Joints Surveillance Target Attack Radar System (JSTARS) ($900M) Robins, AFB, GA

Senior Program Manager working for Spectrum Defense Contractor on Robins Air Force Base, working with and assisting US Government Program Managers in all activities in support of the E-8C Joint STARS aircraft, to include but not limited to preparing annual budgets submissions for the program, managing assets for the In Flight Trainer and the Aircraft Maintenance Trainer for the JSTARS Fleet.

Worked with Northrup Grumman in arranging deployment of personnel required for deployments of personnel for all JSTARS classified missions.

Worked directly with National Guard unit assigned to the Joint STARS organization for all mission and budgetary requirements.

Security Assistance Program Manager (SAPM)

March 2011 – August 2011

Egypt C-130 Program ($20M)

Robins, AFB, GA

SAPM for C-130 Prop Shop required by the Egyptian Air Force (EAF) for set up in Cairo, Egypt, as well as all training requirements to be provided by the AF Security Assistance Training Center, Randolph AFB, TX.

Worked with Derco Aerospace, AF Security Assistance Center (AFSAC); WPAFB, Ohio, Security Assistance/International Affairs (SAF/IA); Wash, D.C., AFSAT and the EAF Program Manager to ensure all requirements were identified in the Performance Work Statement and the Contract Line Item Number (CLIN) structure in order for the sole source contractor to provide a cost proposal for DCAA approval. Defined program requirements, coordinated data requirements, training requirements and schedules for propeller refurbishment training to be performed both at Hamilton Sundstrand in Holland and Cairo, Egypt. Security Assistance Program Manager (SAPM)

January 2008 – March 2011

G222 Afghanistan Aircraft Acquisition Program ($400M) Robins, AFB, GA

SAPM for the G222 Aircraft Program responsible for the purchase of 20 G222 aircraft from the Original Equipment Manufacturer (OEM) in Naples, Italy, and the delivery of aircraft to Kabul, Afghanistan to the NATO Air Training Command-Afghanistan (NATC-A). Program included Contractor Logistics Support (CLS) on site in country, Engineering Studies for future avionics and modification requirements, Spares, Repair and Return of all warranty and non-warranty parts and Engineering support.

Worked with Alenia North America, Alenia Aeronautica and L-3 Vertex, as the program contractors, as well as the AF Security Assistance Center (AFSAC); WPAFB, Ohio, Security Assistance/International Affairs (SAF/IA); Wash, D.C., AFSAT and NATC-A Forces in Kabul on all requirements and budgeting issues to ensure the mission was supported.

Managed six (6) A&AS contractors on the G222 team.

This High Level Program included considerable CONUS and OCONUS travel to include five (5) trips to Kabul, Afghanistan for multiple site surveys, sustainment summit and briefings to the Afghanistan Air Force.

Participated in all aspects of contractual requirements from the review and analysis of Request for Proposal (RFP), coordination of technical review of all technical and pricing volumes, and negotiation of final contractual Terms and Conditions.

Prepared Purchase Requests, Contract Data Requirements Lists (CDRLs), Performance Work Statements and briefings for all levels of management. Tracked and managed the processing of all payments on the G222 contract through Wide Area Work Flow (WAWF) to the Defense Accounting Office (DFAS) for payment to the contractor.

Worked with the contractor and all team members in the set-up of quarterly Program Management Reviews for NATC-A and the Afghanistan Air Force (AAF).

Responsible for the preparation of all CPARs for the contractor. Lead Logistics Manager

February 2005 – January 2008

AMRAAM Sustainment Office

Robins AFB, GA

Lead Logistics Manager for a team of eight (8) logistics managers, handling the sustainment of AMRAAM missiles for over 30 countries; serving as the liaison for the WR Sustainment Office and the Acquisition Office at Eglin, AFB.

Worked with Eglin, AFSAC and Raytheon, as the Prime contractor on all sustainment issues, to include missile quality deficiencies as well as managing the contract for all missile containers, both purchase and repair.

Responsible for contracting for and ordering parts and technical manuals for all countries.

Responsible for all vendor involvement/attendance to the annual AMRAAM missile conference held for all allied war-fighter countries. This included dealing with all foreign and domestic vendors, as well as working with the hotel team on all set-up requirements and scheduling issues. Logistics Manager

Sidewinder Missile Program Office

Robins AFB, GA

Performed as Program Manager for the repair of all Sidewinder Missiles for multiple allied war- fighters, through RUAG Aerospace in Bern, Switzerland.

Position included coordination of all repairs, including all required contract data, briefings and budgeting requirements.

March 2000 – August 2001

Joint Stars Program Office

Robins AFB, GA

Performed as Program Manager for the Aircraft Maintenance Trainer and the Cockpit Trainer on the Joint Stars E-8C aircraft, with Raytheon. Then managing inventory transfer from Raytheon to Northrop Grumman as contract transitioned to as Total System Support Requirement, which teamed the USG and Northrop on the Joint Stars program.

Position required working directly with pilots on cockpit training requirements, as well as maintainers concerning maintenance training requirements for the aircraft. Production Management Specialist

October 1998 – March 2000

Special Operations Forces (SOF) Directorate

Robins, AFB, GA

Performed as Production Manager for the H-60 SOF program.

Position required direct coordination with Corpus Christi Army Depot, TX for depot repair of the H-60 helicopter as well as direct interaction with Sikorsky Aircraft concerning contractor repairs.

Developed, analyzed, and implemented budgets for repair operations requirements.

Participated in quarterly Program Management Reviews (PMR) to review, discuss, and evaluate the repair status for the H-60.

Production Manager

Served as the Contract Management Review Board (CMRB) Chairperson for all SOF contracts, coordinating all participants and scheduling reviews for all purchase requests, resulting in contracts for SOF requirements.

Special Operations, Financial Home Office and Rotary Wing Division Robins AFB, GA

Served as Financial Manager for all types of funding and budget requirements for Special Operations Directorate, Sole Rotary Wing Financial Manager, as well as Supervisor for two (2) years in the Retirement Section of the Accounting Directorate.

As Home Office Financial Manager in SOF, I was responsible for all Presidential Budget Requirements as well as the certification and processing of all purchase requests in Special Ops, as well as all periodic briefings and reports, both internally and to headquarters at WPAFB, Ohio. This including Budget Program (BP) 10, Aircraft Procurement funding, BP 11, Modification Funding, RDT& E funding for research, development and testing, Sustainment Engineering funding, BP 12, Support Equipment and BP 15, Spares funding. Position required teaming with WPAFB, SAF and USSOCOM.

As Rotary Wing Financial Manager, I was responsible for these same efforts for the Rotary Wing Division of SOF.

As Supervisor of the Retirement Section in the Accounting Directorate I was responsible for all record keeping and reporting of retirement payroll paperwork processing to both higher headquarters and the Office of Personnel Management (OPM). Supervised six (6) civilians. ACQUISITION
