SUMMARY: My employment history includes positions of increasing responsibility in academic, government, and industrial sectors, involving research, business, education/training, and management/administrative responsibilities, focused on all aspects of science and technology development, transfer, regulation and commercialization. In the process, I have played a key role in the establishment of over 25 new for-profit and non-profit organizations, and have secured over $45.0 million in contracts/grants/investments from a variety of sources for support of these efforts.

Areas of Expertise: Strategic planning and business development, non-dilutive funding assistance, grant/contract/program management, advocacy and advancement assistance, and regularity affairs assistance/management. Current clients include:

Institute for Advancement in Medical Innovations (IAMI), University of Kansas Medical Center – strategic planning, business plan development, fund raising (foundations, federal and state grants), and advocacy/advancement assistance.

Responsibilities: Mentor and develop programs that enhance the levels of statewide grant award funding - all types including those from federal, state, and foundation sources. Facilitate and leverage existing KBA and KTEC awards and investments through assisting recipient organizations in developing and implementing short- and long-term funding strategies. Facilitating the formation, development, and funding of new and existing centers, technology clusters/consortia, and non-profit/for-profit public private partnerships. Selected accomplishments to date include:

Development and implementation of a statewide KBA and KTEC strategic plan for enhancing awarded funding (all types) to Kansas-based nonprofit, for-profit and quasi-governmental entities

Development and presentation of federal grant (e.g., SBIR/STTR) seminars, training workshops and federal agency-specific webinars.

Facilitated the drafting and submission of new federal partnerships and individual client grants worth over $12,500,000, with client awards to date exceeding $8,700,000.

Principal Investigator management of a Small Business Administration bioplastics consortium earmark/grant, and team manager of a related US Department of Agriculture earmark/grant. The combined value of these awards exceeds $1,240,000, with follow-on funding to date of $1.400,000.

Development and implementation a Grant Writing Voucher (GWV) program providing matching funding ($1.00/$1.00) to support the use of professional grant writers in preparing federal grant submissions.

Facilitation of the start-up of two non-profit research foundations/institutes focusing their efforts on applications in biomedicine. I currently serve as a Director on both Boards.

2007 to 2009, Georgia Medical Center Authority (GMCA) Executive Director, and 2007 to 2010, President and Director of the Innovative Technologies Development Corporation (ITDF), Augusta Georgia.

Responsibilities: Duties of the GMCA Executive Director include the development and execution of a continued growth strategy for the organization; leadership in statewide issuance of bonds for life sciences R&D and manufacturing facilities; developing infrastructure to support life sciences companies; management of the Augusta BioBusiness Center incubator/accelerator facility; leadership in developing a research park in east central Georgia; development and maintenance of strategic relationships with legislative delegations, state agencies, governor’s office, research institutions, community leaders and economic development specialists; recruitment of life science companies to the state of Georgia. Also, continued executive management responsibilities for the operation and growth of the Innovative Technologies Development Foundation. Selected accomplishments include:

Secured over $1,051,626 in state, local, and private funding for completion of the Augusta BioBusiness Center (ABBC) incubator through the OneGeorgia Equity Grant program;

Managed completion of renovations of the 16,652 sq. ft. Phase 1 ABBC incubator facilities;

Secured legislative expansion of use of statewide bonding use for seeding venture capital and capitalizing/recapitalizing revolving loan funds.

ITDF established a statewide Tele-Stroke/Telemedicine public/private partnership to enhance medical treatment options in rural and remote access communities.

2004 to 2007, Innovative Technologies Development Foundation (ITDF), Binghamton New York, President and Director. Interim Executive Director, Innovative Technologies Development Corporation (ITDC), Binghamton New York.

Responsibilities: All aspects of organizational start-up management, operations, development, strategic planning and fundraising. Executive management and oversight of ITDF/ITDC portfolio investments, and mentoring and facilitation of development of ITDF/ITDC affiliate high-tech start-up corporations. Regional development of collaborating network partnerships focusing on education, research and development, economic development and public policy. Selected accomplishments include:

Founded the program and secured $120,000 in start-up funding from the Appalachian Regional Commission (ARC), plus secured management of a $314,000 EDA Revolving Loan Fund (RLF) program and $387,550 from a state RLF program for supporting start-up corporation efforts;

Targeted, developed/incorporated, launched three new start-up Binghamton University-derived high-tech corporations – Sonostics, Inc., Sensor and Decontamination, Inc.(http:sensoranddecon.com), and American Cryptographics, Inc;

Established a partnership with two regional Economic Development Administration (EDA) district offices, and have achieved “Regional Demonstration Program” status for a novel RLF conversion and amplification initiative to generate equity-based payback of loan debt to facilitate start-up corporate investments.

2001 to 2004, Binghamton University, State University of New York, Binghamton, New York. Assistant Vice

President for Technology Transfer and Economic Development.

Responsibilities: Facilitation /coordination of all aspects of campus-wide technology transfer and commercialization programs as well as establishment of university-community and university-industry research, education, and economic development partnerships. Selected accomplishments include:

Tripled key technology transfer metric/milestone achievements;

Co-authored $15 million NYSTAR proposal and secured the funding for development of the Innovative Technologies Complex facilities renovation;

Authored or co-authored plans and proposals resulting in over $875,000 in funding to support research, educational and economic development partnership initiatives.

Developed, in collaboration with the School of Business, a novel advanced entrepreneurship course and program.

1999 to 2001, Northern Illinois University, De Kalb, Illinois. Director, Technology Commercialization

Office.

