Experience Summary

Over twenty-two years of training and experience in intelligence gathering, processing, analysis, and production, with twelve years total in the Army as a leader and manager. Thirteen years of experience as a contractor in the use of electronic classified intelligence systems. Possess a working knowledge of Spanish.

Most recent: March 2008 – Present: For the last eight years I have been the government Engineering and Execution Team Lead for Collection Management for the Project Manager (PM) of the Distributed Common Ground System-Army (DCGS-A) Increment 1 Release 2 (I1R2). I have been providing Subject Matter Expertise (SME) and Systems Engineering (SE) services, and Product Line oversight for Collection Management and Targeting, to include integrating and testing (I&T), of the ISR Synchronization Tool (IST) into the DCGS-A builds. This has included executing, as the government lead, Operational Threads assessment for the Test and Evaluation (T&E) Team for the PM DCGS-A Mobile Basic (MB) product, November 2009 to July 2011, where I organized the test process and schedule for the government testing and review periods for the Operational Threads through to the completion of the Formal Qualification Test (FQT), Interoperability Testing, and Initial and Follow-on Operational Testing.

Competencies leading up to current position:

June 2003 – March 2008: As a Senior Analyst Trainer with Management Technology (ManTech), I served as liaison to the New Equipment Training Team (NETT), managed their Leadership and Collective effort on the Analysis and Control Element (ACE) Block II Integration Verification table, and trained soldiers on the Trusted Suite systems. I also verified the Leadership and Collective training materials for accuracy and completeness, while recommended training strategies on inter- and intra-ACE integration development, and developed training materials in accordance with Systems Approach to Training (SAT) standards and entered tasks, lesson plans, and training support packages into the Automated Systems Approach to Training (ASAT) database. Deployed to Iraq from September to November 2007 to support III Corps ACE operations at Al Faw Palace.

September 2002 – April 2003: Chief, Information Systems Division at III Corps, U.S. Army responsible for the design, construction, and daily operation of the Contingency and Warfighting Network, providing classified service to 2000+ warfighters at 11 commands and six locations within the U.S., as well as for innovative designs to answer a 300% increase in communications service requirements. I also developed effective help desk procedures that allowed eight systems/network engineers to rapidly and effectively respond to 500+ direct support requests per month.

May 2002 – September 2002: As the Intelligence Planner for III Corps, I was responsible for developing, coordinating, and integrating all aspects of the intelligence Battlefield Operating Systems into corps planning and operations. I Served as the Senior Intelligence Officer’s lead agent in contingency operations plan development, exercise planning and coordination, and peacetime planning to support US Army joint and combined exercise. I also deployed with the Corps’ Tactical Command Team to direct the production of staff weather, topographic engineer, enemy order of battle, and collection management input into corps wartime, contingency, and exercise related matters.

June 2001 – May 2002: Intelligence Manager for 4th Infantry Divisional Artillery, I maintained oversight of all personnel and physical security administration and intelligence operations for a divisional artillery unit consisting of 2000+ personnel. I planned enemy activity for two division artillery tables and four corps exercises, applying intelligence on enemy artillery equipment, tactics, and doctrine, and I also performed as the Senior Leader’s primary intelligence liaison and executed all requirements necessary for the successful execution of the division’s deep and counter-fire fights.

July 2000 – June 2001: As Commander for the Analysis and Control Element in 104th Military Intelligence (MI) Battalion, I managed the Army’s first digital Force XXI Divisional intelligence analysis company, responsible for deploying organic intelligence systems and soldiers to produce intelligence for the division’s warfighters. I developed and validated tactics, techniques, and procedures to support Force XXI operations, and I also managed the health, welfare, and training of 100+ soldiers, warrant officers, and officers in 11 different intelligence occupational specialties. I also maintained the readiness of 33 vehicles, 13 generators, and 24 automated systems with a property book value of $21.8 million.

October 1999 – July 2000: As Chief of the Analysis and Control Element for 4th Infantry Division, I was responsible for assisting the Senior Intelligence Officer in providing the Commanding General accurate battlefield visualization by delivering accurate, timely, and predictive intelligence that answers the commander’s priority intelligence requirements, optimizing the lethality of the division’s combat systems. I also directed, supervised, and trained 100+ soldiers to establish information dominance on the battlefield through planning, collection, production, and dissemination of intelligence.

September 1998 – September 1999: While serving as the Brigade Operations Manager for the 525th MI Brigade, I coordinated all operational issues affecting the brigade and three subordinate battalions: deployment operations, airborne operations, force modernization issues, taskings, and battlefield visualization. I also performed as the manager of the tactical operations center, coordinating the operational, aerial, and tactical exploitation to provide organic intelligence support to the XVIII Airborne Corps, its subordinate divisions, separate brigades, and attached units.

June 1997 – September 1998: As the Intelligence Plans Officer, I performed intelligence liaison from the Army Component Commander to the Joint Air Operations Center in the Army’s only deployable Battlefield Coordination Detachment (BCD). I deployed to Eskan Village, Saudi Arabia from February through June 1998 with the 1st BCD, where I planned, coordinated, and de-conflicted future air operations, ensuring a timely flow of information between the intelligence collection management branches of the Army and the Air Force. I also facilitated target validation and integration into the Air Tasking Order planning cycle.

April 1996 – May 1997: As the Intelligence Manager I maintained oversight on all personnel and physical security administration and intelligence operations within the 20th Support Group for the 19th Theater Army Area Command, encompassing the southern half of the Republic of Korea peninsula. I advised the senior leader and subordinate and tenant units on threats to personnel, equipment, and operations. Additionally, assisted the operations officer on special taskings and projects.

December 1994 – July 1995: I served as the Logistics Manager for 163rd MI Battalion, where I maintained control and accountability of ten classes of supply, a budget of $220,000, and installation property worth $15 million. Managed Reports of Survey, the Command Inspection Program, Engineer Work Requests, and the Consolidated Document Register.

November 1993 – December 1994: I transitioned to an MI unit and became responsible for wartime readiness to conduct interrogations of enemy prisoners of war and exploitation of captured documents. Provided translator and interpreter support to III (US) Corps requirements. I also supervised language training in six different languages for 40 soldiers.

June 1992 – October 1993: For the first two years in the Army, I was a Lieutenant in Air Defense Artillery and responsible for operating and firing the HAWK Missile System in a combat environment, with a world-wide contingency mission in support of the III (US) Corps. I also managed the training and welfare of 36 soldiers and the maintenance of $10 million worth of equipment.
