Professional Experience

Syapps LLC (Fannie Mae) Jul 2015 – Present

Senior developer on a short term contract assignment to develop a custom application to assist users in importing data from Excel, compiling it in Access, and comparing it to Oracle data and validating the original request.

I designed the app from scratch using MS Access, Excel, VBA, and Oracle on the back end. The app was previously abandoned because of its complexity. Users are now able to automate what was previously a very labor intensive and time consuming series of manual steps.

The application allows the upload of Excel based loan data submitted by lenders. The form used is identified from among eight possible versions with different field mappings. The data is imported and preliminary validation is performed. Users can build dictionaries of variations used instead of standard terms for various field values. Corresponding data is then found in the applicable Oracle views and final validation of the submissions is performed. Users are also able to track records according to internal workflow status. Output is then possible in the form of reports and formatted excel files for use in further processing.

During intervals of down-time -- while phased versions of the primary app was being tested – I was also tasked to develop two SharePoint applications to collect data about issues submitted for resolution that required extensive workflow management. Project Manager review, Review board approval, technical assignment, etc.

Ascella Technologies (Securities and Exchange Commision) Oct 2014 – Jul 2015

Senior developer assigned on site at Securities and Exchange Commission (SEC).

Developed a web based solution designed to be a public facing utility for use by registrants for the calculation of fees, carryover discounts, and the generation of textual footnotes for inclusion in filings. Output to Excel optionally available. UI screens driven by a combination of JQuery input widgets for masking, HTML5 client side validation, and server side validation using C# code behind. Java script used for an interactive client side driving dynamic HTML, completely styled in CSS.

Developed a Sharepoint based Issue Tracking System using Workflows and InfoPath screens to manage communications among Filing Fee support office, Corporate Finance legal department, and registrants submitting various filings and information requests. Comprised of four discrete workflows used to track and manage myriad communications, notices, and approvals leading to various internal & external emails.

Maintain a multitude of Excel and Access based User Defined Applications (UDAs). Most of these are complex and extensive interactive Excel workbooks – some containing dozens of worksheets cross referenced within and between the workbooks hosted on sharepoint.

Maintain a .Net console application that runs dozens of reports daily depending on day of week, month, and year to track various aspects of filings and other financial undertakings managed by the SEC. The app runs on C# using dynamic SQL to pull data from Oracle and MS Access based stores. Excel interop assemblies are used to generate graphs which are extracted and compiled into PDFs to be circulated by email and published to Sharepoint.

Provide general support as required to maintain applications in .Net console, and MS Access. Generate ad hoc data queries as required.

Sage Consulting Group Nov 2012 – Sep 2014

Senior developer assigned to the development and maintenance of applications in support of operations and research related to Traumatic Brain Injury (TBI) efforts at National Intrepid Center of Excellence (NICoE).

Planned and led transition of Access applications to Sharepoint based Carepoint version. Worked with users and administrators to develop the design vision of the overall architecture – SQL Server data structure, Business functionality in C#, page layout using SharePoint design, reporting dashboards with SQL Server reports and Tableau.

Designed an MS Access application and underlying database to manage the scheduling of patients and medical resources (health care providers and medical facilities) to ensure maximum efficiency of medical procedure appointment scheduling without any conflicts. Integrated with Outlook and Excel to allow export and direct email of daily Provider schedules and activity reports. Programmatically generated ad hoc datasets demonstrating provider & resource usage trends – using both Access & Excel VBA.

Maintain and upgrade Continuity Management Database (CMDB), a production application developed in MS Access. used to manage medical and personal information of patients referred to NICoE. Also tracks status of review and acceptance process.

Developed numerous applications initially for demonstration purposes in support of web-based development efforts to create a multi-center application to manage research information derived from clinical operations data. Applications are presently serving as tools to define the requirements of what will ultimately become the web based multi-center application, NCMS.

Designed an Access application to monitor eight other Access databases and track data quality, e.g., percentage of records without data in one or more fields. Programmed reports to be generated based on parameters selected/entered by users to select and attach to external databases, determine content to be included, and layout to be exported in excel, e.g., tabular or pivoted.

CTG Inc. Aug 2012 – Nov 2012

Senior developer assigned to develop technology upgrades – .NET framework 1.0 to 2.5 of two production applications used by the Defense Intelligence Agency for Financial and Resource management.

Used Visual Studio 2005 and 2010 to manage upgrade efforts. Also upgraded back end databases from SQL Server 2000 to 2008.

One app needed to be extricated from a larger app to be used as a stand-alone app. Reviewed all stored procedures and Views to ensure relevance to the new app and modify as necessary.

Worked with two teams of programmers. Group coordination managed under Microsoft Team Foundation Server.

Verdi Consulting Mar 2012 – Aug 2012

Developed an Access application (Case Manager) for the tracking of HUD sponsored mortgage claims.

Designed the database and user interface for tracking a claim through its processing lifecycle: Receipt, Review, QA, Voucher/Denial, Disbursement, and Payment Notification.

In addition to tracking work flow, the File System object is harnessed to transfer relevant case documentation from the scanner drop folder to cognizant personnel (analysts and QAs) working folders.

Database is optimized to handle the large volume of claims processed (approx.1,000/month). The application was designed with the core processing related features as table driven to ensure flexibility and expandibiltiy to meet the needs of the ever changing HUD regulatory environment.

