotiation and design/specifications of new equipment, power lines, and water mains of municipal infrastructure in the City of Palmyra. The Palmyra city system has 16 MW of generation, a 12,470 V distribution system, and a 1000 gallon per minute water treatment plant.
Entered into negotiations with IBEW when employees sought to unionize.
Responsible for operation, maintenance and ordering of non-medical supplies for a 100 bed hospital and its associated staff residences. Also supervised a staff of two hundred comprising engineers, technicians, operators, building workers, gardeners and laborers.
Responsible for the construction (including some materials procurement, hiring of staff and preparation of valuations for interim contract payments) of a water treatment plant. Supervised a staff of about twenty engineers, electricians and mechanics.
Merchant Navy Engineering Officer - responsible for safety, operations and maintenance of the engine room and all machinery therein.
Have served on several safety committees.
Water and Waste Water Engineering
Mechanical and electrical design and construction of water treatment plants from 0.16 to 13 MGD.
Mechanical and electrical design and construction of sewage treatment plants from small package plants up to 164 MGD and sewage pumping stations ranging in size from a single submersible pump to 480 MGD. (Note, at various times I have been both the Resident Engineer employed by the consultant and the construction manager employed by the contractor.)
An unusual part of one project involved four motorized valves on a twin 900mm (36”) effluent disposal force main. These were about 20 Km (15 miles) out in the desert, away from any mains electricity. These were powered by solar cells charging batteries and controlled by a two way radio link with 27 M (100 ft) high towers at the sewage treatment plant and at the valve chamber. The valve actuators were fitted with non-standard 48 v DC motors.
The treatment plants had the usual headworks with degritting followed by primary tanks, aeration and secondary settlement, the secondary effluent then passed through rapid gravity sand filters prior the disinfection by gaseous chlorine. The tertiary treatment was to enable the final effluent to be reused for irrigation. The sludge was thickened by Dissolved Air Floatation Thickeners prior to mesophilic anaerobic digestion. Secondary digestion was aerobic, the sludge was then pressed and used as compost.

Developed process to reduce residual Radium concentration in softener media to allow disposal in a regular landfill, instead of disposal as TENORM.

Project Engineer - John Deere (Contingent - On Contract) Sept 2014 – Aug 2015
Worked as a facility engineer in John Deere Harvester Works, Cylinder Works and Seeding Works located in East Moline and Moline, Illinois
Projects included installation design of machinery and equipment around the various factories.
This included design and installation of a pump station to transfer toxic waste from the chrome platers to the treatment plant I also gave recommendations for process monitoring equipment, installation of fire mains and sprinkler systems (both wet and dry type) modifications to the vacuum system in the power paint application area, and an ultra-violet inspection area. Other work included participation in design team for the design of a paint kitchen, participation in the factory master plan team for John Deere Cylinder works and participation in the Factory Condition Assessment team for John Deere Harvester Works. I was also on the team to install “Smart Tool” technology to improve product quality.
In John Deere projects are assigned to a project lead, who becomes project manager for that project, so it is common for a co-worker to be your project lead on one project whilst you are their project lead on another project.
