- Patrick Neff serves as a General Medical Laboratory Technician in the Laboratory Department,
which provides clinical pathology services at Naval Branch Health Clinic Port Hueneme and Point Mugu.
- Mr. Neff performs technical procedures, supervisory oversight, and training of technicians
or other staff in all areas including but not limited to Accessioning/Phlebotomy, Hematology,
Urinalysis, Chemistry, Serology, Microbiology, Supply and Mail outs.

Mr. Neff reports directly to the Head, Laboratory Department/ Laboratory Manager, via the Immediate Supervisor or Leading Petty Officer as assigned.
-Mr. Neff processed and certified results of over 1,000 patients without interruption or
delays while the lab was being remodeled. The area was moved to a small room in Physical Therapy
department. He delivered service which met or exceeded quality expectations.
-Provided exceptional customer service while working in Accessioning and Phlebotomy areas by
processing and collecting blood samples of more than 1,500 patients personally.
-No discrepancies were recorded or documented while Mr. Neff was working at the mail outs bench.
-Turnaround time for over 1,000 patient results were kept at minimum time frame or less.
-No discrepancies were recorded or documented while Mr. Neff was assigned to Chemistry,
Hematology/Urinalysis/Microbiology benches. Turnaround time for over 1,000 patient results were
certified and reported in less than turnaround time required.
-When no service was offered for testing due to remodeling of the Lab, Mr. Neff was still
able to process lab samples competently and send them to Quest Lab. He then certified and process
results within turnaround time frame.
-Mr. Neff on occasion, provided training to On-the-job training (OJT) personnel from Primary
Care and a Drilling Corpsman Reservist while working the Phlebotomy station. All trained personnel
were successful participants.
-While assigned as Equipment Petty Officer, Mr. Neff successfully completed calibrations on all
pipettes, centrifuges, timers and thermometers within the required time frame.
-Mr. Neff satisfactorily completed all CAP Surveys assigned to him, as well as competency reviews.
-No quality control discrepancy report was given to Mr. Neff during this time.
