EXPERIENCE: PROGRAM MANAGER, USACE, NORTH ATLANTIC DISIVSION (NAD): NOVEMBER 2008 TO PRESENT
• Serve as a Program Manager in the Business Management Division. I develop and manage concepts, strategies and broad based customer support for NAD, with a yearly program of approximately $4 Billion. The program includes Military, Civil Works, Environmental and International and Interagency Support.
• The NAD area of responsibility includes all Army and Air Force bases in 12 Northeastern states from Maine to Virginia, the District of Columbia and Western Europe.
• During this period, I was deployed to Afghanistan on three separate occasions, managing multi-billion dollar construction programs for the US military and Afghan Government.
EMERGENCY MANAGER, USACE, NAD: AUGUST 2004 TO NOVEMBER 2008
• Served as the Supervisory Emergency Manager for NAD and was responsible for emergency response activities of 6 Districts.
• Responsible for planning and implementation of all emergency management programs within NAD to include natural disasters, national emergencies, man-made or technical disasters, terrorist attacks and civil disturbances.
CONSTRUCTION QUALITY ASSURANCE MANAGER, USACE, NAD: JANUARY 1994 TO AUGUST 2004
• Program Manager in the Construction Division of NAD. Exercised staff management of construction of military, civil works, and environmental restoration projects within NADs’ six Districts. I performed Design-Construction Evaluations and Construction Quality Management Assessments to assure that NADs projects were designed and constructed in compliance with established criteria and current USACE policy.
• Performed oversight functions for all ongoing construction contract administration matters and issues, at the field level, within each of the six NAD districts.
• Conducted field advice and assistance evaluations, and reviewed project documents as necessary to ensure that safe, efficient, sound projects were developed and constructed in accordance with the contract documents.
PROJECT MANAGER, USACE, NEW YORK DISTRICT: JUNE 1984 TO JANUARY 1994
• Served as a Civil Engineer, Project Manager, in the Engineering Division, Military Projects Management Branch. I was responsible for management, administration, coordination and planning of complete design projects prepared by both A/E firms or of In-House staff.
• Responsible for assuring the development of a complete set of project documents to include plans, specifications and estimates for each assigned project. I prepared Government estimates and contract packages for each design contract and subsequent contract modifications.
Disaster Recovery Manager, Federal Emergency Management Agency, Region II: JUNE 1978 TO JUNE 1984
• Disaster recovery manager for the Federal Emergency Management Agency. Performed disaster recovery operations under FEMA statutory authorities (PL93-288, The Stafford Act) after Presidential disaster declarations.
• Assigned as FEMA Region II Public Assistance Officer on numerous disasters recovery operations within FEMA Region II.