Responsibilities: Facilitation/coordination of all aspects of NIU’s campus wide technology transfer and commercialization programs, management and marketing of NIU intellectual property and services to industry.

Also, integration of NIU technology programs into local, state, and regional economic development program initiatives. Selected accomplishments include:

Founding Director and business plan author for the Northern Illinois Regional Development Initiative and establishment of the Northern Illinois Research Foundation (2000) and the Northern Illinois Research Development Corporation;

Director (1999 - ) and Interim Chief Operating and Development Officer (1999 - 2001), ChemNovo Technologies, Metallo-Biotech International, Inc., Northern Illinois Online Education Foundation and Northern Illinois Online Education Development Corporation - NIU’s first four spin-off corporations;

Co-author of program proposal establishing and granting NIU the overall management contract for the West Suburban Technology Enterprise Center (WESTEC), Naperville, IL.- estimated WESTEC start-up funding, $35 million+.

1994 to 1999, OPUS Development Corporation, Rockport, Maine. Co-Founding Partner, Chief Technical

Officer.

Responsibilities: Provision of consulting services in technology transfer and commercialization; regulatory affairs; strategic planning; mergers and acquisitions; due diligence; joint venture structuring and interim management. Also, provision specialized interim management assistance to investors (private, angel, and venture capital) and corporations with “Start-up” and “Restructuring/Turn Around” situations. Selected accomplishments include:

Securing of $260,000 in start-up $560,000 in follow-on funding for clients corporations;

Advisor and “Lead Agency” manager for Maine Governor Angus King’s “Economic Development Strategy” Initiative, 1995-1996;

Author, Maine’s “Strategic Plan and Economic Impact Analysis for Biotechnology/Life Science Development.”

Note: Many of the recommendations in the plan were enacted and adopted for other industries as part of the Maine Technology Institute program – a multi-million dollar multi-year funding commitment by the state

to high-tech-based economic development.

1989 to 1996, Center for Innovation in Biotechnology, Bangor, Maine. Executive Director (Operated Under a Management Contract, 1994-1996). Also, Executive Director, NASA-Center for Technology Commercialization in Maine (1992-1995).

Responsibilities: Strategic Planning/Implementation/Operation of the State’s Executive-mandated Biotechnology/Life Science Development Initiative. Selected accomplishments include:

Secured over $2 million in direct external support for CIBT programs, which subsequently leveraged over $5.0 million in external support/revenues for R & D grants, and $2.0 million for Center-sponsored/initiated education/training courses;

Management of federal laboratory (NASA, DOD, DOE, NIST, EPA) technology transfer/industrial outreach and defense conversion programs in Maine, and the Northeast Region;

Combined NASA and CIBT program efforts resulted in 10 licensing agreements, 21 joint-venture agreements, and 3 new start-up corporations. As a result CIBT was awarded a NASA-CTC “Excellence in Technology Licensing Award” in 1995.

1988 to 1989, Ohio State University Biotechnology Center, Columbus, Ohio, Assistant Director and Special

Consultant to the Ohio Department of Development and Thomas Edison Program.

Responsibilities: Strategic planning/implementation of the Biotechnology Center’s education/training, development, technology transfer, and the industrial liaison programs. Selected accomplishments include:

Coordination of Center grant preparation and fund raising activities including co-authorship of a successful $3.0 million Ohio Board of Regents grant proposal for Center Development;

Development of a statewide biotechnology development and investment plan for the Ohio Thomas Edison Program;

Planning and supervision of the renovation of 90,000 sq. ft. of office/classroom space for multi-purpose biotechnology research laboratory use;

Development/implementation of a highly successful corporate-sponsored inter-disciplinary biotechnology graduate student seminar course and internship program.

1981 to 1988, Repligen Corporation, Cambridge, Massachusetts. Manager, Business Development (1986 to

1987) and Principal Investigator, Director of New Products Development/Discovery Group (1981-1986). Executive Management of Repligen Spin-off Corporation, Biofluidics (1987-1988).

Responsibilities: Strategic technical and business planning; development and management of diverse biotech applications in programs focused on cancer therapeutics and diagnostics, industrial enzyme process development; dental healthcare, biorational insecticide development, personal care products, food safety and packaging, environmental protection/restoration, and selected areas of medical instrumentation development. Selected accomplishments include:

New product conceptualization/evaluation and proposal preparation, sale and management resulted in two products, three R&D joint ventures and over $20 million in new corporate investments and R & D support;

Management of a technical staff with levels ranging from 2-24 individuals per project, usually with multiple projects running simultaneously;

Established and maintained start-up R & D support services including management of animal and biological testing; monoclonal antibody and cell culture facility; government contracts and grants; and various areas of regulatory affairs compliance.

1979 to 1981, National Cancer Institute, Bethesda, Maryland. Senior Investigator, Pediatric Oncology Branch, Division of Cancer Treatment.

Responsibilities: Conceptualization/management of research programs focused on (1) gene structure/regulation/ expression in human leukemia cells; and (2) organization/regulation of normal and abnormal human globin gene expression in thalassemia patients and in human x mouse hybrid cell lines. Also, training and supervision of clinical associates, post-doctoral fellows and graduate students. Selected accomplishments include:

Generation of numerous publications, symposium presentations and posters resulting from the laboratory’s research efforts;

Development of a “Research Techniques & Strategies” course and protocols book utilized throughout the Division of Cancer Treatment for the training of both Senior Clinical Staff and Clinical Associates;

Developed and published one of the first “translational proteomic” 2D gel electrophoretic studies of cellular responses to anti-cancer drugs and differentiation modifiers.
