Professional Experience – U.S. ARMY CAREER: 1987-Present

Operations & Project Management Director - U.S. and Europe 2001-2007, 2010-2012

Developed the business case and initial design for the European Future Sustainment Center, a $300 million project that incorporated the latest green construction, Leadership in Energy and Environmental Design (LEED) initiatives and state of the art logistics technology. This project involved 29 different stakeholders across the Department of Defense and had a projected return on investment of 8 years.

Design considerations for the European Future Sustainment Center included heavy and light maintenance requirements (overhead lift), consolidated receiving point operations, cold storage, work process flow, warehousing and hazardous material storage.

Supervised the successful execution of 90 large-scale organizational transformation actions (unit relocations and inactivations) in support of Global Rebasing and Restructuring (GR2). Transformation actions included the timely disposition of all personnel, facilities, equipment, and infrastructure. Most of the transformation actions required facility renovation ranging from minor repairs to complete facility overhauls, including facility redesign, connectivity hardware installation, safety modifications and structural assessments.

Served as a project supervisor for an accelerated operational readiness exercise entitled the “Two Minute Drill” in support of a division’s deployment to combat operations. Planned and executed logistics for 1,700 Soldiers, managed 727 support personnel providing full-spectrum support, achieved a 98.7% supply fill rate, and executed 400 transportation missions. As a result, no missions failed despite short notice and complexities.

Led project team that assessed, developed and implemented the framework for integrating 93 previously stand-alone subordinate headquarters and logistics organizations. This project increased efficiency and effectiveness of the corporate structure and met mandated personnel levels.

Logistics Manager - Germany, Kosovo, Afghanistan 1995-2001, 2007-2008

Served as the Director of Maintenance Operations in Kosovo, closely integrating 112 customer maintenance activities, 7 direct support units and contractor assets supporting over 10,000 personnel in a very demanding, austere environment.

While serving as the Director of Maintenance Operations in Kosovo, maintained operational readiness above 90% and reduced maintenance back-log by 250% for a fleet of nearly 1,000 vehicles of various types.

Managed the completion of over 10,000 maintenance work orders as a Director of Maintenance Operations in a fixed maintenance facility over a 20 month period in Germany.

Led the turn-in of over 16,000 pieces of equipment valued at $69,000,000 without any loss of accountability in support of an organizational inactivation.

Reassigned over 800 personnel in a 6 month period while concurrently executing logistic operations.

As Deputy Director of Operations, maintained accountability of a $2.75 million dollar internal operating budget and passed all audits of the Government Purchase Card (GPC) and organizational supply accounts.

Managed the in-flow of 1,300+ air-shipment pallets in support of operations in Kosovo in 5 months.

Served as the first-ever enterprise representative to the Central Command force flow conference, ensuring forces and materiel were sequenced logically in support of the Department of Defense in Afghanistan. Force flow synchronization included numerous multi-modal transportation and joint force requirements.

Led planning team established to answer Dept. of Defense request for in-transit visibility of combat platforms.

Established the first Afghanistan force flow conference to synchronize U.S. and coalition force increases.

Strategic Planning Director - U.S., Germany, Afghanistan 2008-2010, 2012-Present

Developed an operational concept for a global logistics enterprise in support of over 33,000 Army personnel in Europe, garnering organizational efficiencies while improving unity of effort.

Served as the lead United States military planner for both large U.S. troop increases, growing force levels from ~22k troops to nearly 100k troops in synch with strategic priorities.

Developed a presentation for the Army Vice Chief of Staff that successfully described the strategic context and capabilities of a regional logistics enterprise with over 10,000 employees.

Developed an executive-level brief to the Army Chief of Staff regarding corporate transformation. The briefing format was adopted enterprise-wide by direction of the Commanding General due to its clarity and ability to communicate complex transformation actions in a concise manner.

Led more than 50 functional planners on numerous occasions in support of critical strategic missions across the European footprint, the Middle East, and supporting NATO partners and operations.

Represented U.S. joint forces at interagency and NATO meetings supporting the Afghanistan election task force, determining provision of in extremis support to the Afghan presidential elections.

Led a regional sustainment organization’s full spectrum crisis action planning (CAP) for no-notice radar support mission to allied nation resulting in mission success and increased regional stability.

Led more than 50 functional planners on numerous occasions in support of critical strategic missions across the European footprint, the Middle East, and supporting NATO partners and operations.

Developed global sustainment support concept for Army and Joint forces in Africa, resulting in the creation of a logistics support element and redesignation of a subordinate sustainment division, all in three months.
