Dr. Mulles has over 30 years of experience in project/construction development and management. He is also experienced with a variety of project delivery methodologies… principally in the private sector. His responsibilities have included business development, pre-construction and proposal development, estimating, recruiting and training, project controls, risk assessment/avoidance management, scheduling, procurement/logistics management, contract negotiation and administration, change order management and contract disputes mitigation and resolution. He is a proven leader with a track-record of delivering quality projects that exceed owner requirements and/or standards.

PROJECT SPECIFIC EXPERIENCE

Project Executive, Siemens Industry, Buffalo Grove, IL: Served as Denver based Project Executive for the design assist $65M BAU, Fire, Security and low voltage program for a new $950M Silver LEED, high-rise 182-bed Veteran Hospital outpatient clinic. In addition to the hospital, the campus included a 30-bed community living center, a 4-bed blind rehabilitation unit and a 30-bed spinal cord injury/diagnostic unit. Campus also included mission critical research laboratories; data center/communication; central energy plant; parking garages and other support facilities. Specific duties included oversight of a project team in management and implementation of design, final estimates and RFP response, risk assessment and mitigation, procurement, construction delivery and quality control, systems start-up, commissioning and project close-out. Tasks included development of a detailed project management plan and procedures; Small Business Administration “Diamond Partner Program (MBE/WBE) mentoring program development, implementation and execution utilizing FAR, VAR and DOD/Federal regulations; and oversight of team operations.

Managing General Partner, Knightsbridge Development LLC, Batavia, IL: Founder of this privately held real estate development and consulting organization with expertise in master planned communities as well as entertainment, resort and commercial developments. Tasks included land acquisition, facility evaluation, architectural and engineering design management from concept to completion, the regulatory submission and approval process, site development and design/build commercial construction activities. Perform all facets of contract oversight/management including change order and claims mitigation/resolution.

Project Executive, Mohegan Tribal Gaming Authority, Uncasville, CT: Served as Project Executive for Project Horizon. A $925 M design/build high-rise resort/gaming expansion that included an 1,100 key four-star hotel, two gaming venues, mission critical data-center/communications facilities upgrades and expansion, specialty venues by the House of Blues, Couch and Bobby Flay as well as spa, fine dining and retail spaces. Primary tasks, defined by a 40% reduction in project budget, to analyze and redesign the conceptual scope and budget that maintained the owner’s four-star quality demands. Budget goal achieved and construction commenced but was subsequently canceled by Mohegan Tribal Council when principal funding was withdrawn.

Project Executive, Casino Queen, Inc., East St. Louis, IL: Served as Project Executive for the design/build delivery of a 208,000 SF, $102M casino/gaming facility utilizing advanced marine-engineering technology to create a “floating” gaming floor in order to fulfill the intent of Illinois gaming laws and regulations. Responsibilities also included a mission-critical data center/communications facility, casual and fine dining facilities, corporate offices and back-of-house facilities. Assumed a leadership role developing solutions to unforeseen, non-project related incidents… i.e. setbacks from a category F-2 tornado and a number of EPA permitting issues that had gone unabated during previous expansion projects. The project was a successful MBE/WBE urban renewal project completed within budget and schedule constraints.

Executive Vice President, Terravant Land Company, Solvang, CA: Served as Project Executive for the delivery of a $300M design/build five-hundred acre, 1,000-unit Master Plan community with historic town center that included mixed-use office/commercial/entertainment spaces. More than 50% of the site was preserved in perpetuity as open space primarily in the form of woodlands, wetlands, farm meadows and community-supported agriculture activities. Responsibilities included business development; design/build leadership; technical and P&L/risk evaluation responsible for all aspects of A&E design and delivery; regulatory approvals; site development and commercial construction. The Master Plan integrated state-of-the-art technology fostering sustainable conservation ideas, holistic planning, renewable energy and green historic preservation.

Project Executive, Kite Companies, Indianapolis, IN: Served as Project Executive for the delivery of a $750M design/build program that included the administrative offices, mission-critical data center and laboratory facilities and associated commercial space within this state-of-the-art Eli Lilly pharmaceutical production and warehousing facility. Design was 90% complete when Eli Lilly canceled the project.

Program Manager, Marshall Erdman & Associates, Madison, WI: Served as Senior Project Manager for the delivery of a design/build $6M dual linear accelerator Oncology Center, Selina, KS. Also served as Senior Project Manager for the delivery of a design/build $25M mid-rise surgical and G/I center for the Marshfield Clinic. Project management responsibilities included design oversight, preconstruction, contract development and management, project construction and quality management.

Director of Project Controls, Universal Studios Recreation Group, Osaka, Japan: Served as a member of the site executive team for this $2.9B, Japan based project. Specifically charged with managing and leading development and implementation of the overall project schedule and strategic construction plan including; mission-critical facility systems. Managed and led development and implementation of an internet based shipping/logistics interface. Additional responsibilities included overall estimating, construction standards and specifications. The project met or exceeded all project schedule and budget objectives.

Vice President, Neumann Development, Inc., Warrenville, IL: Served as a member of the corporate leadership team charged with developing and implementing strategic corporate policies governing land acquisitions. Day-today responsibilities including risk reviews, entitlement negotiations, as well as municipal, county and state easement and zoning requirements. A proactive approach to contract management ensuring contract compliance, timely progress reporting and invoice submissions/payment minimizing subcontractor’s claims. Provided project start-up guidance identifying staffing needs, systems requirements, procedure and execution plans. Identified risk and developed and implemented proactive resolutions. Also developed and presented internal training and professional development seminars.

Construction Manager, Bechtel International, Inc., Bangkok, Thailand: Served as a member of the project site executive team for pre-construction activities for this $400M, 77-story, structural steel high-rise tower. Directed and coordinated the design and production architectural staff as well as the interface between the architectural staff, the structural engineering team and the balance of the pre-construction effort. Planned, developed and implemented value engineering program creating $9.4 million in savings in the curtain wall and structural steel scopes of work.

International Operations Manager, Birtcher Construction International, Republic of Singapore: Served as a Construction/Operations consultant to a start-up Southeast Asia joint venture, directed project design, planning and construction activities for a $127M mid-rise structural concrete condominium complex. Value engineering revisions to interior finishes created $3.25 million in savings. Also introducing US quality management and scheduling standards producing a savings of 75 days in the CPM.

Senior Project Manager, Nielsen Construction Company, San Diego, CA: Served as Senior Project Manager for two $70M, design/build mid-rise condominium projects. One project received the SAM Grand Award for Best Attached Home Community as well as the National Association of Home Builders Best Home Community Award.

Senior Construction Manager, Shimizu America Corporation, Los Angeles, CA: Served as Senior Construction Manager for this $100 M, design/build 1.2MSF, seven building, high-rise resort hotel complex. Aventine was awarded the San Diego County AIA Orchid Award for Architectural Achievement. Other projects included office buildings and state-of-the-art industrial/manufacturing facilities incorporating mission critical facility systems as well as clean room and computer managed rapid retrieval warehousing technology.
