Contracted to assist and advise the top management in the process of evaluating the feasibility of

maintaining the 3 units self-propelled barges, then, operating in the land reclamation project at Tuas

end.

After reasonable engagement into the operation, it was found to be non-sustainable in the long run,

due to the high cost of maintaining the operation and the constant engine breakdowns.

The top management was advised to dispose of the vessels.

2002 2007 (Sales & Service Engineer)

Joined the ISO 9000 certified company as a sales engineer and served in that position for 3 years.

The workshop specializes in the remanufacturing and refurbishing of parts for MAN B&W marine

engines, welding of special steel material used by the oil and gas sectors, shipyards and refineries.

Responsible for sales enquiries and the providing technical support to our customers from the

shipping companies, shipyards, refineries etc.

2007 2013 - (QHSE Manager)

In view of the managements decision to upgrade the ISO 9000 management system to the more

stringent API standard, I was selected and appointed as a management representative to set up the

Quality Assurance department and tasked to prepare the organisation for API certification.

Reviewed, revised the current ISO 9001 Quality Management Manual, Quality Procedures

Manual to meet API specification requirement and oversee full implementation, prior to the audit.

In 2009, Lintech was duly audited and certified by API for full compliance to API/ISO 9001, TS and Q1 for

Quality Management System.

Also demonstrated compliance with API 6A & API 16A specification and was granted the

respective monogram status.

In 2013, In addition to the ISO/API Quality Management System (QMS) and API 6A & 16A periodical

audit, Lintech was audited and awarded the API 17D monogram status for successful compliance.

My sole roles and responsibilities were:

To ensure and demonstrate that the company has the capability to comply with all requirements

pertaining to the relevant API standards and specification.

Periodically, requires collaboration with consultants pertaining to compliance requirements.

Perform review, revise existing procedures and to develop new ones to comply with the API

requirements.

Prepare and perform internal audits, external audits on all the approved vendors for compliance to

meet the ISO/API requirements.

Prepare and attend API and customers audits.

Provide all the necessary training for all the employees and management.

Responsible for the development and implementation of policy relating to health, safety and

environment.

To review and ensure that all welder qualification and welding procedure were relevant to the

customers job specific requirement and, also in compliance with ASME/AWS/API specifications.

Verify, validate and approve all the finished products in accordance to the API/ISO specification

requirement.

2000 2002 - Singapore Oxygen Air Liquide (Mechanical & Piping Supervisor)

Contracted to supervise the mechanical and piping installation on a turnkey project for a new gas

separation tank farm, situated within the premise of a wafer fabrication plant. (SSMC, Pasir Ris)

On successful completion and handing over the plant, was transferred to Chartered Industries,

Woodland; to supervise the extension of the existing clean air piping system.

The enhancement project involves the installation of a new unit of gas turbine, cooling water

system, stainless steel piping etc.

On completion and handing over of the project, was transferred to Ang Mo Kio gas plant to resolve

technical issues relating to the testing of an existing plant.

1997 2000 - Atlantic Marine LLC -Dubai, UAE (Mechanical Engineer)

Establish and set up a mechanical department, primarily, to handle the repairs and maintenance of

supply vessels, survey vessels and barges belonging to Atlantic offshore.

Besides the mentioned, also manage repair jobs received from Dubai Drydock and a few other

shipping companies operating in the UAE.

1996 1997- Prostar Marine Engineering Pte Ltd (Piping QC & Testing Engineer)

Work on Jurong Island at Seraya Shell Refinery, a turnkey project, managed by Chiyoda.

Work scope involve the inspection of all the completed RFGP pipe of size, measuring up to 800mm

dia., prepare all the testing procedures for approval by the main contractor, prior to the testing.

Check and clear all punch-list, before and after testing.

Plan and co-ordinate the pipe line test, witnessed by the owner's representative.

1983 1994 - Wembley Engineering Pte Ltd (Operation Manager)

Oversee the operation of the marine engineering company providing anchorage repairs for engines,

steelworks, piping works etc, on ships, barges, tug boats, supply vessels.

In addition, the company also provides support to the shipyards on services such as tailshaft

withdrawal for survey.

Acting on behalf of ship-owners while undergoing inspections, repairs etc.

1980 1982- Scanastra Engineering Pte Ltd (Technical Executive)

Supervise contractors engaged by the company to undertake ship repairs at the anchorage and at

times, on voyage repairs.

(Normally under very tight schedule)

1977 1979 - Reefer Lines Pte Ltd - (Marine Engineer)

Sailed on 3 units refrigerated cargo ships.

Started off as a junior engineer and finally as a 3rd engineer.

1975 -1977 - Sembawang Shipyard (Journeyman)

On successful completion of the apprenticeship, was further bonded by the company, under the

training program, to perform the relevant work scope for another 2 years

1971 - 1975 Sembawang Shipyard (Apprentice)

Performed an aptitude test and was accepted to undergo a 4 year apprenticeship in mechanical

engineering.
