Duties and Responsibilities: -

Coordinate HSE activities on the site, coordinate with drilling supervisor and report to the

HSE Superintendent/Manager

HSE Routine Reporting (Daily, Weekly, Monthly and Bi Ann)

Rig Emergency Plans (Security, H2S, Fire, Blowout, etc ), development and training

Ensure that all safety measures included in Rig HSE Plan are implemented in true spirit

Ensure that the Safe Working Procedures are implemented

Ensure that the emergency procedures are practiced and implemented. Further ensure that:-

Personnel are trained in emergency response

Initiate and participate in emergency drills and prepare relevant reports

Promote Well HSE Plan setting personal examples as a leader

Monitor JSA program and to ensure that it is implemented on the Rig Site

Monitor and promote STOP card system and analyze the trends

Ensure that Safety Reward System is followed properly in true spirit

Ensure that Drop Object Prevention program is followed properly

Participate in accident/incident investigation and prepare relevant reports

Promote and conduct periodical safety meetings:-

Pre-tour meeting, Daily safety meeting, Tool box meeting, Weekly, Monthly safety meeting

Monitor and enforce environmental requirements for third party and subcontractors

Conduct regular and on demand safety inspections of all the workplaces on Rig Site

Coordinate and ensure for the following daily inspections: -

Crane inspection, Forklift inspection, Personnel carrying vehicle inspection, Ambulance inspection, SCBA, Fire System, fall protection devices, and all other inspections.

Participate and coordinate in Client's Quarterly Inspection & follow up meeting

Coordinate with Rig Manager in management of event reports or follow up feed backs

Provide information, instruction and training to the Rig Personnel on:-

Site Safety Training, Induction Training to Visitors/new comers

Arrange and manage trainings conducted by third party.

Update and maintain Training Matrix, Equipment’s third party Inspection Register, Lifting gears register, Near miss tracking system & Accident/incident tracking system, STOP Card Tracking System, Drills Tracking System etc.

Ensure that Accident/Incident tracking system is maintained and reported accordingly

Ensure Compliance of HSE Standards during Rig Up/Rig Down & Rig Move.

Assist management in conducting internal audits and support in external audits of HSE

compliance and record maintenance

Supervise and monitor the operation and installation of monitoring systems (H2S, LEL gases,

Security Surveillance systems etc.)

Carrying out Rig Site and Camp Site internal inspections and reporting the issues to Rig

Manager/Drilling Supervisor and ensure follow up actions

Maintaining Journey Plans and supporting for HSE Manager in development of these plans

Monitoring and maintaining LOTO Register, PTW Register & Derrick Tools Register