The application interface is developed entirely in VBA using Object Oriented Programming (OOP) principles via MS Access classes.

All data retrieval functions use parameter based queries to facilitate upsizing to SQL Server in the future.

Weekly reports are generated using Access and Excel providing real-time status of cases, inventory workload, and billing reports for invoices submitted to HUD.

Version 2 will assist financial analysts in the review of claims through an interface designed to ensure mortgage applications meet all relevant criteria and all required documentation has been submitted.

Also developed financial reporting application to summarize Dept. of Labor data by various financial criteria, e.g., GL, fund, agency, etc. Menu driven application allows users to load criteria for a specific report and generate details and summaries output to screen, pdf-ready reports, and MS Excel.

Bravo Healthcare (now owned by Cigna) Nov 2004 – Apr 2012

Technical lead for the design, development, and maintenance of a suite of websites and web based applications for a national health care company.

Worked directly with company’s CIO and EVP of Marketing to determine the overall company vision at the outset and at each major milestone to determine expectations and establish budgetary and schedule constraints.

At the working level, routinely interfaced with managers in marketing, compliance, software, and data groups to generate detailed requirements, establish testing and production facilities, and schedule deliveries.

Assembled and led a team in-house and external graphic artists and web programmers to implement company’s marketing vision across four websites – English & Spanish Consumer, Corporate, and separate care center. Maintained compliance with ADA and CMS (medicare) driven web practices.

Led and managed the development of several applications using MS Access and SQL Server.

ADA’s planning and Budgeting Tool (PBT) used to coordinate the development of a national organization budget pyramidically built up from individual local and regional offices.

Managed upgrades and general software maintenance as it was improved each year until the organization’s migration to Oracle Financials. Developed formal administrator and user training modules and provided nationally at regional offices.

ADA’s Production and Books Management application (PBM) used to track resources and materials inventories to ensure needs of field offices are met by the production division. All items produced and stocked by ADA are managed using PBM, e.g., recipe books, campaign marketing materials, branded supplies, flyers, etc.

Distribution and associated inventory depletion (whether by sale or internal distribution) was also monitored to trigger production managers of critical restocking points.

Infinity Conference Group Jan 2000 – May 2005

Planned and directed the development of an Access application for the management of conference planning, attendance, and financial information.

Application evolved through multiple iterations and versions of Access through version 2000 and ultimately was used by company for management of all operations related to their conference planning and management business.

Also developed an online e-commerce registration component that automatically synchronizes with their local Access data.

Developed a scheduling and team management application for a local Little League using MS Access for the user interface with MySQL as the database back-end and PHP and .NET web pages for the display of public information.

Spanish Air Force Jan 2000 – Jun 2003

Developed an MS Access application for the management and tracking of all Engineering Change Proposals (ECPs) related to the F/A-18 aircraft production contract between SAF and the US Navy.

The application was used to generate and manage the history of all related official correspondence.

Z, Inc Jan 1999 – Jan 2000

Directed the design and development of the FDIC National Insurance System (NIS), v 2.0 -- a Client/Server system for the management of data pertaining to the myriad of insurance coverage maintained by the FDIC on real estate owned by the FDIC. NIS tracked coverage durations, limitations, all related expenses, and status of damage/injury claims. NIS 2.0 was a full redesign of its predecessor, which was programmed in Clipper. NIS 2.0 was designed to be Web based with an ultra thin client.

Instrumental in assisting the FDIC Data Analyst on the reengineering of the database architecture from Clipper to SQL Server 6.5.

Led the development of a custom application for a local homebuilder allowing progress tracking and reporting of multiple-lot building projects.

The application was developed with VB 6 interface using MS Access back end through MS Project VBA objects.

Developed Intranet web site using IIS 3.0, FrontPage, ASP, VBScript, and MS Access 7.0. Site provides flexible querying and reporting on project data in Access database, password-protected data updates of the same.

Directed the development of assorted in-house applications using Oracle & SQL/S back-end data with Excel front end interfaces using VBA.

Supervised a project which was converted from Excel VBA application to a IE 4.0 front end interfaced with Active X components.

Visual Basic programmer and team leader.

Developed MCI enterprise application for business managers to automatically generate contract proposals. App calculated pricing and availability for voice/data services required by a specific customer and printed results in proposal format.

Also assisted department manager in parsing daily DB2 data runs for billing department. Trained other employees in the use of MS Access, Visual Basic and other Windows based applications.

Designed & developed the MS Access database & VB front end for a vertical app that calculated FCC frequency assignments.

The application was designed to access stored information or process new applications.

Embassy of Malaysia Oct 1993 – Mar 1994

Developed Access 2.0 application to track U.S. based student populations, scholastic performance & financial activity for a foreign embassy.

Added a financial module that strictly adhered to foreign government's accounting & reporting requirements.

Application source code was ultimately purchased outright to permit use in home country and embassies based in other countries.

Naval Air Systems Command Jan 1990 – Sep 1993

Avionics System Project Officer. Managed all engineering efforts related to the acquisition of electronics and software used on F/A 18 aircraft FMS.

Determined procurement policies, approved designs, and managed research, testing, evaluation, and standardization programs at three Navy sites. Also negotiated performance requirements with representatives of aircraft manufacturers for engineering change proposals.

Served as primary consultant to the Avionics Division director.
