Project included dredging of a major inlet channel for delivery of the power barges, as well as a submerged foundation on steel piles. Activities included monitoring of soils investigation and preparation of the site soils report, establishment of survey control, 300,000 c.y. dredging work, temporary implementation of the simple cycle gas turbine while the combined cycle barge was under construction, complete construction of the permanent plant foundation including mass excavation, pile driving and concrete placement, construction of landside support facilities including a ten million gallon fuel farm with associated piping, equipment and controls, administration building, roadwork, final site grading, and landscaping.

Systems tested included high pressure hydraulic systems, high pressure steam distribution system, high volume raw water distribution system, liquid nitrogen storage and distribution system, vacuum systems, and various instrumentation and controls systems.
