This is a brown and green field project located external to the Rumalia Field to increase the water production close to the Basra City . I was responsible for the execution and quality Developments of the scope of work, for:
• Construction of a new water Treatment plant in Qamart Ali to process 1.3mmbpd 120million $, manufactured for Veolia
• Rehabilitation Refurbishment of 11 pumps High Capacity, Refurbishments 3 Concrete Tanks
All jobs were finished without any accident with lost time. I was responsible for HSE politics, contract agreements, relationship with Personal from National Oil Industry in Qamart Ali, Control and execution of the Jobs with different International and Local Contractor in a multicultural work site and all jobs were doing in a very complicate environmental for the security issues The new Water plant started running first month of January and we archived more than 1 million hours without any accident and the relation community with the project was recognized like third position in BP award global competition for the conflict environmental Construction Manager In Site Southern Field Project Algeria 20011-2013 This was a brown and green field project of In Salah Gas Project ; development of four fields located on the Tidikelt Plain, These fields, known as southern fields, and I was responsible for overseeing the site construction activities in REG, Active HSSE leadership and engagement and promote Project HSSE expectations, ensuring the effective integration of all different works, responsible for the quality, performance and schedule of the project and Management of the site and personal team during Construction, Commissioning and Start up. The scope of the project was:
• Extension to the Reg facility (including additional glycol dehydration capacity and pipeline related facilities at Reg) with all Tie in to existing facility
• Re-bundling of the two gas turbine driven compressors such that they becomes 2 stage machines
• New substation at Reg base de Vie, 5.5/0.42kV transformer and 400V and installation power cables CPF to Company Camp, BDV and military camp
• New sports complex consisting of a sports hall, outdoor floodlit football pitch, outdoor swimming pool and perimeter lighting
• A 32” carbon steel line from the new IS CPF to Reg.68 Km 32’’Reg area
• A new 24” carbon steel pipeline between Reg and the ICP.62 Km 22’’Reg area.
• New Airstrip 1600 m with black top and additional facilities
• Complete the road from National road RN1 to Reg 44 km with black top It shall include all civil works for site preparation and the provision of the infrastructure to support the sites during the construction, commissioning and start up with a peak 1000 workers and 6 camps .
This project was going according with the plan and we achieved 3000000 Man hours without accident in my site and we finished all activities according with the plan Construction Manager In Site In Salah Gas Project Algeria 2008-2011 This was a brown field project as part of the Phase 1 of In Salah Gas Project . The overall requirement of this compression project is to lower the pressure at the wellheads of the existing reservoirs of three Northern Field, Reg, Teg and Krechba in order to maintain plateau production. This will be achieved by installing compression with a suction pressure of approximately 41barg. The selected concept is to install the following additional facilities:
• 2 train of gas turbine driven compressor plus associated utilities at Reg and all his facility
• 2 train of gas turbine driven compressors plus associated utilities at Teg all his facility
• Single train of electric motor driven compression at Krechba. all his facility I was responsible for overseeing the site construction activities in REG, Active HSSE leadership and engagement and promote Project HSSE expectations, ensuring the effective integration of all work, create effective interfaces with other areas, create an effective Quality Management Plan and co-ordination site team in Construction, Commissioning and Start Up This project finished according with the plan and it was recognized for quality of the jobs in ISG and BP and we achieved 3100000 Man hours without accident in REG. Contract Account Manager Project Pipe line San Julian/Alturitas II Zulia Venezuela Coordination and administration in a green project of:
• Construction 10"pipeline project from San Julian to Alturitas II stations, with 23 km of third parties areas, with different vegetation types, during the rain season at the Machiques area Zulia Venezuela,
• Installation Measurement equipment, gathering traps and other facilities. I leaded and carried out the construction of facilities, fulfilling the schedule planned and obtaining savings of 10% in the assigned budget, by improving construction techniques and without any type of lost time accident. I conceived and established a model for Project control, which allows to plan, control and to execute the project in daily and continuous form, avoiding deviations and allowing keeping informed all different organization levels and I handled and solved conflicts with third parties (landowners) during the pipeline advanced trough different properties, by means of negotiation techniques, which allowed the fulfillment of the established time of construction. Infrastructure manager- Operation Unit Tierra Pesado 1999-2002 Ensure the Infrastructure integrity of the Tia Juana, Lagunillas and Bachaquero fields, with an associated production of 300,000 Barrels/day, handled by 8,000 wells, 17 steam plants, I elaborated growing plans associated to the reserves and infrastructure necessities, execution of investments in new infrastructures and automatically operational systems, refurbishment of facilities to new standards, optimization plans, everything under an added value and profitable investment criteria.
• Coordinated the resources base study that would allow the growth of the productive areas up to 450,000 Barrels/day, with special characteristics of occupied areas by a strategy of centralized gathering stations and the use of multiphase pumping which allowed that these projects were profitable with low prices.
• Conceived, coordinated and executed the optimization of the existing assets by reducing the amount of 207 flow stations to 109, also the numbers of tanks was reduced in a 20%, which increase the values of EVA and ROCE and reduced the maintenance cost in a 10% and the assets taxes payment in the same order to the Operation Unit.
• Conceived and coordinated the installation of new boilers steam in the existing plants increasing the generation capacity on 30 %, which allowed production increase on 30.000 Barrels a day.
• Established automatic systems, going from a manual system to an automatic supervising system, and at a basic level I to 80 % of production, which allowed the reduction of deferred production on a 2% which represents 10,000 additional Barrels a day.
• Created the organizational Project management structure that allowed to fulfill the objectives goals set.
Operations Superintendent Unit Maraven 1997-1999
• Ensured the production of 60 Ms Barrels/day of Barua, Motatan and Mene Grande fields, by means of control and execution of the annual production plans, establishing programs of maintenance and operations to the diverse facilities located in the area, its adjustment to an optimization criteria, coordinated personnel training programs for each position to increase the expertise of the operators and maintainers, and I managed the relations with the community in influence area.
• Managed the transfer of the Mene Grande field to the Repsol Company, without any disadvantages for both parts and according to the raised programs following the politics approved for PDVSA about Marginal Asset.
